August 26th, 1936.
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Selby and Mayor Binder.
Councilmen Absent: Love.
READING OF MIMES OF PREVIOUS NU•;ETING.
The minutes of the regular meeting held on the 19th day of August, 1936,
were read. No errors or omissions appearing, it was moved by Councilman
Gerow, seconded by Councilman Hesser, that the minutes be approved as read.
Carried.
WRITTEN COMMUNICATIONS.
1915 IMPROVEMENT BOND ACT COIMTTEE, being a report of the Special Counsel
for said Committee, and the opinion rendered by the Supreme Court in the case
of Hammond, et al, vs. the City of Burbank,• et al, which case arose out of the
use of the Improvement Bond Act of 1915. Ordered filed.
LEAGUE OF CALIFORNIA MUNICIPALITIES. dated August 19th, 1936, requesting
the.City of E1 Segundo to cooperate in the matter of municipal.exhibits at
the Santa Monica Convention of said League. After discussion, it was moved
by Councilman Selby, seconded by Councilman Gerow, that the City Engineer be
and he is hereby directed to prepare an exhibit, in the form of a picture to
show E1 Segundo's soft ball and baseball grounds, and Girl's Soft Ball Baseball
Team, the cost of such picture not to exceed the sum of $25.00, said picture
to be hung in the -Exhibit Room at the Santa Monica Convention of the League of
California Municipalities, and the City Clerk is hereby directed to reserve
a 5 -foot square space for display of said picture at said Convention. Carried
by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
LEAGUE OF CALIFORNIA MUNICIPALITIES, being a Report on Study of Business
License Ordinances. 'Ordered filed.
ORAL COMMUNICATIONS.
Mr. L. K. Gerkey addressed the Council relative to the merits and uses
of a portable radio phonograph and public address system, for which he-is
sales agent, which system is particularly adaptable for use at out door
gatherings, and requested an opportunity to demonstrate same. By general
consent it was dtcided to allow Mr. Gerkey to demonstrate the system at the
baseball game to be played at the High School Athletic.-Field., on-Sunday,
August SOth, 1936, provided the manager of the local baseball team, which has
reserved the field for that date, has no objection to same.

REPORTS OF STANDING COMMITTEES.

REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The Chief of Police advised receipt of a letter from the National Air
Races Association, stating that on Tuesday, September 1st, 1936, the Los Angeles
Junior Chamber of Commerce expects to conduct a motorcade, with sound wagon,
through several Southern California cities, advertising the National Air Races
to be held September 4th to 7th, Incl. 1936, and requesting permission to
hold an invitational ceremony in front of the City Hall of the City of E1 Segundo,
at or about the hour of 3:17 P. M. on said date, and inviting the City Officials
of this City to be present at said ceremony. By general consent, the Chief of
Police was directed to advise the National Air Races Association that there is
no objection to the conducting of such a ceremony and as many city officials
as can do so will be present.
The City Attorney read to the Council for its consideration a Uniform
Traffic Ordinance. No action taken.
The Chief of Police advised receipt of'a letter from S. V. Dortelyou,
District Engineer, Division .of Highways, State of California, stating the
Sacramento Office had approved the installation of boulevard stop signs
at the Northwest and Southeast corners of Imperial Highway and Sepulveda
Boulevard as a trial installation, with the definite understanding, to be
agreed to between the City of Los Angeles and the City of E1 Segundo, that
should this installation cause confusion and unnecessary delay to State
Highway traffic, then the City of Los Angeles and the City of E1 Segundo
would proceed immediately to place traffic actuated signals at these points
recommended by the Department of Public Works, Division of Highways of the
State of California.
It was thereupon moved by Councilman Hesser, seconded by Councilman
Gerow, that the letter of S. V. Cortelyou, District Engineer, Department of
Public Works, Division of Highways, dated August 19th, 1936, be received and
placed on file in the office of the City Engineer of the City.of E1 Segundo
and a copy of said letter be filed with the City Clerk of said City, and
that the City Engineer of the City of E1 Segundo be and he is hereby authorized
and instructed to proceed with the installation of boulevard stop signs
according to the plan proposed in said communication, the City of E1 Segundo
to assume 1/2 the cost of such installation, which cost will be a charge
against the 1/4¢ gas tax allocation for the maintenance of Sepulveda Boulevard
within said City. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
NE1 BUSINESS.
The City Engineer advised that on Monday, August 24th, 1936, he had
found it necessary to employ an instrument man and two chainmen in connection
with'proposed construction of sewers in the East Acreage, and requested the
Councilts approval of his action. Moved by Councilman Gerow, seconded by
Councilman Selby, that the action of the City Engineer in employing 0. F.
Peasnall as instrument man at a salary of $1.10 per hour and Frederick May
and Louis Barrett as Chainmen at a salary of 65¢ per hour, be and the same is
hereby.ratified and approved... Carried by the following vote:

Noes: Councilmen None.
Absent: Councilman Love.
Moved by Councilman Gerow, seconded by Councilman Hesser, that the
following resolution be adopted:

RESOLVED, that in order to eliminate azW question as
to the present status of Officers F. M. Barnes and K. S.
Searles, said officers shall be and are hereby designated as
Police Officers of the Sth Class, and shall serve as such
officers during the pleasure of the Chief of Police of the
City of E1 Segundo and of the City Council of said City; and
BE IT FURTHER RESOLVED, that for the purpose of this
resolution a Police Officer of the Fifth Class is an officer
who shall receive the sum of $7.00 per day for each 8 —hour
day of service, payable-monthly; this arrangement shall be
effective as of the 16th day of August, 1936, and thereafter
during the pleasure of the Council; and
BE IT FURTHER RESOLVED, that said officers shall
perform such duties as the Chief of Police of the City of
E1 Segundo may from time to time order.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
Moved by Councilman Hesser, seconded by Councilman Selby, that
until the further order of this Council, applications for use of the base-
ball grounds and facilities must be made at least sixty hours in advance
of the time at which such use is proposed to be made, such applications to
be filed with the City Clerk. Carried.
By general consent, the Chief of Police was instructed to cause
Sheldon Street, from Mariposa Avenue to a point northerly of Oak Avenue, to
be closed to vehicular traffic during the time of holding of Home Town Derby
races.
No further business appearing to be transacted at this meeting, it
was moved by Councilman Selby, seconded by Councilman Gerow, that the meeting
adjourn. Carried.-
