A regular meeting of the City Council of the City of El Segundo,
California, was.called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,':
Mayor.

LEAGUE OF CALIFORNIA MUNICIPALITIES, Municipal Bulletin, dated January
29th2 19362 referring to proposed liquor legislation, civil service ordinances
and offering additional information on "in lieu" tax. On motion of Councilman
Hesser, seconded by Councilman Love, which carried unanimously, the City Clerk
was directed to request the Teague of California Municipalities to furnish the
City of E1 Segundo with suggested forms of civil service ordinances and a report
on rules and regulations to supplement the ordinances which they submit....

RICH BUDELIER, memorandum quoting $85.00 to overhaul the motor and
transmission and install new chains and sprockets, tires and tubes, necessary
wiring and other minor necessary repairs to 1933 Harley— Davidson motorcycle of
the City of E1 Segundo. Ordered filed.

RICH BUDELIER, two bid proposals, dated February 5th, 1936, quoting prices`
for furnishing the City of E1 Segundo with two motor cycles and the allowance he
will make on usedequipmient to be traded in; also
CLYMER— INDIAN SALES CO., proposal dated February 4th, 1936, quoting
price on motorcycle for the City of E1 Segundo and allowance it will make on used
motorcycle of said city.
On motion of Councilman Selby, seconded by Couacilman•Love, which carried

unanimously, the quotations were tabled to be given further consideration at the
next regular meeting of the Council.
Councilman Gerow appeared at the meeting at this point, the hour being
7:20 o'clock P. M. and immediately took his seat at the Council table.

the Council relative to inaugurating a system of registration -for bicycles ofned in
the City of El Segundo. By general consent action respecting the matter was
deferred until the latter part of the year.

NEW BUSINESS.
Moved by Councilman Hesser, seconded by Councilman Love, that the following
resolution be adopted:
WHERFASs there has been approved for the City of El Segundo,
California, a certain P. W. A. project, to—wit:-The E1 Segundo
Public Library Building project, advertisement for bids for which
is at the present time being published; and
WHEREAS, the City Council of said City deems that the monies to
be used in connection with said project should be segregated into
a special fund so that the records and accounts of said City with
reference to said project may be subject to accurate, convenient
and proper audit;
NOW THEREFORE, the --City Council of the City of El Segundo,
California, does resolve, declare and determine as follows:
Firsts That a special fund shall be and the same is hereby
ordered created-in the hooks add accounts of said City, which
said fund shall'be known and designated and is hereby named as
"PUBLIC :LIBRA)ff P. W. A. PROJECT•FUND ";
Second: That all contributions or monies received from the
Federal Government or from other sources for use in connection
with said Project shall be paid into said Find and expenditures
in connection with -said Project shall be made from said Fund
until the further order of said Council;
Third: That there shall be transferred from the General Fund
of said City to said special fund herein created at the present
time the sum of $15,400.00 and the said Council hereby orders and
directs that such transfer shall be made forthwith and tt does
hereby authorise and instruct the proper officers of said City

The foregoing resolution was adopted by the following vote

Moved by Councilman. Selby, seconded by Councilman Love, that Councilman
Hesser and Councilman Gerow of the Public Works Committee of the City Council
make a survey of the insurable properties of the City of El Segundo and report
back to this Body which properties, in their opinion, should be insured, the
amounts which should be carried, as well as the hazards which should be insured
against. Carried.
Moved by Councilman Love, seconded by Councilman Hesser, that the City
Clerk of the City of El Segundo be, and he is hereby authorized and directed to
advertise in the manner provided by law, for.bids on one Light 8 Cylinders Four
Door Sedan type automobile, equipped with safety shatter proof glass throughout,
5 wheels and tires, tire cover and lock and front_and rear bumpers.9 for'the City
of El Segundo. Carried by the following votes

No further business appearing to be transacted at this session, it was moved
by Councilman Love, seconded by Councilman Hesser, that the meeting
