California, was.called to order at 7 :00 o'clock P. M. on the above date,
in the Council Chamber of the City Ball of said Cityp by Peter EeBinder,
,Mayor.

were read, without.error or omission being ,noted. - It was thereupon} moved
by Councilman Love, seconded by Councilman•Selby, that,the minutes „of said
meetings be approved as read. Carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as indicated:
STATE COMPENSATION INSIIRANCE FUND, dated May 15th, 1936s, referring
to case No. Y- 851507, further explaining its reason for denying-liability,-
for the injury alleged to have been suffered by J. A. Macdonald, February
15th,*1956, during the course of his.employment by the City of El Segundo..

advising of the holding of the 64th regular monthly meeting.of. said League,.,
at Santa Monica, California, May 21st, 1956, and inviting attendance frost,

PACIFIC COAST ASSOCIATION OF,FIRE- CHIEFS, dated May 15th, 1956,
urging that the Council authorise the Fire Chief of the City of E1 Segundo
to attend a conference of fire chiefs to be held at Seattle, Washington,,..
July 20th - 25rd, 1956. Ordered filed.
ADA H..MATTHERS, Deputy City Clerk of the City of Santa Monica,
California, dated May 19th, 1956, asking the Council to amend such. "ofdinaddes"
as it may have in force prohibiting dogs from riding on public vehicles,
so that "Seeing We” dogs may accomparq their blind masters when traveling
through the City of El Segundo. Inasmuch as the City of E1 Segundo has
never adopted arq ordinance on the subject, the Clerk was instructed to so
advise the City of Santa Monica.
S. V. CORTELYOU, District Engineer, Division of Highways of the State
of California, dated May 19th, 1956, advising that as A result of a traffic
count recently hadon Sepulveda Boulevard within the City of El. Segundo,
the Sacramento office,of the Division-of Highways-would recommend the
installation of a semi traffic actuated signals at this location, provided A
the City of Los Angeles will participate with the City of El Segundo and
make a request for such a permit to the Los Angeles office of the Division.
By common consent the Street Superintendent was directed to learn about the
operation, efficiency and installing cost of the type of signal referred to;
also to ascertain whether or.not the City of Los Angeles will participate with
the City of El Segundo in a request for the installation referred to, and
to report his findings to this Council at his convenience.

DIVERSITY OF SOUTHERN CALIFORNIA, dated April 30th, 19562 calling
attention to the 8th Annual Institute of Government, which will be-held on.the
campus of the University of Southern California, June 13th to 19th, inclusives
1986, and expressing the hope that the City of El Segundo will find it possible
to arrange for the attendance of a number of its officials.. Ordered filed.
FEDERAL EMERGENCY ADMINISTRATION.OF PUBLIC WORKS, dated May 12th, 1956s,
recommending that bids heretofore received by this Council for the constrgetion
of a public library building within the City of E1 Segundo be rejected., inasmuch
as the time-limit thereon has .expired and that no word has been.received`Prom
Washington with respect to increasing the Federal Gove 's appropriation
toward the cost of said building. Ordered filed.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES. _..
Mr. Lester Luce, substituting for City Attorney Clyde Woodworthy :iaformed
the Council that the City Attorney of the City of Los Angeles had requested -the'
City Attorney of the City of El Segundo to join in -a court, aetion,.the objective
of which is to compel the State Controller to pay to the several.eities:ot the"
State of California the several cities proportion of certain funds now in the
State Treasury, accumulated through the state tax on automobiiles - levied under the
authority of recently adopted state legislation and colleated. -iri lieu ot•.personal
- -property tax on such auto*obiles by the several-counties of the State.
Moved by Councilman Love, seconded by Councilman Selby, that'the following
resolution be adopted:
RESOLVED, that the City Attorney of.the City of El.Segundo:-
be and he is hereby authorised and directed to join with the
City of Los Angeles and others, if his discretion so dictates
and in such manner as he deems advisable, in the matter of that
certain action before the Supreme Court of the State of California,
entitled: "City of Los Angeles, a municipal corporation, Petitioner,.
vs. Ray L. Riley, as Controller of the State of California, et al,
Respondents,." Casa No. SF -15672 (Petition for. Writ cf Mandated
provided, however, the cost and expenses to the City of El Segundo
in this connection shall not, without further•authorisa� ion from.-.
this Council, exceed the sum of $25.00; and
BE IT FURTHER RESOLVED, that the City Clerk:of_ the Citg:Glt
E1 Segundo is hereby authorised and directed to furnish the City
Attorney of the City of El Segundo such•informatiow _ as he may
require with respect to the subject matter of said -case,, o:t- which,., :: r•
the City Clerk shall have knowledge.

Mr. K. E. Campbell, City Horticulturist,.reported.to• the Council that
during the prior week he had planted 240 trees and that after planting a few
more and replacing some which need replacement, his work then will be ordinary
routine of care. He reported also having used up all of the pipe tree stakes
which recently had been provided him.
UNFINISHED BUSINESS.
.The matter of the disposition • of the application of 'the' DApai-tmeht of -` �'
Hater and Power of the City of Loa Angeles for -a 'permi't to construct a pole
line within the City of El Segundo to carry a 33;000 voWelectric power-
line was discussed at length. A
Mr'. Antone Soeuto, who was present at the meeting, protested orally '
against the granting permit.

In view of the fact that protests against the issuance of such a permit
have been filed with -the Council, it was moved by Mayor Binder and seconded
by Councilman Selby, that the matter be taken under further advisement for
the period of one week until the next regular meeting of the Council.
Carried unanimously.
The hour of 7 :15 otclock P. M. at this meeting, having heretofore been
fixed as the hour and date for the consideration of all bids received February
7th, 1936, for furnishing all of the labor, materials and services required -
to construct and complete a library building in and for the City of El Segundo,
and said hour having arrived, the Council proceeded to further consider said
bids and the said matter.
After consideration thereof., it was moved by Councilman Selby, seconded
by Councilman Love, that all of the bids received February 7th, 1936, for
furnishing all of the labor, materials and services required to construct and -
complete a public library building in and for the City of El Segundo be and
the same are hereby refected and the City Clerk of the City of- -El Segtetdo,i's
hereby authorized and directed to return the checks or good `faith - deposit`
deposited by any of the bidders who bid upon said project. Carried°b�( !We

NEW BUSINESS. .
Moved by Councilman Selby, seconded by Councilman Love, that El Segundo
Recreational Council be and it is hereby granted permission to use the City
Hall Auditorium on the evening of May 23rd, 1936, for the purpose of holding
a public dance, no charge to be made for,such use. Carried.
Moved by Councilman Selby, seconded by Councilman Love, that,the purchase
of three tires and tubes for use on the police department automobile be.end the
same is hereby authorized, the total cost thereof not to exceed $43.20;•plus
California.State Sales Tax. Carried by the following votes.
Ayes: Councilmen Love, Selby and Mayor Binder.

Moved by Councilman Love, seconded by Councilman Selby, that-.the'--following
resolution be adopted: "
WHEREAS,-it is the desire of the City Council of the City
of El Segundo to .provide space and facilities for athletic` and•
recreational activities; and
WHEREAS, such space and facilities are- •arallabld'in a portion
of the campus of El Segundo High School; and
WHEREAS, the Trustees of-91 Segundo High School are willing
to lease such grounds and facilities to the City of E1 Segundo for
the .purposes hereinbefore indicated, at the annual rental of $1.001'
