A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the•City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love and Mayor Binder.
Councilmen Absent: Selby.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 19th day of February .01
1956, were read. No errors or omissions appearing, it was moved by
Councilman Love, seconded by Councilman Gerow, that the minutes be approved
as read. Carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as.indicated:
WORKS PROGRESS ADMINISTRATION, dated'February 25th, 1956, advising.,
that said Administration, as per request of the City Council of the City of
El Segundo, pronounced in its resolution adopted.February 19th, 1936,,is.__
cancelling the application of said City, known as State Serial-No. 1101-599
for Federal funds to. construct sanitary sewers and appurtenances.in
Douglas Avenue and Northrop Street in said City, and that it is.in..order
for the City Council to release any portion. of the general fund of -the. City_ •~
a:hich it had previously set .aside to carver obligations incurred, in., the, t:�efore
mentioned application. Ordered filed.

for a permit to move a galvanised steel tank out of the City of El,$egundo.
Moved by Councilman Lave, seconded by Councilman Hesser, that if and when
Doyle McMillan, applicant for permit to move.a galvanized steed. tank.out�of
the City of E1 Segundo, shall have deposited with the City Clerk of said,City,
all fees and deposits required of.applicants for house moving permits ii.thin.
said City, that said, applicant be granted a permit to move. oue.gaivanized
steel tank on dollies out of the City of E1 Segundo) and over and along the
following route to -wit: From a point on Sepulveda Boulevard, approximately_
200 feet south of El Segundo Boulevard, northerly on said.Sepulveda Boulevard
to the northerly City Limits of said City, provided, such removal -is conducted-

accordance with ordinances, of the City of E1 _Segundo respecting the
moving of buildings within said City, and prosecuted and completed to the
satisfaction of the Street Superintendent and Police Department of said City.

EL SEGUNDO GRAMMAR SCHOOL, by C. L. Broadwater, Superintendent of
said School, dated February 25th, 1936, expressing the appreciation of the
Trustees of El Segundo Grammar School District for the consideration of the
City Council of the City of El Segundo in the matter of proposed transfer.of
Government Grant from E1 Segundo Library to E1 Segundo Grammar School District.

C. H. PURCELL.. State Highway Engineer, dated February- 21- '1956'�
acknowledging receipt of the City Clerk's communication, requesting the

installation of boulevard stop signs on Sepulveda Boulevard at its intersect
intersection, which will include a traffic count, will be made and that upon
receipt of the report on the investigation, the matter will be given further
consideration.by the Department of Public Works of the State of California.

LEAGUE OF CALIFORNIA MUNICIPALITIES., its Bulletin No. 7, dated February
20th, 1936, advising of the meeting of its Board of Directors..held in San
Francisco, February 15th -16th, 1936; advising also that said Board of Directors
has gone on record as being vigorously opposed to the adoption of the proposition
commonly referred to as "Repeal of the Sales Tax ", which will appear on the
ballot at the General Election in November, 1936, and that said Board is also
opposed to the adoption of mandatory statewide civil service for public employees.

ORAL C0151MICATIONS.
Mr. Wm. F. Talker.. representing a committee from Calvary Church, addressed
the Council, requesting that the City construct certain additions and make certain
improvements on that certain building used by the E1 Segundo Girl Scouts and which
the latter sublet to the Calvary Church for the conducting of its religious
services. After considering the matter, the Council, through the Mayor,
advised Mr. Walker that the repairs requested were outside of the jurisdiction
of the Council, inasmuch as said property was sold to E1 Segundo Post No. 58,
American Legion Auxiliary, in 1928, under a Lease and Conditional Option to
Purchase Agreement, and he further advised Mr. Walker that the-American Legion
Auxiliary should be consulted respecting the additional accomodations sought by
Calvary Church.

REPORTS OF STANDING COMMITTEES.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
Captain Cummings of the Police Department, Mr. Macdonald of the Street
Department, Mr. Sumner of the Water Department and Mr. Morgan of the Sewer
Department, each reported to the Council that his Department is functioning
satisfactorily.
Mr. E. J. Grow, Municipal Mechanic, requested the Council to purchase .
certain equipment for use at the Municipal garage, and after explaining to the
Council the uses to which said equipment will be put and the desirability of
having the same, it was moved by Councilman Love, seconded by Councilman Gerow,
that the purchase of ignition testing equipment from Gibson Motor Parts, Inc.
be and the same is hereby authorised and directed, at a cost of not to exceed
$43.00, plus California State Sales Tax. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Selby.
