1936 MAR 11 CC MINJ El Segundo, California. March 11, 1936. ' A regular meeting of the City Council of the City of El Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council.Chamber of the City gall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Selby and Mayor Binder. Councilmen Absent: Love. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 4th day of March, 1936, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Gerow, that the minutes be approved,as read. Carried. WRITTEN COMMUNICATIONS. The following communications were read aqd disposed of as indicated: CALIFORNIA BEACHES ASSOCIATION, dated March 10th, 19860 requesting representation from the City of El Segundo at a meeting to be held at La Jolla, California, March 28th, 19362 for the purpose.of considering beach erosion problems and their solution. Moved by.Councilman Gerow, seconded by Councilman Selby, that Mayor Binder be and he is hereby authorized and directed to represent the City of E1'Segundo it a meeting �-- of the'California Beaches Association to be held at Scripps Institution of Oceanograpby at La Jolla, California, March 28th, 1936, and that he be authorized to file his demand for his actual and necessary,expenses in connection therewith. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Love. - ORAL COMMUNICATIONS. Mr. Herman Schaefer of 4310 Victoria Park Drive, ;Los Angeles, and his son, A. W. Schaefer, 29141 Randolph Street, Huntington.Park,,,:eacli addressed the Council relative to the creation of a residence zone in Main Street between Pine Avenue and Mariposa Avenue, for the reason,that it is impossible for them to obtain a Federal Housing Administration loan., with which to build a home in that district, owing to the possibility,of business. buildings being erected adjacent thereto under present"regulations. Following discussion, participated in by the several members of the Council, Messrs. Schaefer were advised to make formal application to Federal Housing Administration for their desired loan and if it is then definitely ascertained that the property in question must be soned against,business, that they cause a written petition to be circulated-- and signed by the owners of property'in the district involved, and file.the same with this Council for its consideration. ' None. REPORTS OF STANDING COMMITTEES. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. It appearing during discussion of the matter that the tenant of the property referred to, as well as an adjoining neighbor, are anxious to have:.: said trees cut down and that the question has been brought before the on several prior occasions, and it appearing also that the matter should be. . definitely disposed of in some manner, it was moved by Councilman Gerow, seconded by Councilman Selby, that the Street Superintendent of the City of El Segundo be and he is heresy authorized and directed to cause those two pine trees irk the parking of the public street in front of a portion of Lot, 9, Block 93, E1 Segundo, to be .removed. Carried. SPECIAL ORDER OF BUSINESS. Moved by Councilman Selby, seconded by Councilman Hesser,,that the following resolution be adopted: AREAS, the hour of 7:15 olclock P. M. at this meeting was heretofore fixed as the time and date for considering of bids received February 7th, 1936, for the construction and completion of E1 Segundo Public Library Building (P.W.A. Project California Docket No. 1287 —R) -and said hour has now arrived;.and WHEREAS, the circumstances which have prevented this Council from arriving at a decision with respect to said bids have not been altered; and WHEREAS, in the opinion of this Council, additional time for consideration of said bids is essential; NOW THEREFORE, BE IT RESOLVID, that all bids received for the construction and completion of said E1 Segundo Public Library Building be taken under further advisement by this Council until f the hour of 7:15 o'clock P. M., at the next regular meeting of said Council, to be held on the 18th day of March, 1936. Carried by the following vote: Ayes: Councilmen Gerow, Hesser Selby and Mayor Binder. CALIFORNIA, CALLING AND GIVING NOTICE OF THE HOLDING OF A-GERM 'MUNICIPAL ELECTION } TO BE HELD IN SAID CITY ON TUESDAY, THE 14TH DAY OF APRIL, 1936, FOR THE ELECTION OF CERTAIN MUNICIPAL OFFICERS OF'SAID CITY, ' which was read,-be adopted. Carried by the following vote: !Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Love. Moved by Councilman Selby, seconded by Councilman Hesser,.that Epworth League be and it is hereby granted permission to use Grand Avenue PaTkp Sunday, April 12th, 19362 for the purpose of holding Easter Sunday Sunrise Services. Carried. No further business appearing to be transacted at this meeting, it was moved by Councilman Gerow, seconded by Councilman Selby, that the meeting adjourn. Carried.
