An adjourned regular meeting of the City Council--of the.City of,El..
Segundo, California, was called to order at 4 ;$0 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by Peter E.
Binder, Mayor..
ROLL CALL,
Councilmen Present: Gerold, Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: None.
Moved by Councilman Gerold, seconded by Councilman Love, that the regular
order of business be dispensed with. Carried.
The City Clerk reported that the returns of the General Municipal
Election held on- Tuesday, the 14th day of April, 1936, in the City of E1
Segundo, California, were then, and had been, in his possession in the
envelopes containing them, in the same condition as when received. Said
Clerk then presented said returns to the City Council at this time at this
meeting.
It was thereupon moved by Councilman Selby, seconded by Councilman
Love, that the City Council proceed forthwith to canvass said returns. The
said motion was carried and adopted by the following vote:

Said motion having carried, the City Council then proceeded forthwith 1
to.publicly examine and canvass the said returns, all as provided by law,
and upon the completion of said canvass by said Council, it was moved by
Councilman Hesser and seconded by Councilman Love, that the following
resolution be adopted
WHEREAS, there was held and conducted in the City of
El Segundo, County of Los Angeles, State of California, on Tuesday,
the 14th day of April, 19362 a General Municipal Election of the
qualified electors of said City, under, pursuant to and as required
by, the provisions of the laws of the State of California relating
to cities of the sixth class, for the purpose of electing the following
officers of said City, to —wit:
Three members of the City Council of said City for the
full term of four (4) years;
A City Clerk of said City for the full term of four
(4) years; and
A City Treasurer of said City for the full term of four
(4) years;
.AND WHEREAS, it appears that notice of said election was duly
and legally given;-that there were three (3)'voting.prec.incts established
.. uritnin the said City for holding said election,.consisting of .a con
solidation of the regular voting precincts for holding State and County
elections, as established by the Board of Supervisors of Los Angeles
County, California; that election officers were appointed and election
supplies furnished; and that in all respects said election was held and
conducted and the votes cast thereat received and canvassed and the
returns thereof made and declared in time, form and manner as required
by the provisions of the laws of the State of California relating to cities
of the sixth class and pursuant to all laws of said State and of said City
in such case made and provided;

AND WHEREAS, the City Council of the said City of El
Segundo, met at the Council Chamber of the said..Council in the_
City Hall of said City on Monday, the 20th day of April, 1936,
as provided by law, beginning at the hour of 4:30 o'clock P.-M.-
of the said day, to canvass the returns of said election and
declare the results thereof, whereupon the said Council found
that the number of votes cast; the names of the persons voted for;
the office to fill which each person was voted for; the results,
of said election; and the other matters required by law, to be as
hereinafter stated;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDOj•
CALIFORNIA, DOES HEREBY RESOLVE, DECLARE AND DETERMP,INE AS FOLLOWS:
That said General Municipal Election was held and conducted
in said.City of El Segundo, California, on Tuesday, the'14th day
.of April, 1930, in time, form and manner as required by law;
That there were three (3) voting precincts established within
the said City for the purpose of holding said election,,•consist4g,
of a consolidation of certain of the regular voting precincts ~
established by the Board of Supervisors of Los Angeles County,
California, for the holding of general State and County•elections,,
as follows:
Consolidated Voting Precinct "A" comprising State and
County Precincts Nos. 1 and 6, the polling place of which
was in the dwelling house located at No. 602 Whiting Street,
in said City;
Consolidated Voting Precinct "B" comprising State and
County Precincts Nos. 2 and 5, the polling place of which
wa.s in the dwelling house located at No. 426 Whiting Street,
in said City; and
Consolidated Voting Precinct "C" comprising State and
County Precincts Nos. 3 and 4, the polling place of'which
was in the Council Chamber of the City Hall of the City of
E1 Segundo, located at No. 203 Richmond Street,-in - said City.
That the whole number of votes (ballots) cast in said City
of E1 Segundo at said election was 1178 votes (ballots); and
That the whole number of absentee votes (ballots) cast
was 1 vote (ballot), making a total of 1179 votes (ballots) in
all cast at said election;
That the names of the persons voted for; the office to fill
which each person was voted for; the number of votes given at each
precinct to each of such persons; and the total number of votes given
in the City to each of such persons, are as follows't

The City Clerk then delivered a Certificate of Election to and
imposed the Constitutional Oath of Office .upon,George Love, William R. Selby
and John A. Gerow, Councilmen elect, and.e.ach subscribed to'said. oath..
At this time, George Love,Tilliam R.•Selby,,.and John A. Gerow
assumed their respective offices and took their - seats at; the"Covacil table,
and the Council as thus constituted, to -wit: Councilmen George. ,.Love, William R.
John A. Gerow, Orest 0. Hesser and Peter E. Binder, all,,of whom were present,
immediately proceeded to organize by choosing and electing..#e Mayor.
Councilman Peter E. Binder was unanimously_chosen.Mayor and he
immediately assumed the duties of his office.
The City Attorney then announced that he.had_ approved as to form
the bond of Victor D. McCarthy as City 'Clerk, in the penal sum '.Of $1000.00,
with United States Fidelity and Guaranty Company as Surety; whereupon it was
moved by Councilman Love, seconded by Councilman Gerow, that tha.bond of Victor
D. McCarthy, in the penal sum .of $1000.04, with %iced' States Fidelity .and
Guaranty Company as Surety, which has been executed by said Company as Surety
and Victor D. McCarthy as Principal and which has bden approved as to form by
City Attorney C1yde.Woodworth, be and the same is hereby approved by this Council.
Carried.
The City Clerk then read a communication from L. M Fords
Supervisor Fourth District, dated April 16th, 1936, requesting Alie- Council to
designate a representative to attend a meeting April 28th,J9360 at which will
be discussed the final report-of the Governmental Simplificati=,,Committee.
By ccrzon- consent Mayor Binder was designated as the . representative of this
Council to attend said meeting.
The City Clerk then read a communication from.IIrban R. Ziegler,
17ayor of the City of Pomona, California, inviting. attendance •of m_�ni.cipal
officials at a meeting of the "Los Angeles County League of MiJ4icipalities.at
Pomona, April 223rd, 1936. Mayor Binder indicated that lie R6u1d aAe'nd said

The City Clerk announced that he had appointed and could confirm in
writing under this date, Neva M. Elsey as his deputy under the authority
vested in him by Section 878 of Act 5233, General Lays of California,
(Deeringts). He stated that said appointment would take effect immediately.

It was thereupon moved by Councilman Hesser, seconded.by+Councilman
Gerow, that the appointment by City Clerk,,* Victor D.- McCarthy; of*Neva M'.
Elsey as Deputy City Clerk of the City of El Segundo, California, be' and the
same is hereby approved by this Council and that the salary or compensation
of the said Deputy City Clerk sh'all'be the same as that provided for the
Deputy City Clerk in Resolution No. 313 of the City Council fixing and
determining the salaries of the various emplvyees=of-said Cit'
compensation to continue until the further' oiler of 'this' Coefficil.` "'`
