A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Selby and Mayor Binder. Councilmen Absent: Love. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 2nd day of October, 1935, were read. No errors or omissions appearing, it was moved by Councilman Gerow, seconded by Councilman Hesser, that the minutes be approved as read. Carried. WRITTEN COMMUUNICATIONS. The following communications were read and disposed of as indicated: LGUF' OF CALIFORNIA MUNICIPALITIES, Municipal Bulletin dated October 1st, 1935, advising that on and after October 1st, 1935, political subdivisions will be exempted from certain Federal excise taxes heretofore exacted. Ordered filed. LEAGUE OF CALIFORNIA MUNICIPALITIES.. submitting a suggested form of ordinance to be used for the purpose of creating a special fund, through which will be handled State gasoline tax allocations. Thereupon Councilman Gerow introduced Ordinance No. 199, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO.. CALIFORNIA, RELATING TO THE CARE AND EXPENDITURE OF MONEYS RECEIVED FROM THE STATE OF CALIFORNIA UNDER THE PROVISIONS OF ARTICLE 51, CHAPTER 1, DIVISION I OF THE STREETS AND HIGHWAYS CODE, which was read. SEPULVEDA HIGHWAY CELEBRATION COMMITTEE, dated October 2nd, 1935, relating tb the celebration to be held October 20th, 1935, at the Northwest corner of Sepulveda Highway and Sunset Boulevard, which will be attended by Honorable Frank F. Merriam, Governor of the State of California, State Highway Department personnel and other promin6nt public officials. Ordered filed. H. C. SMILEY, M. D., District Health Officer, dated October 1st, 1935, reporting upon the activities of the Los Angeles County Health Department within the City of E1 Segundo, during the month of August, 1935. Ordered filed. At this poiht, the hour being 7:35 o'clock P. M., the..Mayor declared a recess of 40 minutes. At the hour of 8:15 o'clock.P. M., the Council ti reconvened, all Councilmen being present excepting Councilman Love. ORAL COMMUNICATIONS. Mr. Henry Brown, a Past Commander of Post No. 1270 Veterans of Foreign Wars, requested permission to use the Auditorium of the City Hall for the purpose of holding a meeting to discuss the organization of a local post of the Veterans of Foreign Wars. Following discussion, it was moved by Councilman Gerow, seconded by Councilman Selby, that Henry Brown be and he is hereby granted 280 -M ov permission to use the City Hall Auditorium, without charge, October 22nd, 1935, for the purpose of public assembly in connection with his endeavors to organize a local post of Veterans of Foreign Wars. Carried. None. REPORTS OF STANDING COMMITTEES. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The City Engineer reported having investigated the fire hazard alleged to exist adjacent to Virginia Street and Acacia Avenue by reason of the proximity of a corn field to residences at said location, which said matter was referred to him for investigation at the last regular meeting of the Council. He stated that the corn field comprises an area of two acres, more or less, but that it is on private property and that he would ascertain the name of the owner and after conferring with him would make a further report to this Council at a later date. The City Attorney reported with respect to the informal hearing had before the Railroad ommission of the State of California, Monday, October 7th, 1935, at 2 o'clock P. M., in connection with the claim of the City of E1 Segundo against Southern California Edison Company for a refund of certain moneys paid to said Company in excess of what the City believes to have been the proper amount which should have been charged for electrical energy consumed by said City; that after the City's position in the matter was presented to the representatives of the Commission, the matter was taken under advisement by the Commission. It appearing that the City is the owner of Fourth Liberty Loan Bonds of the par value of $1000.00, called for redemption October 15th, 1935, by Secretary of the Treasury of the United States, it was moved by Councilman Gerow, seconded by Councilman Selby, that the City Clerk and the City Treasurer of the City of El Segundo be and they are hereby authorized and directed to present to the proper authorities at the proper time for redemption by the United States Treasury, Liberty Bonds Nos. C00454615 and D00454614, in accordance with notice of Fourth and Final Call for Redemption before Maturity to Holders_ .of, Fourth= .1iberty Loan Federal Reserve Bank of San Francisco, under date of April 15th, 1935. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Love. Moved by Councilman Hesser, seconded by Councilman Gerow, that R. T. Hutchins be and he is hereby granted permission to absent himself from the City of El Segundo, October 11th to 13th, inclusive, 1935. Carried.
