1936 NOV 25 CC MINN. El Segundo, California. November 25th, 1936. A regular meeting of the City Council of the City of El Segundo, California, was called to order at 7:00 o'clock P. N. on the above date, in the Council Chamber of the City Hall of said.City, by the City Clerk, the Mayor being absent. Councilman Selby was unanimously chosen Mayor pro -tem and he immediately assumed the duties of the Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love and Selby. Councilmen Absent: Mayor Binder. READING OF MINUTES OF PREVIOUS MEETING. Moved by Councilman Gerow, seconded by Councilman Love, that the-minutes of the. regular meeting of the City Council of the City of E1 Segundo, held on the 18th. day of November, 1956, which were read, be approved except that the minute respecting the action of this Council directing the City Clerk to advertise for n bids for furnishing the City of El Segundo with certain automobiles and motor trucks, of record at Page 222 -N, minutes of the proceedings of this Council, be corrected to read as follows: "Moved by Councilman Selby, seconded by Councilman Love, that the City Clerk of the City of E1 Segundo be and he is hereby authorised and directed to - advertise, in the manner provided by law, for bids for furnishing the City of E1 Segundo one two - door type automobile; two light truck type automobiles anil one heavy truck type automobile, and the trade -in allowance which will be.allowed by such bidder upon five used motor vehicles to be traded in by the said City, the said notice to bidders to be in form first approved by the City Attorney of the City of El Segundo. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None." The foregoing resolution to adopt the minutes as corrected was carried unanimously. . WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated following the reference to each hereinafter: CLARENCE W. DINWIDDIE, dated November 26th, 1956; being an application for a position as Police Officer of the City of E1 Segundo. Ordered filed. None. ORAL COMMUNICATIONS. REPORTS OF STANDING COMMITTEES. Councilman Gerow of the Public Works Committee reported having made a survey with Mr. Perry Campbell of the Street Department of certain streets and alleys where rubbish has been deposited but not collected by the Street Department and he asked for an expression of the Council relative thereto. By general consent it was agreed that ordinary household rubbish or debris, whether combustible or non - combustible, would be disposed of by the City when placed in suitable containers at satisfactory locations along the. usual routes of the garbage collection track, but that the City would not X224- N collect or dispose of rubbish, trash or surplus materials left upon any premises or in the public streets by construction contractors, or by other persons,firms or corporations when the trash, rubbish or debris is the result of construction-operations. Councilman Gerow reported also that Mr. Campbell pointed out that a number of the mercantile institutions within the City should have new and additional rubbish containers. g list of these was furnished the Street Superintendent, who agreed to request the several -merchgnts named to provide the requisite number of satisfactory containers. A recommendation also was made by Councilman Gerow that a garbage can be procured by the City for the proper disposal of garbage following baneuets or luncheons in the City Hall Auditorium and that a similar receptacle be installed for the use of the American Legion Club douse Building. By general consent the City Clerk was instructed to purchase a garbage can for the use of the City Hall and to request the proper officers of the American Legion to provide a suitable garbage can for the use of its quarters. 4- Councilman Love reported that he had caused an inspection to be made of the boiler, hot water tank and other pressure apparatus in the City Rall basement; that with the exception of repairs to the hot water tank and the installation of a new smoke -stack on the boiler, everything seems to be in satisfactory condition. Thereafter it was moved by Councilman Love, seconded by Councilman Selby, that the City Clerk be authorized and directed to purchase and to have Installed one smoke stack for use on the heating apparatus in the City Rall, at a total cost of not to exceed $18.509 plus California State Sales Tax. Carried by the following votes Ayes: Councilmen Gerow, Hesser. 1owe and Selby. Noes: Councilmen None. Absent: Mayor Binder. Thereafter it was moved by Councilman Gerow, seconded by Councilman Love, that Mayor Binder be-authorized and directed to cause necessary repairs to be made to the hot water tank in the City Hall basement, the total cost thereof not to exceed $50.00, plus California State. Sales Tax. Carried by the following vote: byes: Councilmen Gerow, Hesser, Love and Selby. Noes: Councilmen None. Absent: Mayor Binder. REPORTS Or OFFICERS AND SPECIAL COWITTEES. The City Clerk reported that at a regular meeting of the City Council of the City of E1 Segundo held October 28th, 19362 the repair of the City of El Segundo transit was authorized at a cost of not to exceed 550.00; that thereafter the transit was sent out for repairs, the amount of the invoice therefor being $69.48, which the Council had allowed and ordered paid. He requested that for the correctness of the record the payment of the invoice in amount of $69.48 be ratified. It' was thereupon moved•by Councilman Selby, seconded by Councilman Love, that the payment of the invoice of Surveyors Service Company.in amount of $69.48 for repairs to City of E1 Segundo Engineering Department transitj, . notwithstanding a $50.00 limitation placed upon this expenditure by action of this Council taken at its regular meeting held October 28th, 1936 and of record at Page N-210 minutes of the proceedings of this Council, be and the same is hereby ratified and approved and the original euthorization recorded as aforesaid, is hereby corrected accordingly. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love and Selby. Noes: Councilmen None. Absents Mayor Binder. Mr. B. E. Campbell, City Horticulturist, explained his need for a ladder, whereupon it was moved by-Councilman Hesser, seconded by Councilman Gerow, that the purchase of a ladder for use of the City Horticulturist at a cost of not to exceed $5.50, plus California State Sales Tale; be -and the same is hereby authorised. Carried by the following votes Ayes: Councilmen Gerow, Hesser, Love, Selby. . Noes: Councilmen None. Absent: Mayor Binder. The City Attorney reported receipt of a communication from the office of the City Attorney of the City of Los Angeles relative to the answer which he filed in the Superior Court in Case No. 406816. Action respecting the matter was deferred until a meeting at which all members of the Council will be present. NEW BUSINESS. Moved by Councilman Love, seconded by Councilman Gerow, that the City Clerk be authorized and directed to request Southern California Edison Company to install a 600 lumen goose neck street light at .Concord Place and Sycamore Avenue within the City of EI•Segundo, as an addition to existing street lighting arrangements with said Company. . Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love and Selby. Noes: Councilmen None. Absent: Mayor Binder, No further business appearing to be transacted at this meeting, it was moved by Councilmen Hesser, seconded by Councilman Love, that the meeting - adjourn. Carried.. CONSENT AND WAIVER OF NOTICE FOR A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF EL SEGDNDO, CAL. TO BE HELD NOVEMBER 30TH, 19560 KNOW ALL MEN BY THESE PRESENTS: That we, the undersigned, being all of the members of the City Council of the City of El Segundo, California, do hereby give our written consent to the holding of a special meeting of the City Council of said City, in the Council Chamber of the City Hall thereof, No. 205 Richmond Street, in the City of El Segundo, -California, on Nonday, the 50th day of November, 1936, beginning at the hour of 12:15 o'clock P. M. of said day, for the purpose of considering and acting upon a certain petition presented to this Council by Sante Fe Land Improvement Company and The Northrop Corporation, praying that certain territory within the - City of E1 Segundo, described in said petition, be included in County Sanitation District No. 5 of Los Angeles County; also considering and acting upon the application of The Ohio Oil Company, for a permit to drill, construct'and operate a well for oil and gas in -a certain portion of Section 7, T 5 S, R 14 W, within the City of El Segundo., more particularly described in applicant's communication dated November 27th, 1956, on file in the office of the City Clerk, and for the transaction of such other business as may properly come before said Council at said meeting.
