1936 AUG 12 CC MINEl Segundo, California. August 121 1936. A regular meeting of the City Council of the City of E1 Segundo, California, was called to .order at 7 :00 o'clock P. M. on the above date, in the Council'Chamber-of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love and Mayor Binder. Councilmen Absent: Selby. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 5th day of August, 19362 were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Hesser, that the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications were read and disposed of as indicated: H. L. BYRAM, County Tax Collector, dated August 10th, 1936, submitting a shhedule of projects in the City of El Segundo under the Improvement Bond Act of 1915, showing the amount of delinquent assessments in each for the Fiscal Year 1935 -36, as of June 30th, 1936, and making demand upon the Council to provide funds for the payment of all delinquent assessments as required by law: By general consent the communication was ordered received and filed and the City Clerk directed to acknowledge receipt of same and to advise the County Tax Collector that the provisions of the Statute will be complied with. LEAGUE OF CALIFORNIA MUNICIPALITIES, its Bulletin No. 15, giving information respecting the 38th Annual Convention of the League, to be held in Santa Monica, September 9th to 12th, inclusive,.1936. Ordered filed. REPUBLIC PETROLEUM COMPANY, dated August 10th, 1936, being an application for permission to erect and maintain an oil well derrick and its appurtenances, for the purpose of operating a producing well at its E1 Segundo No. 2 location in Section 18 of the City of El Segundo. Moved by Councilman Love, seconded by Councilman Gerow, that permission is hereby granted to Republic Petroleum ComparW to replace the derrick recently removed from its Well No. 2 within the City of E1 Segundo, with another and suitable derrick, such new derrick to be subject, however, to all of the terms, conditions and provisions of the permit heretofore issued for said well. Carried. MAME B. BEATTY, Chief Clerk, Board of Supervisors of the County of Los Angeles, dated August 4th, 1936, transmitting a copy of a certain resolution adopted by said Board of Supervisors.. July 29th, 1956s urging support of the National Air Races to be held at Los Angeles*Nunici.pal Airport, September 4th ..to 7th inclusive,•1936. Ordered filed. C. L. BROADWATER, Superintendent, E1 Segundo High School, submitting for the attention of the Council a letter he had received from Everett W. Mattoon, County Counsel, with respect to the use by the City of E1 Segundo of a portion of the High School Athletic Field. Moved by Councilman Love, seconded by Councilman Hesser, that the subject mentioned in these communications be referred to the City Attorney for opinion and report and that the City Clerk furnish the City Attorney with copies of said letters. Carried. ORAL COMMUNICATIONS. Mr. Don Nutt and Mrs. Wesley Layne addressed the Council r sti t additional means be employed to a persons nB hat apprehend the person and /or persons who, in the past, has or have poisoned domestic animals on private property within the City of El Segundo and who apparently continue •to indiscriminately place poisoned food in the yards of dwelling houses where small children play. The Council was in accord as to the desirability of capturing the offender and agreed to forthwith decide upon a plan which should attain the desired results. REPORTS OF STANDING COMMITTEES. Councilman Gerow reported that Mr. Jesse S. Faster, residing at Mariposa Avenue and Indiana Street within the City of E1 Segundo, had requested that he be given the grades for constructing sidewalks and curbs adjacent to his property. Following discussion the matter was referred to the City Engineer to check with the applicant as to his plans and to set sidewalk and curb stakes in event the actual construction of these improvements is contemplated. Councilman Gerow suggested that the weeds should be cut and removed from portions of East Mariposa Avenue and by general consent the Street Superintendent ' was instructed to attend to the matter. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. �. Pursuant to previous request of the Council, the City Attorney orally conveyed to the Council his interpretation of the initiative measure to be submitted directly to the electors at the November election in connection with the drilling of tide lands. At the conclusion of the Attorney's report, the communication of the Department of National Resources, Division of Parks of the State of California, dated July 30th, 19361, which was read to the Council August 5th, 1936, and which refers to the initiative measure mentioned in the Attorney's report, was ordered filed without other action being taken. The City Attorney reported that pursuant to the request of the City Clerk, he had communicated with the State Board of Equalisation at Sacramento, making inquiry as to whether or not the funds distributed to the City of El Segundo under the provisions of the new Motor Vehicle Ad Valorem License Fee Act were subject to the limitations on expenditures imposed by Chapter 356 of the Statutes of 1935. He stated that he had received a reply from the State Board of Equalisation, i which reply he read to the Council, stating that such funds were not subject to the limitations referred to. He stated that a copy of the said communication from the State Board in this regard would be filed in the office of the City Clerk. The Street Superintendent announced receipt of a request from El Segundo`' Woman's Club for the use of Grand Avenue Park, September 24, 1936, and for assistance in the matter of stringing wires for electric lights in said Park and for the closing of Holly Avenue between Lomita Street and Maryland Street on said night.. By general consent he was instructed to comply with the request. i The City Clerk advised the Council that the insurance on the Neon signs, which he was directed August 5th, 1936,,to procure, is not available to applicants who are not under contract with Pacific Maintenance Company for Neon sign service. an'd that the co r ntract.price for such sevice.is $4.00 per sign per month. No ' action was taken other than that it was suggested that Neon sign maintenance service charges with other companies be ascertained. PAYING BILLS. Moved by Councilman Gerow, seconded by Councilman Hesser, that Resolution No. 3421, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFO&YIA, AMENDING RESOLUTION NO. 313 OF THE CITY COUNCIL OF SAID CITY, ENTITLED: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, FIXING THE HOURS OF EMPLOYMENT OF CERTAIN OFFICERS AND EMPLOYEES OF THE CITY OF EL SEGUND09 AND FIXING THE RATES OF COMPENSATION TO BE PAID SUCH OFFICERS AND EMPLOYEES, AND REPEAL RESOLUTION N0. 298 AND ALL RESOLUTIONS OR PARTS OF RESOLUTIONS IN SO FAR AS THE SAME CONFLICT WITH THE PROVISIONS OF THIS RESOLUTION NO. 813 *2 ADOPTED FEBRUARY 27TH, x935,9 AS AMENDED TO DATE, BY ADDING A NEW SECTION THERETO, TO BE KNOWN AND DESIGNATED AS SECTION 827 which was read, be adopted. Moved by Councilman dove, seconded by Councilman Hesser, that the duties of E. L. Coddington, heretofore appointed caretaker for baseball grounds at El Segundo High School Athletic Field, be extended to include Sundays and that said employee be compensated for such work as he may be required to perform in preparing the baseball frounds for use at the rate of $1.00 per Sunday for such Sundays as he is required to perform services on account of regularly scheduled baseball games. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. Moved by Councilman Love, seconded by Councilman Hesser, that the following resolution be adopted: RESOLVED; that Harold Burns,'J. B. Owens be and he is hereby appointed a Police Officer of the City of El Segundo,•to assume the duties of his office August 16th, 19561, to serve as such officer during the pleasure of the Chief of Police of the City of E1 Segundo and of the City Council of said City; until the further order of this Council said appointee shall be designated Police Officer of the Fifth Class and shall receive compensation for all services rendered the City of E1 Segundo at the rate of $7.00 per day for each 8 -hour day he shall be so employed as such police officer. Each of the Police Officers-herein named shall be assigned to such duty at such times as the discretion of the Chief of Police dictates. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Love and Mayor Binder. Noes: Councilmen None. Absent: Councilman Selby. Moved by Councilman Love, seconded by Councilman Gerow, that Clarence Dinwiddie be and he is hereby appointed to the offices of Fireman of the Second Class and Janitor of the City of E1 Segundo; to assume the duties of said offices August 16th, 1956; said appointee shall serve during the pleasure of this Council and shall be compensated for all services rendered the City of E1 Segundo as provided in Resolution No. 818 of said Council respecting the compensation of employees of the classifications herein mentioned.
