1936 JAN 15 CC MINEl Segundo, California. January 15p• 1936. A regular meeting of the City Council of the City of E1 Segundo, California., , was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder. Councilmen Absent: None. READING OF MINUTES OF PREVIOUS MEETING. The minutes.of the regular meeting held on the 8th day of January, 1936, were read. No' errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Selby, that the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications were read and disposed of as indicated; :• EICHARD GRAVES, Executive Secretary, League of California Municipalities, dated January 7th, 1936, responding to the City Clerk's.letter of January 3rd, 1936, explaining the activities and objectives. of the California Senate Interim Committee and the California Municipal Utilities Association with reference to the public utilities of the State of California. Ordered filed. . CITY OF SIERRA MADRE, dated January 11th, 1936, inviting the Mayor and . members of the Council to attend a meeting at Santa Anita Inn, January 21st, 1936, at 6:30 P. M. for the purpose of discussing governmental simplification and the equalization of taxes as between the incorporated and unincorporated areas of Los Angeles County. Ordered filed. ASSOCIATION OF CITY PLANNERS OF LOS ANGELES' COUNTY, dated. Jsia tv ry 14t4; 1936, with reference to the matter next above referred to. Ordered.fi.ied.­ LOS ANGELF'S COUNTY LEAGUE OF MUNICIPALITIES, dated January l0th,•1936, announcing the holding of the 60th regular monthly meeting -of said League.' at Huntington Park, January 16th, 1936, and requesting that some official of the City of El Segundo be designated to serve. as Director of the League and meet with the Boafid of Directors in said City at 5:00 P. M. on said date. By general consent Councilman Hesser was designated by the Mayor as the official to represent the City of E1 Segundo on the Board of Directors of the Los Angeles County League of Municipalities and.to attend said meeting.. CITY OF HUNTINGTON PARR, dated January 8th, 1936, extending a cordial invitation to the officials of this City to attend the meeting of•the Los_. Angeles County League of Municipalities to be held at Huntington:Park,.j, January 16th, 1936. Ordered filed. LEAGUE-OF-CALIFORNIA MUNICIPALITIES, its 'report No. 2j, entitled: "The Operation of a City Owned Machine Shop ",.which.report was referred to the City Engineer. DIVISION OF HIGHWAYS OF THE STATE OF CALIFORNIA,'dated January 9th, 1936, submitting in triplicate MEMORANDUM OF AGREEMEm providing for the expenditure of a portion of the quarter —cent gas tax allocation to State Highways within the City of E1 Segundo for the 1935 -1937 biennium, requesting that said agreements be exeduted by the proper officials of the City of E1 Segundo and returned to the Division of Highways for execution by its proper officers. Action respecting the matter was deferred until the next regular meeting '.9 7 of agreement presently submitted and those submitted in prior years. DIVISION OF HIGHWAYS OF THE DEPARTh1ENT OF PUBLIC WORKS OF THE STATE OF CALIFORNIA, dated January 9th, 1936, submitting in triplicate Memorandum of Action respecting the matter was deferred until the next regular meeting of the Council to afford an opportunity to make comparison between the forms 7 of agreement presently submitted and those submitted in prior years. DIVISION OF HIGHWAYS OF THE DEPARTh1ENT OF PUBLIC WORKS OF THE STATE OF CALIFORNIA, dated January 9th, 1936, submitting in triplicate Memorandum of Agreement rovi g p dng for the expenditure of a portion of the quarter cent gas tax allocation to streets of major importance within the City of El Segundo for the Fiscal Year 1935 -36, and requesting that these agreements be executed by proper officials of the City of El Segundo and returned to said Department of Public Works for execution by its proper officers. Action respecting this matter was deferred until the next regular meeting of the Council. L. JEAN MARVIN, dated January 10th, 19360 being an application for a permit to erect an oil derrick and necessary appurtenances, for the purpose of drilling for oil in a portion of Section 7,-T 3 S, R 14 W,.S. B. B. & M. within the City of E1 Segundo. Following consideration, it was moved by Councilman Selby, seconded by Councilman Love,.that Resolution No. 330, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUND09 CALIFORNIA, GRANTING TO L. JEAN MARVIN A PERIdIT FOR THAT CERTAIN OIL WELL IN SAID CITY DESIGNATED AND KNOWN AS "WOODS N0. 1", which was read, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. ORAL COMMUNICATIONS. None. REPORTS OF STANDING COMMITTEES'.; None. :. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The City Engineer advised having received a letter from the_lational Youth Administration-to the effect that the proposed tree.planting,proj.ect, for Sepulveda Boulevard within the City of E1 Segundo has been rejected. The City Engineer reported that he and Councilman.Gerow had attended a meeting January 14th, 1936s in the chambers of the Board of Supervisors of Los Angeles County for the purpose of attempting to fix minimum wage.scales for Public Works Projects in Los Angeles County. The City Engineer reported that he and Councilman Gerow had attended` a meeting of the California Municipal Utilities Association, January 14th; 1936; at the Biltmore Hotel, Los Angeles, called for the purpose of discussing a plan for presenting the attitude of municipal officials respecting public ownership of public utilities to-the California State Senate Interim Committee, which will convene for a hearing in the matter.January 15th, 1936; that- at-said meeting a resolution was adopted opposing the State of Californi4,acquiring or operating existing municipal utilities--or those which may be municipally •acquired, in the future. Mr. K. E. Campbell reported having accepted delivery-'of`162':6f ` the.400 trees heretofore ordered by the Council and that the 238 remaining would b'e obtained January 16th, 1936.
