May 29th, 1935.
A regular meeting of the City Council of the City of E1 Segundo, California,
e;as called to order at 7:00 o'clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by the City Clerk, the Mayor being absent.
Councilman Love was unanimously chosen Mayor pro tem and he immediately assumed
the duties of the Mayor.

Councilmen Present: Hesser, Love and Selby.
Councilmen Absent: Binder and Gerow.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 22nd day of May 1935,
were read. No errors or omissions being noted, the minutes were approved as
read upon motion of Councilman Selby, seconded by Councilman Hesser, which
carried.
WRITTEN COIEMICATIONS.
The following, communications were read and disposed of as indicated:
BOARD OF PUBLIC WORKS, CITY OF LOS ANGELES, dated May 24th, 1935,
referring to the City Clerk's communication dated ilflay 23rd, 1935, respecting
the reauest of the City of Los Angeles for jurisdiction over the City of
El Segundo's portion of Imperial Highway, between Sepulveda Boulevard and
Inc-lewood— Redondo Road, for the purpose of repairing same, and advising that
said Board of Public Works had requested the Gity Council of the City of Los
Angeles to ask the board of Supervisors of Los Angeles County for the desired
jurisdiction and for the funds necessary to make the proposed repairs.

BOARD OF PUBLIC WORKS OF THE CITY OF LOS ANGELES, dated May 24th, 19352
with reference to the request of City of E1 Segundo that said City be permitted
to connect with the Los Angeles City sewer at Los Angeles Municipal Airport,
the sewer which the City of E1 Segundo proposes to construct in the easterly
part of said City of E1 Segundo, and requesting that this City authorize a
person or persons to represent the City Council and confer with the Engineer
of the City of Los Angeles for the purpose of preparing the necessary contract.
Moved by Councilman Selby, seconded by Councilman Hesser, that City
Attorney Clyde Woodworth and City Engineer R. T. Hutchins be and they are
hereby authorized and directed to confer with the City Engineer of the City
of Loe Angeles for the purpose of preparing a contract between both cities
for connecting a portion of the sewer system of the City of E1 Segundo with
that portion of the sewer system of Los Angeles now being constructed in the
municipal airport of the City of Los Angeles. Carried.
UNIVERSITY OF SOUTHERN CALIFORNIA, dated May 24th2 1935, suggesting
t >iis City purchase one of several types of memberships, which will permit
its employees to attend the 7th Annual Institute of Government and Short Course
in Administration of all types of Governmental Services, running five days,
from June 10th to 14th inclusive, 19352 and transmitting therewith the program
of the various courses. Ordered filed.
MRS. ALICE BELL, undated, calling attention to the condition of the
shoulders of the pavement in ;ucalyptus Drive, Northerly of Walnut Avenue.
By general consent the matter was referred to the Street Superintendent for
attention.

LEAGUE OF CALIFORNIA MUNICIPALITIES, dated May 24th, 1935, being its
Legislative Bulletin No. 11 respecting recent actions of the State Legis-
lature in connection with bills affecting municipalities. Ordered filed.
LOGAN R. COTTON, Auditor, dated May 29th, 1935, being his report of his
audit of the books and records of the City of E1 Segundo for the quarter
ending March 31st, 1935. Ordered filed.
OPAL COnTMUNICATIONS.
Mr. Frank R. Chambers, 100E South Brand Boulevard, Glendale, representing
L. A. C.R.A., addressed the Council relative to supplying water for certain
S. E. R. A. projects, which it proposes to set up within the City of E1
Segundo. At the conclusion of the discussion about the matter, Mr. Chambers
was advised by the Mayor that a definite answer would have to be with held
until the full Councii had given the matter consideration.
REPORTS OF OFFICERS AND SPECIAL CO1 ITTEES.
The City Engineer, reporting with respect to converting the Firemen's
amusement rooms over the fire station into a banquet hall, to be used in
connection with the City Hall Auditorium, advised that his preliminary
rough estimate is $1500.00. No further action was taken by the Council at
this time.
The City Clerk advised the Council of the termination of its contract
with E1 Segundo Unit No. 38, American Legion Auxiliary, for conducting
Mothers' Educational Center within the City of E1 Segundo; whereupon it was
moved by Councilman Selby, seconded by Councilman Hesser, that the following
resolution be adopted:
RESOLVED, that the payment heretofore made to El Segundo
Unit No. 38, American Legion Auxiliary, for the month of April,
1935, for rendering services conducting Mothers' Educational
Center be and the same is hereby ratified and approved; and
BE IT FURTHER RESOLVED, that until the further order of
this Council, said E1 Segundo Unit No. 38, American Legion
Auxiliary be and it is hereby employed, on a month to month
basis, at the price of $25.00 per month, to conduct, supervise
and control Mothers' Educational Center in the City of E1 Segundo,
for the benefit of said City and of the public thereof and of
mothers desiring information of an educational nature respecting
child welfare and the health, physical condition and care of
their children; it being provided that said American Legion
Auxiliary shall cause to be held at least once each month in
said City, a meeting of mothers and children for the purposes .
hereinbefore indicated, each such meeting to be of at least
three hours duration and to be held at such time and convenient
place in said amity as said American Legion Auxiliary may, from time
to time, designate in writing filed with the City Clerk of said
City; it being provided further, that the services to be rendered
by said - merican Legion Auxiliary, so far as the City of El Segundo
is concerned, shall consist only of inspection, consultation and
advice and shall not include any treatment of patients, subjects
or children, and no authority is granted herein on the part of
said City for any such treatment.
The foregoing resolution was adopted by the following vote:

NEW BUSINESS.

The Superintendent of the Ytater Department reporte�/in connection with
the repairs to Well No. 3 of the Municipal Water Department, it was necessary
to purchase certain materials, whereupon it was moved by Councilman Selby,
seconded by Councilman Hesser, that the Superintendent of the Water Depart-
ment be and he is hereby authorized and directed to purchase such new
tubing and shafting for use in connection with the pump in Water Well No.
3, as may be necessary, the cost thereof not to exceed $270.00, plus
California State Sales tax. Carried by the following vote:
Ayes: Councilmen Hesser, Love and Selby.
Noes: Councilmen None.
Absent: Councilmen Binder and Gerow.
Councilman Messer initiated discussion relative to the inadequacy
of street lighting adjacent to E1 Segundo High School, and the likelihood
of injury to persons or damage to property by reason thereof on occasions
when large numbers of persons are in attendance at events taking place at
said High School at night. The discussion developed the fact accidents
have been narrowly averted on several occasions, and concluded with the
general understanding that ways and means of increasing the lighting at this
location would be investigated and reported upon.
No further business appearing to be transacted at this session, it
was moved by Councilman Hesser, seconded by Councilman Love, that the
meeting adjourn until Monday, the 3rd day of June, 1935, at the hour of
4:15 o'clock P. 11. Carried.
