A regular meeting of the City Council of the City of E1 Segundo, California,
was called to order at-7:00 o'clock P. M. on the above date, in the Council
Chamber of the City Hall of said City by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Selby and Mayor Binder.
Councilmen Absent: Love.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 13th day of November, 1935,
were read. No errors or omissions appearing, it was moved by Councilman
Selby, seconded by Councilman Hesser, that the minutes be approved as read.
Carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as indicated:
BOARD OF PUBLIC WORKS, CITY OF LOS ANGELES, dated November 13th, 1935,
transmitting a portion of the report of the City Engineer of the City of Los
Angeles made the said Board of Public Works at its meeting held November
13, 1935. Ordered filed.
A. E. IJlAR.TIN, dated November 15th, 1935, soliciting employment as pound master
of the City of El Segundo. By general consent the Clerk was instructed to
advise the applicant that the City is now under contract for the caring of
stray animals and that he may submit another application at a future date.
SPECIAL ORDER OF BUSINESS.
The hour of 7:15 o'clock P. M. at this meeting having been fixed as the
time and place for receiving of bids for furnishing the City of E1 Segundo
with one tractor, the Mayor announced the fact and that the hour of 7:14 o'clock
P. M. had arrived and invited any peron or persons present who desired to do
so, to file bids for furnishing the said equipment.
The hour of 7:15 o'clock P. M. having arrived and all bids being in, the
%4ayor declared the time for reception of bids for furnishing the City of El
Segundo with one tractor as advertised for, closed.
The City Clerk announced that four bids had been received, whereupon it was
moved by Councilman Selby, seconded by Councilman Gerow, that all bids received
this date for furnishing the City of E1 Segundo with one tractor, as advertised
for, be immediately opened, examined and publicly declared. Carried.
The Council thereupon proceeded to open, examine and publicly declare all of
the bids received for furnishing said City of E1 Segundo with one tractor, as
advertised for,.which said bids were found by said.Council to be.as follows, -
to -wit :

features on Cletrac Tractors:
SPECIFICATIONS FOR MODEL 30 TRACTOR
Engine.- Six cylinder, 4 cycle, L head, with cylinders of
alloy -iron, cast en bloc, water cooled, force feed
lubrication. Electric starting and ignition equip-

Said bid was accompanied by certified check No. 9406 in amount.of $180.00,
payable to City of El Segundo, drawn on California Bank.
Following brief consideration of the said bids, it was moved by Councilman
Selby, seconded by Councilman Hesser, that all of the bids received this date
for furnishing the City of E1 Segundo with one tractor be taken under advise-
ment until the hour of 7:15 o'clock P. M., November 27th, 1935. Carried.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
.The Chief of Police announced that on the morning of November 17th, 19351
Departmental Emergency Relief Man, Robert C. Grow, was run down and killed by
an automobile while on duty investigating an automobile accident on Sepulveda
Boulevard adjacent to the bonjunctibn-. of said highway with Mariposa Avenue
within the City of E1 Segundo.
The Chief of Police announced the revocation of the appointment of E. R.
Malone as a Special Police Officer.
NEW BUSINESS.
Moved by Councilman Selby, seconded by Councilman Hesser, that E1 Segundo
Recreational Council be granted permission to use the City Hall Auditorium,
December 7th, 1935, for the purpose of conducting a dance, no charge to be made
for such use. Carried by the following vote:
Ayes: Councilmen Hesser, km3= Gerow, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
Moved by Councilman Selby, seconded by Councilman Hesser, that the following
resolution be adopted:
WHEREAS, there occurred in the City of El Segundo, on the
17th day of November, 1935, a disastrous accident which resulted
in the death of a police officer of said City and the demolition
of the police car owned by said City; and
WHEREAS, as a result of said occurrence, said City is left
without an automobile for the use of the Police Department of
said City and is therefore faced with an emergency affecting the
public safety of said city; and
WHEREAS 2 on the basis hereinafter indicated, it is possible
for said City to secure immediately equipment of substantially
the same kind and character as that which was demolished in the
said accident, thereby affording said City immediate protection
in that regard;
NOW THEREFORE, BE IT RESOLVED, that an emergency, in the opinion
of the City Council of said City, affecting the public safety of
said City, exists and that therefore the action hereinafter taken
and the purchase of the property hereinafter described, immediately
and without the delay incident to advertising for bids for such
equipment, is- regliiired, and that therefore the said City. does hereby.
purchase from Ira E. Escobar that certain_ equipment, described as
follows, to —wit: One New 1936 Ford-Tudor, Color Black, Non— shattering
Glass throughout, with Radio, Fender Lights and Special Police
Generator; and upon the following terms and conditions, to —r:it:

City is hereby authorized and instructed to cause the said
transaction of purchase above indicated to be consummated
immediately in order that the public of said City may be pro-
tected at the earliest possible moment.
The foregoing resolution xas adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.

Moved by Councilman Gerow, seconded by Councilman Reeser., that the
following resolution be adopted;
WHEREAS, this community has been saddened by..the untimely
death of Robert C. Grow, who, at the time of his passing, was -
engaged in the performance.of his duty as a police officer of
the City of E1 Segundo, California; and
WHEREAS, the said Robert C. Grow had been a competent and
trusted employee of said City, who had, by his courtesy and
pleasing personality, endeared himself to all with'whom he came
in contact; and
WHEREAS, in his passing, the City of E1 Segundo suffers the
loss of a capable, conscientious employee and this Council
desires to make a public record of his worth to the community
as a citizen and municipal officer;
NOW THEREFORE, BE IT RESOLVED, that the City Clerk be and
he is hereby directed to address a communication to his widow,
expressing the sincere sympathy of the members of this Council
in the loss which she has sustained, and that this resolution
be inscribed in the minutes of the proceedings of this meeting.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser_, - Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
Moved by Councilman Gerow, seconded by Councilman Hesser, that the
following resolution be adopted:
WHEP.EAS, all of the members of the Police Department of
the City of E1 Segundo were desirous of attending the funeral
of their brother officer, Robert C. Grow, Wednesday, November
20th, 19350 which desire might have been difficult of fulfillment
except for the thoughtfulness and assistance of the Police
Department of the City of Manhattan Beach, which proffered its
services and assigned officers to police the City of E1 Segundo
during said funeral; and
WHEREAS, said officers so assigned did substitute for the
officers of El Segundo Police Department and did actually police
this City on said occasion, thus enabling E1 Segundo officers
to attend said funeral;
NOW THEREFORE, BE IT RESOLVED, that the City Council of the
City of E1 Segundo does hereby express and record its appreciation
.of the- courteots and friendly action of the Police Department of
the City of Manhattan Beach, California, in assisting as aforesaid,
and hereby directs the City Clerk of the City of E1 Segundo to
address a communication to the Police Department of the City of
Manhattan Beach, thanking said Department for the said help which
it so generously volunteered and rendered on said date.
The foregoing resolution was adopted by the following vote:

The Chief of Police reported that the death of Robert C. Grow does
not necessitate the employment of a Police Officer, inasmuch as current
police department work schedules required Mr. G'row's services only two
days per week and that there are a sufficient number of men in the
Department to comply with said work schedule. He recommended that he be
authorized to use certain of these men on the shift Mr-'Grow would have
worked, following which request it was moved by Councilman Selby,
seconded by Councilman Hesser, that until the further order of this Council,
the Chief of Police of the City of E1 Segundo be and he is hereby authorized
and directed to employ Fred. Barnes and /or Alex Haddock and /or J. B. Catalano
in the regular police department of the City of E1 Segundo at such times as'
such employment becomes necessary by reason of changes in shifts or for
the purpose of enabling regular officers to have their regular days off per
month, said persons named when so employed to receive as compensation for
each eight hours so employed the sum of $6.00. Carried by the following
vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder,
Noes: Councilmen None.

No further business appearing to be transacted at this meeting..
