A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser and Mayor Binder.
Councilmen Absent: Love and Selby.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 6th day of March, 1955s
were read. No errors or omissions appearing, it was moved by Councilman Gerow,
seconded by Councilman Hesser that the minutes be approved as read. Carried.

The following communications were read and disposed of as indicated:
J. L. POMEROY, M. D., Los Angeles County Health Officer, dated February
25th, 1935, urging the Council's support of Assembly Bill No. 542, pending
before the State Legislature, which if enacted into law will enable County
Health Departments to enforce State health laws within municipalities without
charge to such municipalities, and will also permit County Health Departments
to enforce local ordinances upon the repayment to the County of the cost thereof.
Moved by Councilman Gerow, seconded by Councilman Selby, that the City
Clerk be and he is hereby authorized and directed to address a communication
to Senator Olson and to Assemblyman Evans, requesting their assistance in the
passage by the State Legislature of Assembly Bill No. 542. Carried by the
following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
THE MIDTOWN ASSOCIATION, dated March 11th, 1935, asking the Council to
write or wire the State Senator and Assemblyman from this District, requesting
them to vote for the adoption of certain bills designed to permit the use of
portions of gasoline tax funds allocated to cities for the lighting of highways.
No action taken, and the communication was ordered filed.
LEAGUE OF CALIFORNIA MUNICIPALITIES, dated March 6th, 1955s advising of
the preparation by Clyde Woodworth, City Attorney of the City of E1 Segundo,
of an amici curiae brief in the matter of the "1933 Refunding Bond Act ",
which said brief recently was filed with the Supreme Court of the State of
California; expressing appreciation of the Council's authorizing the use of the
name of the City of E1 Segundo, with ten other cities participating in the filing
of said brief, and stating that the Council will be advised as soon as any action
is taken by the Suprdme Court. 'Ordered filed.
CALIFORNIA MUNICIPAL UTILITIES ASSOCIATION, dated March 9th, 1935,
requesting the Council to urge upon the State Legislature the adoption of
certain bills now before its recommended for passage by the President of the
United tates, for the purpose of creating municipal improvement authorities, who
would ve power to tax but would have'power to issue bonds payable from the
income from revenue producting itiprovements. Action in this connection was
deferred pending examination of the bills referred to.
AUTOMOBILE CLUB OF SOUTHERN CALIFORNIA, dated March 7th, 1935, requesting
eliminating a grade sag in Rosecrans Avenue between Sepulveda Boulevard and
Inglewood — Redondo Road, at which point water stands for several days following
heavy rains. It appearing that the City Engineer has had some discussions
concerning the matter with the City Engineer of Manhattan Beach, the
communication was referred to said City Engineer for reply.
LEAGUE OF CALIFORNIA MUNICIPALITIES, dated March 8th, 1935, being
Legislative Bulletin No. 4, referring to the reconvening of the State Legislature
and to the status of certain bills in which the municipalities of California
are interested. Ordered filed.
LOS ANGELES COUNTY HARBOR AND PIER ASSOCIATION, Redondo Beach, dated
March 5th, 1935, requesting the adoption of a resolution supporting the
action of the Board of Supervisors in making application to Public Works
Administration for funds to construct a yacht harbor and County pier at
Redondo Beach. Moved by Councilman Gero►r, seconded by Councilman Selby, that
the following resolution be adopted:
"BE IT RESOLVED by the City Council of the City of El Segundo,
California, as follows:
WHEREAS, the County of Los Angeles has made application to the
Public Works Administration for the following funds for public
improvements, to —wit:
First, the sum of $1,8000,000.00 for the construction
of a Los Angeles County Yacht Harbor at Redondo Beach, and
Second, the sum of $170,000.00 for the construction of
a Los Angeles County Pier at Redondo Beach; and
WHEREAS, both of said improvements are needed for the purpose
of furnishing recreational facilities for the people of this
great county and such facilities are necessary for the health
and well —being of the citizens of this county; and in the opinion
of this Body the public requires and demands such recreational
facilities;
NOW THEREFORE, the City Council of the City of E1 Segundo,
California, does hereby ratify and approve the action of the Board
of Supervisors of Los Angeles County in applying for funds for
the construction of said two improvements at Redondo Beach and
it requests the said Board of Supervisors to push said program
vigorously and do everything in its power to obtain and complete
said improvements at the earliest possible date; and
BE IT FURTHER RESOLVED that the State Planning Commission
be and it is hereby requested to recommend each of said proposed
improvements and do everything in its power to secure and
complete the said improvements and each of said improvements,
with money allotted to the State of California from the Public
Works Administration Fonds.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen Love.
IGNATIUS K. TTERWINSKI, U. S. Commissioner of Deeds for Indiana, dated
March 2nd, 1935,-requesting the adoption,of a resolution memoralizing the
Congress of the United States to pass - General Pulaski's Memorial Day Resolution
now pending In the United States Congress, and the President of the United
States to approve the same if passed. The communication was ordered filed
without action having been taken.
LOS AIIGELES COUNTY LEAGUE OF MUNICIPALITIES, dated March 9th, 1955"
advising of the 50th Monthly Meeting of said League, to be held at Santa
Monica, March 21st, 1935. The City Clerk was directed to make three reservations
for said meeting.

UNIVERSITY OF SOUTHERN CALIFORNIA, dated February 8th, 1935, an invitation
to participate in and for the Council to designate representatives from the City
of El Segundo to serve as members of the civic affairs council of the School of
Government of said University. The communication was ordered filed without
action having been taken.
ASSOCIATION OF CITY PLANNERS OF LOS ANGELES COUNTY, advising of its meeting
to be held Saturday, March 16th, 1935, at Alhambra. The communication was
ordered filed.
ORAL CONAUNICATIONS.
Mrs. Sue Robinson requested the Council's permission to use Grand Avenue
Park for the purpose of conducting a play, the net proceeds of which would be
given to a local organization for welfare purposes. Following discussion,
permission to use the Grand Avenue Park was granted for the purpose indicated,
and at the suggestion of Councilman Gerow it was, by common consent, directed
that E1 Segundo Cooperative Workers Unit be contacted for the purpose of
enlisting their support and the furnishing of such assistance as Mrs. Robinson
may require, in which event it was understood that the proceeds from the play
would be turned over to said El Segundo Cooperative Workers Unit. Councilman
Gerow volunteered to accompany Mrs. Robinson when the Cooperatives are broached
on the subject.

NEP BUSINESS.
Moved by Councilman Hesser, seconded by Councilman Selby, that the following
resolution be adopted:
RESOLVED, that Councilman Gerow be and he is hereby authorized
to attend one or more sessions of the State Legislature at Sacramento
and to confer with members of the State Legislature for the purpose
of urging their favorable vote upon Assembly Bill No. 542, which
provides for the enforcement by County Health Officers of State Health
Laws within cities in all cases where cities desired such functions
performed, this service to be without additional cost to the City;
also the League of California Municipalities sponsored
gasoline tax measure, which will allocate to cities a
larger percentage of gasoline tax revenues than is payable
under existing legislation; and
BE IT FURTHER RESOLVED, that said Councilman Gerow be'
authorized to file his demand with the City of E1 Segundo
for his reasonably necessary expenses in connection therewith.
Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
No further business appearing to be transacted at this session, it was
moved by Councilman Selby, seconded by Councilman Hesser, that the meeting
adjourn, until Monday, the 18th day of March, 1935, at the hour of 4 :15
o'clock P. M. Carried.
