1936 JAN 22 CC MINEl Segundo, California. January 22nd, 193 -6. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7 :00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love,,Selby and Mayor Binder. Councilmen Absent: None.- READING OF MINUTES OF PREVIOUS MEETINGS. The minutes of the regular meeting held on the 15th clay of January, 1936, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Gerow, that the minutes. be approved as read_. Carried. . WRITTEN COM MICATIONS. The following communications were read and disposed of as indicated: DISTRICT COUNCIL OF CARPENTERS, dated January 15th, 1936, requesting that future calls for carpenters be made to the local unions nearest to where the work is to be performed. Ordered filed. REPORTS -OF STANDING COMMITTEES. None. J. E. REDDINGTON, dated January 220 1936, being an application to-:move a one ,story frame dwelling house into the City of El- Segundo..' ;-- The Building Inspector having inspected the building and having found i that it will conform, to building ordinances of the City•of El Segundo in the location to which it is proposed to be moved, recommended'thaft the permit applied for be granted; whereupon it was moved by Councilman Selby, seconded by Councilman Love, that if and when the fees and deposits required to be paid and made prior to the issuance of a house moving permit within the City of El Segundo,'in conformance with Ordinances Nos. 28 and 70'of said City, are paid to the City Clerk thereof, that pursuant to his application therefor, :t J. E. Reddington be'and he is hereby granted a permit to move a one story - frame building into the City of E1 Segundo, on or about the 24th day off'.:. January, 1936, over and along the following route, to -wit: El Segundo Boulevard, from Inglewood- Redondo Road to Main Street, northerly on Main Street.to Walnut .Avenue, thence westerly on Walnut Avenue to its permanent location on a portion of Lot 4, Block 98, being on the South aide of-Walnut Avenue, between Main Street and Virginia Street; provided such removal is made in accordance with ordinances of the City,of E1 Segundo respecting house moving and that said building, at its permanent location, be set upon "- foundations and otherwise reconstructed in accordance with building ordinances of the City of E1 Segundo, all of which work shall be prosecuted and completed to the satisfaction of the Street Superintendent and of the Building Inspector of said City; provided further, that this Council reserves the -right to revoke k this permit at any tome in its discretion.- Carried. -A. UNFINISHED BUSI_NESS. -Moved by Councilman Love, seconded by Councilman Hesser, that Resolution No. 331, entitled: I RESOLUTION OF THE CITY COUNCIL.OF THE CITY OF EL SEGUNDO, CALIFORNIA, REPEALING RESOLUTION NO. 329 OF THE SAID COUNCIL, ENTITLED: 91 RESOLUTION OF THE CITY COUNCIL OF THE CITY-OF EL-SEGUNDO., CALIFORNIA, ASCERTAINING AND DETERMINING THE GENERAL PREVAILING RATE OF PER DIEM WAGES FOR EACH CRAFT OR TYPE OF WORKMAN OR MECHANIC NEEDED TO CONSTRUCT AND COMPLETE THE £L SEGUNDO PUBLIC LIBRARY BUILDING TO BE ERECTED WITHIN SAID CITY.' PASSED AND ADOPTED ON THE 8TH DAY OF JANUARY, A. D., 1936, which was read, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Lave, Selby and Mayor Binder. Moved by Councilman Hesser, seconded by Councilman Love, that Resolution No. 332, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFOPIUA, ASCERTAINING AND DETERMINING THE GENERAL PREVAILING RATE OF PER DIEM STAGES FOR EACH CRAFT OR TYPE OF WORKMAN OR MECHANIC NEEDED.TO .CONSTRUCT AND COMPLETE THE EL SEGUNDO PUBLIC - LIBRARY' BUILDING TO BE ERECTED WITHIN SAID CITY, which was read, be adopted. Moved by Councilman Gerow, seconded by Councilman Selby, that in view of the fact that Public Works Administration has approved the plans,-specifications and procedure for the construction of a Public Library Building for the City of El Segundo, California, as indicated in that certain communication of A. D. Wilder,, Acting State Director for California of-the Public Works 'Administration, addressed to John G.Austin, ,Architect, 608 Chamber of Commerce Building; Z•os Angeles, copy of which is on file with the City'Clerk of the City of El Segundo, said City Clerk be and he is hereby authorized and directed to: advertise for bids for furnishing all of the labor and materials for erecting and completibg a certain library building in and for the City of E1 Segundo, in accordance with plans and specifications therefor heretofore approved by the City Council of the City of E1 Segundo.and now on file with the City Clerk of said City, said�Notice .Inviting Bids as aforesaid to be published twice in E1 Segundo Hdrald, a'weekly newspaper of general..circulation and hereby designated for that purpose, on•the following dates to -wit.: January 25rd and 80th, 1936, and which said notice - shall.fix February 7th, 1936, as.'the time for receiving said bids-.' Noes: Councilmen None. .Absent: Councilmen None. 4 The matter of approving the Memorandum of Agreement between the.City of E1 Segundo and the Department of Public Works of the State of Californi# for expenditure of lAf gas tax on State Highways heretofore presented to this Council, was taken up at this time and it appearing that the projects and the estimated expenditures therein,listed. conform With those submitted to the Division of Highways of the State of California by the City. Engineer of the City of E1 Segundo, it was moved by Councilman Selby, seconded by Councilman Love, that the Mayor of the City of E1 Segundo, California, in the name of said,City and on its. behalf, be'and he is.hereby authorized and directed to execute in triplicate that certain Memorandum of Agreement for expenditure of 1/4¢ gas tax on State Highways with reference to Sepulveda Boulevard (State Highway Route 60)'within the City of.El Segundo, until June 30th, 1937, and that the City Clerk of said City be authorized to attest the same and to forward copies of said Agreement to the Department of Public Works of the State of California for execution by the duly authorized officers of said Department and upon return to "him of a copy of said Agreement, duly executed, to file said copy in his office for reference. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. Moved by Councilman Selby, seconded by Councilmen Love, that that certain Memorandum of Agreement for expenditure of 140 gas-tax on-Streets of Major Importance, between the City of El Segundo and the Department of Public Works of the State of California, respecting the general maintenance until June 30th, 1936 of streets of major importance within the City of E1.Segundo and fully set forth in said ,agreement, which said Agreement also contains an estimate of the amount to be expended on such streets, corresponding with the estimates submitted by the City Engineer of the City of E1 Segundo, be and the same is hereby approved and the Mayor of the City of E1 Segundo, in the name of said City and on its.behalf, be and he is hereby authorized and directed to execute said Memorandum of agreement in triplicate, and the City Clerk of said City is authorized and directed to attest the same,,and to forward copies thereof to the Department of Public Works of the State of California for execution by the duly qualified officers of said Department and that upon the return to him of a copy of said Agreement, he file the same in his-office for reference. Segundo Guild of St..Cross Episcopal Church be and it is hereby granted- permission to use the City Bali Auditorium on the evening of February 1,1th�, 19363, for the purpose of holding a benefit card party, no charge to be:,made!'. for such use.
