N. on the above date, in the Council Chamber of the,City.Hall of said City, by Peter E. Binder, Mayor., ROLL CALL. Councilmen Present: Gerow, Hesser, Love, Selby 'and,Mayor-,- Binder. Councilmen Absent: None. READING OF MINUTES OF PREVIOUS ?=ING. The minutes of the regular meeting held on the 25th day of March, 1956s .sere read. No errors or omissions appearing, it-was moved by Councilman Love, seconded by Councilman Selby, that the minutes be-approved as read:' Carried. WRITTEN COMMUNICATIONS. The following communications were read and disposed of as indicated: FPA1diC L.. PERRY s City Attorne Ys City of Redondo Beach, dated A ril •lst .1956 advising that the City of Redondo Beach is attempting.to secure.,Federal•.aid'•, in the construction of a yacht harbor at said City; that a hearing will.-be, had. at the City of Redondo Beach on Tuesday, April 7th, 1956, before the United States District Engineer, and-requesting that -the City of El Segundo adopt a' resolution endorsing Redondo Beach Harbor, which resolution maybe used by the City of Redondo Beach in support of its objective. P. Mr. Dessery, representing the City(buncil of the City of Redondo Beach, - and Mr. Rowan, representing the Chamber of Commerce of said City, who were ?' present at this meeting, each spoke briefly regarding plans for the proposed yacht harbor and the benefits expected to be derived from it, if said City is successful, in obtaining Government aid for this purpose. After brief discussion by the Council, it was moved by Councilman Gerow.,. seconded by Councilman Love, that the following resolution be adopted: WHEREAS, a survey of Redondo Beach Harbor has.been authorized ` by the United States Government. under Biver and Harbor Acti Section 5, approved August 50th, 1955, and it appears that more yacht harbors are needed in Southern California and that such a harbor will be of general benefit to Southern California; ' NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF-.THE.CITY OF EL SEGUNDO, CALIFORNIA, AS FOLLOWS: Section 1. That the public interest and convenience require the construction of additigna], yacht harbors along the Pacific Coast as ' the present harbors are much too far apart and are inidequaate to.care for those who desire to own and operate,yachts and boats-for pleasure _ purpose in Southern California;.t4o ,there are -many wealthy people in Southern California who are desirous of owning,and operating yachts and an additional yacht harbor would give such.peopls this privilege; That the construction of additional yacht harbors in Southern Californi4L'is of general benefit as sake -will stimulate the building ; of new yachts, will give employment to a great many workmen, and will require the use of materials of various kinds not only in the con- struction of the harbor but in the outfitting of yachts and boats, all of which mean additional industry; That a yacht harbor at Redondo Beach would be convenient_ and �r accessible not only to the City of Los Angeles, but also a large portion of Los Angeles-County and Southern California;.also a harbor - at Redondo Beach would be ideal because the water is clean, and by the further fact that yachts could reach the open ocean within a.very few minutes, which means a great deal to those seeking this type of recreation:] : Y That a yacht harbor at Redondo Beach would be of general ,benefit for the further reason that a great majority of yacht and other pleasure boat owners do not live at the beach cities but in the big interior cities and in fact are scattered through- out Southern California. Such a harbor would provide not only permanent anchorage for those desiring to-use same but also a visiting puce for- those making week -end cruises and wishing 'to' - visit points of interest on the Coast of Southern California. Section 2. That for the reasons above stated the City of El Segundo, through its City Council hereby unqualifiedly endorses the construction o£ a yacht harbor at Redondo Beachp and req... is the Federal Government to give aid in• the. construction of'such-.- a harbor. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and'Mayor Binder: Noes:" Councilmen None. Absent: Councilmen None. ORAL COMMUNICATIONS. Yx. John R. Johnson made verbal application for a permit to operate an action ball machine at his place of businessp No. 120 West drand Avenue, El-Segundo, California. Moved by. Councilman- Love, seconded 'by 'Councilmi�ri Gerow, that the following resolution be adopted:"., RESOLVED, that pursuant to the provisions of Ordinance No.. 195 of the City of E1 Segundo, California, permission is hereby granted John R. Johnson, until the further order of this Council, to install, maintain and operate an action ball machine in his-place of business at No. 120 West Grand Avenue, • El Segundo; ka•ovided, however, that nothing herein contained shall be construed as in any manner authorizing, licensing or permitting any gambling, or gambling activity in connection with the use or' operation of the,said action ball machine.` Carried by the following_ voter Ayes: Councilmen Gerow, Hesser, Love, Selby and &Vq:r.Binder. Moved by Councilman Selby, seconded by Councilman Gerow,-that the following resolution be adopted: WHEREAS, the' hour - of 7.:15 O'clock P. M. 'at tnid meeting;" "' was heretofore fixed as the time for considering. bids re- ceived February 7th, 1936, for the constructloft,and e©mpletion' of El Segundo Public Library (P.W.A. 'Project Cale- b6cket•-Ito., 1287 -R) and said hour"has now arrived; and THEREAS, it appears desirable to postpone a decision with respect to the award of contract or the rejection of said bids; NOW THEREFORE, BE IT RESOLVED, that when this Council ad j ourtis, it adjourn until the hour of 4:30 o'clock P. M.., Tuesday, April ' 7th, 1956, and that all bids received by this Council Fl�bruary 7th, 1936, for the construction and completion of a public libraiq building for the City of E1 Segundo be" "taken under further adsise- ment by this Council until said hour and said date. REPORTS OF OFFICERS AND SPECIAL 'CO1VIl=EES: t c, •z: Mr. K. E. Campbell, Horticulturist, reported that the tree stakes recently - .ordered had all been painted, approximately- 150 of which have -been tarred and the balance will be finished -in.the near future; that the--condition of trees recently planted throughout the.City is satisfactory.. Discussion v;as had relative to certain trees which it has been requested be removed; also relative to certain streets which it might be desirable-to improve, and by general consent it was decided that Mayor Binder, Councilmen. Gerow and Hesser of the Public Works Committee, City Engineer Hutchins and . Mr. K. E. Campbell, Horticulturist, would make a tour of the City on Saturday.. April 4th, 1936, and inspect the condition.of trees, also make a survey of various streets which it might Be.desirable-tb- ieprove--at-t -his time. Discussion was had relative to install -ing a 2" water line from Sepulveda Boulevard easterly on Imperial Highway to the Moreland Aircraft property, following which the Water Superintendent was directed to contact the W. P. A. and ascertain if the labor necessary for such construction might be included in W. •P.. • A. Project No. 1 and report to this Council at Its next regular meeting.
