1936 DEC 23 CC MINEl Segundo, California. December 23rd, 1936. A regular meeting of the City Council of the City of El Segundo, California, was called to order at 7 :00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder. Councilmen Absent: None. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 16th day of December, 19362 were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Hesser, that the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications, which were read to the Council, were disposed of in the manner indicated following the reference to each herein- after: LEAGUE OF CALIFORNIA MUNICIPALITIES, dated December, 19361, submitting statement of 1937 League dues and recounting the achievements of the League during the Year 1936. Ordered filed. NEOLUNE PRODUCTS COMPANY, dated December 21st, 1936s proposing to service and maintain two Neon signs owned by the City, of El Segundo. Ordered filed. Application for Employment of Chas. M. Sturgill. Ordered filed. ORAL COMMUNICATIONS. None. REPORTS OF STANDING COMMITTEES. Councilman Hesser reported to the Council respecting his attendance at a meeting of the Los Angeles County League of Municipalities held at Pasadena, December 17th, 1936. Councilman Selby drew attention to the fact that the Council had heretofore informally considered the employment'of James F. Kemp to prepare plans for a Christmas celebration at the local High School Auditorium, but that owing to its failure to take formal official action prior to the date of the proposed celebration, to- wit: December 22nd, 1956s it had been necessary to unofficially instruct Mr. Kemp to proceed. He therefore recommended that the Council now ratify and approve such action and moved the adoption 6f the following resolution: "RESOLVED, that the employment of James F. Kemp for the purpose of preparing plans for a Christmas celebration for the youth of the City.of El Segundo and to supervise the execution of said plans., be and the same is hereby ratified,'approved and confirmed, and that the compensation to be paid the said James F. Kemp shall be the sum of $50.000. The motion to adopt the foregoing resolution was seconded by Councilman Hesser and the motion was adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. 196 -N REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The City Clerk reported that the bills filed with him by Ira E. Escobar coverer the recent purchase of motor vehicles included Federal manufacturer's excise tax, from which the City is exempt, and he asked a ruling from the City Attorney as to whether the bills should be paid as presented or the tax deducted therefrom. The.City Attorney ruled that the taxes should first be deducted. The Clerk thereupon advised that to enable the vendor of articles sold to the City and which carry Federal manufacturer's excise tax, to receive a refund of such tax, some City official should be authorised to execute the form of Exemption Certificate required by the Collector of Internal Revenue, whereupon it was moved by Councilman Gerow, seconded by Councilman Love, that the City Clerk of the City of El Segundo be and he is hereby authorised and directed to execute, on behalf of the City of El Segundo, such certificates as may be required by law in connection with the exemption from Federal Excise Tax of any article or articles heretofore or hereafter purchased by the City of El Segundo for the exclusive use of said City and to file or deposit the same with such person, firm or corporation or agency as may lawfully be entitled to such refund, or to use the same in such manner as will 'cause proper refund to be made to the City of El Segundo in event Federal manufacturerls excise tax has heretofore or shall in future be paid inadvertently by the City of E1 Segundo. Carried. Mr. K. E. Campbell, City Horticulturist, reported to the Council that he has recently been engaged in trimming trees and preparing pipe tree stakes for use where needed. Chief of Police Hutchins reported respecting the meeting he recently attended in San Francisco, called by Attorney - General V. S. Webb, for the purpose of discussing with law enforcement officers the enforcement throughout the State of laws respecting gambling, with particular reference to book makers, tango games and marble machines. The City Engineer reported having conversed with W. P. A. authorities this date and of having learned that the City Hall reconstruction project will be started in the early part of January, 1937. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. NEW BUSINESS. Moved by Councilman Love, seconded by Councilman Gerow, that the Street Superintendent be and he is hereby authorized and directed to have the motor trucks recently.acquired by the City appropriately lettered and numbered at a total cost of not to exceed $12.00. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None.
