A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 25th day of November,
1956, were read. No errors or omissions appearing, it was moved by
Councilman Selby, seconded by Councilman Love, that the minutes be approved
as read. Carried.
WRITTEN CONIIHJNICATIONS.
The following communications, which were read to the Council, were
disposed of in the manner indicated following the reference to each
hereinafter:
CLAIRE HAFnEY, dated November 28th, 1936, being application for
employment by the City of E1 Segundo. Ordered filed.
. . SOUTHERN CALIFORNIA TELEPHONE COMPANY, dated November 27th, 1956,
being an application to make a certain excavation for the purpose of
constructing a tile duct.
The City Engineer having approved the application, it was moved by
Councilman Hesser, seconded by Councilman Love, that Southern California
Telephone Company be and it is hereby granted permission to excavate in
the alley south of West Palm Avenue, 151 feet west of Virginia Street,
for the purpose of laying 58 feet of single tile duct; such work to be
prosecuted and completed to the satisfaction of the Street Superintendent
of the City of El Segundo. Carried.
ORAL COMMUNICATIONS.
Mr. J. Friedman, addressed the Council relative to the purchase of
advertising space in the January 2nd, 1950, mid— winter number of Los Angeles
Times. Following discussion, it was determined by general consent that the
Council would not subscribe for space in said periodical.
REPORTS OF STANDING COMMITTEES.
None.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The City Clerk reported that subsequent to the direction of the City
Council, that_he_procurg bids for re— roofing the City Hall; he had discussed
.'—.the matter- with City*Ehgineer Hutchins and the representative of a roofing
company, with the result that all three recommended that the Council defer
the work until after the reconstruction of the westerly end of the City
Hall building has been completed and he asked for an expression from the
Council respecting the matter.
After discussion, by common consent, it was agreed to delay the
re— roofing of the City Hall until the further order of the Council.

The City Attorney reported having requested Southern California Edison
Company to furnish the City of El Segundo a schedule of its rates and
charges for all types of services which it now renders the City of El
Segundo and that Mrr..Elgan, Inglewood manager of said Company, has advised
him that the same is in course of preparation and will be delivered shortly.
UNFINISHED BUSINESS.
Councilman Selby withdrew his introduction of.Ordinance No. 205, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
AMENDING ORDINANCE NO. 155 OF SAID CITY, ENTITLED:
"AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
CREATING A CERTAIN RESIDENCE DISTRICT IN AND FOR SAID CITY
AND MAKING CERTAIN REGULATIONS WITH REFERENCE TO THE
KEEPING OF LIVESTOCK THEREIN. ", PASSED, APPROVED AND
ADOPTED ON THE 25TH DAY OF JANUARY, A.D., 1929s, AS
AMENDED, BY AMENDING SECTION 2 THEREOF,
as introduced and read at a regular meeting of this Council held November 12,
1956, and re— introduced the same, bearing the following title:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
AMENDING ORDINANCE NO. 155 OF SAID CITY, ENTITLED:
"AN ORDINANCE OF THE CITY OF EL SEGUNDO.. CALIFORNIA,
CREATING A CERTAIN RESIDENCE DISTRICT IN AND FOR
SAID CITY AND MAKING CERTAIN REGULATIONS WITH REFERENCE
TO THE KEEPING OF LIVESTOCK THEREIN.", PASSED,
APPROVED AND ADOPTED ON THE 25TH DAY OF JANUARY, A.D.,
19292 AS AMENDED, BY AMENDING SECTION 2 THEREOF,
which said ordinance as re— introduced, was read.
Moved by Councilman Gerow, seconded by Councilman Hesser, that the
following resolution be adopted:
"WHEREAS, on the 12th day of November, 1986, Councilman
Gerow introduced Ordinance No. 206, entitled
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
MAKING CERTAIN REGULATIONS WITH REFERENCE TO THE
KEEPING OF SWINE WITHIN SAID CITY,
AND WHEREAS, the said Ordinance so entitled, has never had
its second reading, or been adopted by this Council;
NOW THEREFORE,. BE IT RESOLVED, that the introduction of
said ordinance be and the same is hereby withdrawn and the said
number is hereby restored for future use, and is hereby ordered
to be given to-the next succeeding ordinance introduced before
this Council."
The foregoing resolution was adopted by the following vote:

By general consent the City Engineer was requested to recommend to this
Council such provisions as, in his-opiuioft, will be required to- properly
regulate the keeping of swine within the City of El Segundo.

the 2nd Class, and that the hours.of his employment and his compensation therefor,
from and after the date hereinbefore mentioned, be in accordance with the
provisions of Resolution No. 313 of the City Council of the City of El Segundo,
fixing hours of employment and the rates of compensation for municipal employees.

The Mayor announced that pursuant to a previous instruction of the
Council, he had located in the Salvage Department of the Standard Oil
Company.. 3000 feet of second hand pipe, which the City might use for tree
stakes and that he had ordered the same delivered to the municipal
warehouse of the City of El Segundo, mhereupon it was moved by Councilman
Selby, seconded by Councilman Love'* that the action-of-Mayor Binder in
authorising the purchase of 3000 feet of second hand pipe from Standard Oil
Company of California, at a cost of not to exceed $100.00, be and the same-
is hereby approved, ratified and confirmed. Carried by the following vote:-
Ayes: Councilmen Gerow,,Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
At the hour of 9:20 o'clock P. M., Mayor Binder declared a recess of
10 minutes. The Council reconvened at 9 :30 o'clock P. M., all Councilmen
being present and answering roll call. -
No further business appearing to be transacted at this meeting, it
was moved by Councilman Gerow, seconded by Councilman Love, that the
meeting adjourn. Carried.
