November 12, 1956.
A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City.Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerold, Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 4th day of November, 1956,
were read. No errors or omissions appearing, it was moved by Councilman
Selby, seconded by Councilman Gerow, that the minutes be approved as read.
Carried.
1PRITTEN COMMUNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each herein-
after:
K. E. CAMPBELL.$ reporting with respect to his investigattan of the
availability of carob trees, a quantity of which the City desires to
purchase. Ordered filed.
FISH AND GAME DEVELOPMENT ASSOCIATION, dated October 30th, 19569,
referring to State control of sardine industry. Ordered filed.
PACIFIC COAST FISHERIES INSTITUTE, dated November 10th, 1956, referring
to agitation respecting floating sardine reduction plants. Ordered filed.
REPORTS OF STANDING COMMITTEES.
Councilman Hesser, Chairman of-the Public Works Committee, reported
that he and Councilman Gerow had made a survey of the City Hall, and
recommended the following work be done in and about the building:
1. That the City Hall. be re- roofed.
2. That the walls in the City Hall Auditorium be retinted..
5. That cracks in the walls and ceiling in the City Clerk's office
be repaired and the office be retinted.
4. That the hot water tank in the basement of the City Hall be
repaired.
5. That the boiler in the basement of the City Hall be inspected
and certain appurtenances thereon be repaired.
6. That certain screens on the City Hall be repaired.
7. That windows in the City Hall be checked; the sash cord renewed
where necessary, weights adjusted and all windows be made to operate
properly.
Respecting these matters it was moved by Councilman Selby, seconded by
6ouncilman Gerow, that the City'C1erk be authorised and directed to obtain
bids on reroofing the City Hall in accordance with specifications to be
furnished by the City Engineer. Carried.
It was further determined, by general consent, that the Street Superin-
tendent be instructed to furnish a man from his Department to repair the
windows and screens.
Moved by Councilman Selby, seconded by Councilman Love, that the
employment of a competent person or persons be authorised to make an inspection

of and necessary repairs to the pressure apparatus in the basement of the
City Hall, the total cost thereof not to exceed $75.00. Carried by the following
vote:

Noes: Councilmen None.
Absent: Councilmen None.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
At this point, the hour being 7 :40 o'clock P. M., the Mayor declared
a recess of 20 minutes.
At the hour of 8 :00 o'clock P. M. the Council reconvened, all
Councilmen being present and answering roll call.
It appearing that during the recess the several members of the Council
had inspected some carob trees, which.had been brought to the City by Laguna
Plant and Seed Company for inspection by the Council, and it appearing that
price and -quality considered, the trees inspected as herein referred to are
better suited to the needs of the City than any previously seen, it was-moved
by Councilman Gerow, seconded by Councilman Selby, that the following resolution
be adopted:
RESOLVED, that that certain action of this Council taken
November 4th, 1956s of record at Page N-213. of the minutes of
the proceedings of this Council; authorising and directing
K. E. Campbell to purchase7-250 carob trees at a cost of not
to exceed 75# each, plus California State Sales tax, be and
the same is hereby rescinded; and
BE IT FURTHER RESOLVED, that said employee now be authorised
to purchase 50 carob trees from Laguna Plant and Seed Company,
at a cost of not to exceed $1.00 each, f.o.b. El Segundo.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
The City Clerk advised the Council that due to a misunderstanding,
erroneous dates were used at the time of the adoption of its resolution
granting a vacation to J. A. Cummings of the Police Department; whereupon
it was moved by Councilman Selby, seconded by Councilman Love, that the action
of this Council taken October 7th, 1936 and of record at Page N-201 of the
minutes of the proceedings of this Council, granting a two weeks vacation to
J. A. Cummings beginning October 10th, 1936, be corrected to read as follows:
"Moved by Councilman Gerow, seconded by Councilman Selby,
that J. A. Cummings, Captain, E1 Segundo Police Department, be
granted his customary annual two weeks vacation beginning
October 15, 1956s and in view of the fact that said officer
has accumulated overtime equivalent to 7 days, that he be -
permitted to absent himself from his regular duties for 7 days
in addition to said two weeks vacation°.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noest Councilmen None.
Absent: Councilmen None.
The Chief of Police reported having conferred with Councilman Suppe
of the Manhattan Beach City Council, respecting a letter heretofore received
by this City, requesting the installation of a reflectorised left arrow
sign at a point on the IIorth side of Rosecrans Avenue within the City of
El Segundo; that Councilman Suppe desired the favorable action of the Council

of the City of El Segundo, due to the fact that motorists frequently drive
off the highway and into sand at the point where the installation is
recommended.
Following discussion, it was moved by Councilman Selby, seconded by
Councilman Lave, that the Chief of Police be authorised and directed to
procure and cause to be installed one code 8-R reflectorized left arrow
sign on the North side of Rosecrans Avenue, adjacent to the sand hills on
the westerly end thereof within the City of E1 Segundo, at a cost of not
to exceed $10.00, plus California State Sales tax. Carried by the following
vote:
Ayes: Councilmen Gerow, Hesser, Lave, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
The City Attorney reported that the answer to the complaint of the City
of Los Angeles and the Department of Water and Power of said City, in the
matter of Superior Court Case No. 406816 was filed by him November 9, 1986.
The City Attorney reported also that two ordinances, the preparation
of which the Council had heretofore requested, are now ready for presentation
to the Council.
Thereupon Councilman Selby, introduced Ordinance No. 205, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
AMENDING ORDINANCE NO.-155 OF SAID CITY, ENTITLED:
"AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
CREATING A CERTAIN RESIDENCE DISTRICT IN AND FOR
SAID CITY AND MAKING CERTAIN REGULATIONS WITH
REFERENCE TO THE KEEPING OF LIVESTOCK THEREIN.",
PASSED, APPROVED AND ADOPTED ON THE 25TH DAY OF
JANUARY, A. D., 1929, AS AMENDED, BY AMENDING SECTION
2 THEREOF,
which was read.
COUNCILMAN GEROW introduced Ordinance No. 206, entitleds
AN ORDINANCE OF THE CITY OF EL SEGUNDO.. CALIFORNIA,
MAKING CERTAIN REGULATIONS WITH REFERENCE TO THE
KEEPING OF SWINE WITHIN SAID CITY,
which was read.
The Chief of Police reported he had received one quotation on the
cost of repairing the Neon directional sign recently demolished at
Imperial Highway and Inglewood- Redondo Road; whereupon it was moved by
Councilman Selby, seconded by Councilman Hesser, that the Chief of Police
be authorized and directed to cause the Neon directional sign, recently
damaged by a motorist at Imperial Highway and Inglewood- Redondo Road to
be repaired and re- erected at said point at a total cost of not to exceed
$90.00. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
