A regular meeting of the City Council of the City of E1 Segundo, California,
was called to order at 7:00 o'clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: None.
Rr'rr DIiVG OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 8th day of May, 1935, were
read. No errors or omissions appearing, the minutes were approved as read
upon motion of Councilman Love, seconded by Councilman Selby, which carried
unanimously.
WRITTEN COAUJIUNICATIONS.
The following communications were read and disposed of as indicated:
LOS ANGELES COUNTY LEAGUE OF MUUNICIPALITIES, dated May 8th, 1935,
notifying of the holding of the 52nd Monthly Meeting of said League, at
San Fernando, May 16th, 1935. Ordered filed.
E. C. PERSELL, Chairman, Memorial Day Committee, El Segundo Post
No. 38, American Legion, requesting permission to use Library Park,
May 30th, 1935, for a Memorial Day ceremony, and inviting the members of
the Council to participate. On motion of Councilman Hesser, seconded
by Councilman Gerow, which unanimously carried, E1 Segundo Post No. 38,
American Legion, was granted permission to use Library Park, May 30th,
1935, to conduct its Memorial Day exercises; also to use, in connection
with this event, the portable platform, twelve collapsible chairs and a
flag belonging to the City.
THE ELGIN CORPORATION, undated, inviting the Council to inspect a
new Elgin street sweeper to be delivered to the City of Huntington Beach
early in June. Ordered filed.
EL SEGUNDO CHAMBER OF COIt'L*."ERCE, dated May 14th, 1935, requesting
the Council to pay one month's salary of the instructor of the recently
organized E1 Segundo band, which, after June 9th, will be financed by
El Segundo High School as a part of its adult education program.
Following discussion, it was moved by Councilman Gerow, seconded by
Councilman Selby, that the following resolution be adopted:
RESOLVED, that it be the sense of this Council that
one month's salary of the instructor of E1 Segundo band,
not to exceed $24.00, be paid by the City of E1 Segundo,
provided demand for said sum, prepared and filed in the time,
form and manner required by ordinances of the City of E1
Segundo, respecting the filing of demands, is presented to
this Council.
Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.

CALIFORNIA REAL ESTATE MAGAZINE, dated May 10th, 1935, announcing the
issuance of its 8th Annual Progress- Roster Edition in June, 1935, and requesting
an order for copies thereof. Moved by Councilman Selby, seconded by Council-
man Love, that the purchase of two copies of the 8th Annual Progress- Roster
Edition of the California Real Estate Magazine, at a cost not to exceed
11.50, plus California State Sales Tax, be and the same is hereby authorized
and directed; that upon receipt of said magazine, one copy thereof be filed
in the office of the City Clerk and one copy with El Segundo Public Library.
Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
LEAGUE OF CALIFORNIA MUNICIPALITIES, dated May 9th, 1935, being its
Legislative Bulletin No. 9, advising that the joint Revenue and Taxation
Committee of the State Legislature voted in favor of recommending that the
State tax automobiles on the basis of weight and value, which would have the
effect of removing these items from the tax rolls of cities and counties and
the consequent loss of revenues which these political subdivisions have
received from the personal property tax on automobiles.
The undesirable features of such proposed legislation from the standpoint
of loss of revenue, as well as the tendency of the Legislature to appropriate
for its own use sources of revenue now available to cities and counties, were
discussed at some length, at the conclusion of which it was moved by Councilman
Love, seconded by Councilman Selby, that the following resolution be adopted:
RESOLVED, that the City Clerk be and he is hereby authorized
and instructed to address a communication to the Honorable
Culvert L. Olson, Senator from Los Angeles County, and the
Honorable Ralph W. Evans, Assemblyman from the 46th Assembly
District, urging, on behalf of the City of E1 Segundo, that they
use their best efforts to defeat any proposed legislation which
would have for its purpose the elimination of automobiles and
motor trucks from the tax rolls for general City and County
purposes.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
Not Voting: Councilman Gerow.

REPORTS OF STANDING COP.MITTEES.

REPORTS OF OFFICERS AND SPECIAL COZaTTEES.
The Superintendent of the Water Department announced receipt of a
communication from Hartford Steam Boiler and Inspection Insurance Company
to the effect that a recent inspection of the electrical equipment of the
City of E1 Segundo indicated the same to be in excellent condition and
that said Company had no recommendations to make.
The City Attorney reported havin,- conferred with representatives of
E. Forrest Mitchell, Liquidator of Union Indemnity Company, respecting claims
of the City of El Segundo for refund to said City of the unearned portion of
premiums paid on certain policies of said Comp:: =ny, to which refund the City
is entitled, owing to the insolvency of said Insurance Company.
Said Liquidator advised the City Attorney that all claims have been
allowed excepting one respecting Policies No. LAU- 652796 and LAU- 652797, which
claim was denied by reason of the fact that photostatic copy of the City Warrant
No. 20649, through which the premiums on said policies were originally paid by

said City, is absent from his files and that when a photostatic copy of said
warrant is filed with him, this particular claim will be given further con-
sideration.
The City Clerk thereupon advised that he would immediately have photostatic
copies of said warrant made and filed as required.
Mr. Kenneth E. Campbell reported that street trees generally seem to be
doing well but that several have been removed and one or more broken, and
expressed the desire for a small stock of trees which he could draw upon to
replace any which may be damaged.
Moved by Councilman Gerow, seconded by Councilman Hesser, that Air. K. E.
Campbell be and he is hereby authorized and directed to purchase, when needed,
such trees as may be required to replace any heretofore planted which have
been damaged, the total cost of trees to be purchased under this authorization
however, not to exceed $10.00._ Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
The Superintendent of the Water Department reported that the pump in
Water Norks Well No. 3 is not operating satisfactorily, that it appears the
bearings and bowls of said pump may need replacement. He also stated that
any failure on the part of this well would seriously affect the Cityts
water supply and that he felt the same should receive immediate attention.
Following discussion, it was moved by Councilman Love, seconders by
Councilman Gerow, that the Superintendent of the Water Department be and he
is hereby authorized and directed to remove the pump from Water Works Well
Aso. 3, or to cause the same to be removed, for examination, the total cost
of such removal and examination not to exceed the sum of $130.00. Carried
by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
Mayor Binder then stated that the Council, in view of the importance
of the proper functioning of this well, should take steps at this meeting to
authorize any necessary repairs which, after such examination, it might be
necessary to make, in order to place the well back on production at the
earliest possible moment.
It was thereupon moved by Councilman Hesser, seconded by Councilman
Selby, that the following resolution be adopted:
WHEREAS, the proper functioning of Water Well No. 3 of the
City of E1 Segundo, California, is of great importance to said
City and to the public thereof; and
WHEREAS, any failure in the production of said well would
interfere adversely with the public peace, health and safety of
said City; and
WHEREAS, an immediate examination of the pumping apparatus
now installed in said well has been ordered by this Council;
NOW THEREFORE, BE IT RESOLVED.,-that in the event, after such
examination, the said pump and pumping apparatus, or either of
them, need repairs, in order to pt°ace said well back again on
immediate production on a satisfactory and safe basis, that the
Water Superintendent be and he is hereby authorized and instructed
to make, or cause to be made, any and all repairs and replacements
necessary or advisable in connection with the placing of said pump
back on production, and to procure and furnish or cause to be
furnished, the necessary materials and supplies so to do; provided,
however, that the cost of such repairs, materials and supplies,

to the City of El Segundo, shall not exceed the sum
of $448.00, plus sales tax, unless by further sanction
of this Council.
Said Council hereby finds and determines that an
emergency exists in this, that any interference with
the production of said well would seriously and adversely
affect the water supply and water service of said City,
and that, therefore, said repairs should be made at once,
if, after such examination, same are required.
Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.

Absent: Councilmen None.
The Superintendent of the Rater Department reported to the Council
that the 10" 0. D. casing water line, which runs from the sand -box into which
the three well pumps at the municipal water plant discharge, to the reservoir
at said plant, is rusted out and needs replacement, and he recommended the
use of a steel pipe of larger capacity.
Following discussion, it was moved by Councilman Gerow, seconded by
Councilman Love, that the Superintendent of the Water Department be and he
is hereby authorized and directed to purchase all of the materials necessary
and to install or cause to be installed, a 14" welded steel water line from
the sand box to the reservoir at the City of E1 Segundo water plant site,
such materials and the cost of installing the same not to exceed the sum
of $350.00, plus California State Sales Tax. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.

NEW BUSINESS.
Councilman Gerow announced that the Utopian Society of El Segundo Will no
longer use the City Hall Auditorium for the holding of its meetings and on
behalf of said Society thanked the Council for courtesies extended to it during
its tenancy.
Moved by Councilman Selby, seconded by Councilman Love, that Mrs.
Katherine O'Brien be and she is hereby granted permission to use the City Hall
Auditorium May 17th, 1955s for the purpose of holding a dance, and that a
charge of ;5.75 be made for such use. Carried.
At this point, the hour being 8:50 o'clock P. M., the Mayor announced a
15 minute recess. At the hour of 8 :45 P. M., the Council reconvened, all
Councilmen being present and answering roll call.
Moved by Councilman Love, seconded by Councilman Hesser, that the purchase
of four tires and tubes for use on the police car of the City of E1 Segundo
be and the same is hereby authorized and directed at a cost of not to exceed
IM2.75, plus California State Sales Tax. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
No further business appearing to be transacted at this meeting, it was
moved by Mayor Binder, seconded by Councilman Selby, that the meeting adjourn.
