February 7th 1936:
_ An adjourned regular meeting of the City-Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date, in the
Council Chamber of the City Hall of said City,,' by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Selby and Mayor Binder.
Councilmen Absent: Hesser and Love.
Moved by Councilman Selby, seconded by Councilman Gerow, that the regular
order of business be-dispensed with. Carried.
The Clerk then read to the Council a communication from Standard Oil
Company of California, dated February. 7th, 1936, applying for a permit t0
cross Sepulveda Boulevard at a point 40 feet South and parallel with the South 1.1,
boundary of El Segundo Avenue with a pipe line in a 12" casing.-
Following consideration of the application,• it was moved by Councilman
Gerow, seconded by Councilman Selby, that Resolution No: 554,`entitled:

At the hour of 7 :14 o'clock P. M., the Mayor announced the arrival of
said hour and that any person or persons desiring to file bids for furnishing
all labor, material, transportation and services for the construction of a
public library building located in City Park at E1 Segundo, Califorriial as
advertised for, should do so immediately, as,the time for the reception of
such bids closes at the.hour of 7:15 o1clock'P. M. this date.
The hour of 7:15 o'clock P. M. having arrived, the Mayor announced_ ;the
fact and declared the time for the reception of bids for furnishing'al.l labor,*,
material, transportation and services for the.construction of a public library
building located in City Park at. E1 Segundo, California, is advertised for,
closed.
The Clerk thereupon announced that six bids had been received:``.
Councilman Hesser appeared at the meeting at the 'hour`cf 7 :20 o +clock
P. M. and immediately took his seat at the Council table.

At the hour of 7 :25 o'clock P. M., Mr. John B.-.Mens Qf'the DiAsion
of Investigation, Public Works Administration.. also appeared' at' the` meeting ••
and was requested by the Mayor to take a seat at the Council table.-
At the hour of 7 :30 o'clock P. M. it 'was moved 'by Councilman "IS<row,
seconded by Councilman Hesser, that the Council proceed immediately•to--
open, examine and publicly declare all of the bids received for-the furnishing
of all labor, material, transportation and services for the construction of a
public library building located in City Park at E1 Segundo, California, as
advertised for. Carried.

The Council thereupon proceeded to open, examine and publicly declare all
of the bids received for furnishing all labor, material, transportation and
services for the construction of a public library building located in City Park
at El Segundo, California, as advertised for, which said bids were found by
said Council to be as follows, to -wit
Bid of Theorodore A. Beyer Corporation, on regular form prepared and furnished

Bid of Myers Bros. on regular form prepared and furnished by the Architect,

Following the opening of said bids, it,was moved by Councilman Selby,
seconded by Councilman Hessen, that all of the bids received -this, date for
