Binder, Mayor. ROLL CALL. Councilmen Present: Gero-*,_Hesser Lowe, Selby,and Mayor Binder. Councilmen Absent: None. READING OF MINUTES OF PREPIOUS MEETING. The minutes.of the regular meeting held on the 8th day of`July, 1936, were read. No errors or omissions appearing,,it wa.s moved by Councilman Lave, seconded by Councilman Selby, that the minutes be Approved.as read. Carried. WRITTEN COMMUNICATIONS. The following communications were read and didposed of 'as indicated: W. J.'FROGGE AND DON F. WILLIS ,. I dated July 14th, 1936, -offeri4g to enter into a contract with the City of El S_egundor for- the,disposal of all garbage collected by'said City; afid to pay the, City'. therefor. J tftc�lman Hesser, that' the following resolution be-adopted:, ` "'+ A xrEr WHEREAS,_W. J. FVogge „and Don F. Willis have presented to this Council this date their written proposal dated July 14th� 1936, to dispose of all garbage collected by the City of El Segundo, and to pay the City therefor at the rate of 25# per ” ton for each ton of garbage delivered to theme or s fist of $10.00 $10.00 certain, per month, provided the City of El Segundo will contract to deliver to them all garbage collected by the City of El Segundo for a period of two years; and WHEREAS, the present method of disposal costs the*City of E1 Segundo $80.00 per month; and WHEREAS, the existing agreement of the City of E1 Segundo with George Mahlom Green requires that before said oral agree- ment is terminated by either party, thirty days' notice must be given by one.to the other;. NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of E1 Segundo, on behalf of said City, does hereby accept the proposal of Messrs. Frogge and Willis as hereinbefore in this resolution referred to subject to the execution by said firm of such contract respecting the disposal of garbage collected by the City of El Segundo as may be prepared and approved by the City Attorney of said City, such agreement as and when entered into, to become effective thirty days after receipt by George. Mahlom Green of written notice that the existing oral contract between the City, of E1 Segundo and himself will be terminated; and BE IT FURTHER RESOLVED, that the City Attorney of the City of E1 Segundo be, and he is hereby authorised and directed to prepare a contract for the disposal of all garbage collected by the City of El Segundo between said City of El Segundo and Messrs. Frogge and Willis on the basis of the payment to the City of El Segundo by said firm of $10.00 per month for all garbage delivered to said firm, such contract to be for a period of two years from the date of signing thereof; and BE IT FURTHER RESOLVED, that the City Clerk of the City of E1 Segundo be, and he is hereby authorized and directed to forth- With serve written notice by registered.-mail upon George ViLhlom, Green, advising him of the termination., thirty days after receipt of such notice., of the existing agreement between himself , 634,the City of El Segundo for the disposal of garbage collected by'said city. Councilman Hesser reported that he, Councilman Selby and the Chief of Police had made a survey of the City with respect to vehicular traffic r. control and had determined as follows: "That Boulevard Stop signs be installed on both sides of Grand Avenue at Main Street, also on the east and west sides of Fain Street at.0ak Avenue; 3 That at all street and alley.intersections throughout the City of E1 Segundo where there is a Boulevard Stop on one side of such streets and alleys, Boulevard Stops be'creited and signs be installed opposite the same; That the parking spaces in the business district be widened 12 to 18 inches;` That the two hour parking limit on Richmond Street and other streets as prescribed,by certain ordinances of the City of El Segundo be enforced by the Police Department; and That the parking of delivery trucks on Richmond Street be prohibited. By common consent, therefore, the Chief of Police was authorized and directed to cause to be purchased and installed.sueh Boulevard Stop and other signs as.may be required.to comply with the recommendations of the ` Committee, and to furnish the City Attorney with such data as that officer may require for the preparation of an ordinance or the amendment of existing ordinances with relation to the matters reported upon; and the City Attorney was instructed,to prepare the.requisite legal proceedings forthwith upon receipt from the Chief,of "Police and, or the City Engineer of such information as is necessary for his purposes. Moved by Councilman Hesser, seconded by Councilman Gerow, that in addition to the two weeks' vacation heretofore allowed E. J. Grow, Municipal Mechanic, and A. T. Miller, Street Department Foreman, each be-granted one additional week's leave of absence, such additional week to be without pay. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. Moved by Councilman Gerow, seconded by Councilman Hesser, that the following resolution be adopted: in RESOLVED, that,the making of such substitutions or replace— ments as are necessary to properly man the Police Department of w the City of E1 Segundo during the vacation periods of the regular police officers, R. T. Hutchins, Chief of Police, is hereby authorized and directed to use his own judgment as to appointees, provided, however, that such men as are assigned to special duty on the Coast Highway shall be compensated at the rate of not to exceed $7.00 per day, and that such officers who may be assigned to patrol duty be compensated at the rate of not to exceed $155.00 per month, for such time as each or any of such employees may actually be on duty as police officers of the City of II Segundo. t.
