March 6th, 1935.
A regular meeting of the City Council of the City of E1 Segundo, California,
was called to order at 7:00 o'clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love and Mayor Binder.
Councilmen Absent: Selby.
READING OF MINUTFS OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 27th day of February,
1935, were read, and the City Clerk drew attention to the fact that in the
preparation of his.minutes of said meeting, he had inadvertently recorded
Councilman Binder and Councilman Hesser as the maker and seconder respectively
of a motion which actually was made and seconded by Councilmen Selby and Gerow
respectively; and that he likewise recorded Councileen Selby and Gerow as the
maker and seconder of a motion which was actually made and seconded by Councilmen
Binder and Hesser, and that said minutes should be ordered corrected in these
particulars.
It was thereupon moved by Councilman Gerow, seconded by Councilman
Love, that that portion of the minutes of the regular meeting of the City Council
of the City of E1 Segundo held February 27th, 1935, of record on Page M-155,
minutes of the proceedings of said Council, be corrected to show Councilmen
Selby and Gerow as the maker and seconder respectively of that certain
motion wherein the City of El Segundo determined to cease paying for electrical
energy and gas furnished to that certain municipal dwelling house located No.
616 West Imperial Highway, E1 Segundo, California, instead of Councilman Binder
and Councilman Hesser, as said minutes were originally written; and that
Councilmen Binder and Hesser be shown as the maker and seconder of that certain
motion wherein the City of E1 Segundo determined to cease paying for electrical
energy for that certain municipal dwelling house located No. 803 East Grand
Avenue instead of Councilman Selby and Councilman Gerow, as originally written,
and that said minutes of said meeting of February 27th, 1935, be approved as
corrected. Carried.
The minutes of the adjourned regular meeting held on March 4th, 1935,
were read. No errors or omissions appearing, it was moved by Councilman Love,
seconded by Councilman Hesser, that the minutes be approved as read. Carried.
Councilman Selby appeared at the meeting at this time, the hour being
7:10 o'clock P. M. and he immediately took his seat at the Council table.
WRITTEN COLMUNICATIONS.
The following communications were read and disposed of as indicated:
EL SEGUNDO UNIT NO. 38, AMERICAN LEGION AUXILIARY, by Mildred S. Clark,
Secretary, dated March 6th, 1935, expressing appreciation for the promptness
.and kindness of the Council in repairing that certain municipal building
•. under contract of sale to said American Legion Auxiliary.. Ordered.filed.•
H. C. SMILEY, District Health Officer, dated March 1st, 1935, being a
report of the activities of the Los Angeles County Health Department within the
City of E1 Segundo, as Health Officer of said City, during the month of January,
1935. Ordered filed.
SOUTHERN CALIFORNIA BUSINESS WITS ASSOCIATION, dated March 1st, 19359
advising that it is sponsoring an alchoholic beverage act, designed to return to
the cities and counties of the State of California 50% of the gross receipts from
legislation, and asking the Council to contact certain of the State Legislators
if it is in accord with the views of said Association.
Moved by Councilman Selby, seconded by Councilman Hesser, that the City
Clerk be and he is hereby authorized and directed to address a communication to
- Senator Culbert L. Olson and Assemblyman Ralph 1. Evans, urging them to recommend
the adoption of legislation which will return to the cities and counties, and
counties of the State of California 50% of the gross receipts from State liquor
licenses. Carried.
LEAGUE OF CALIFORNIA TATNICIPALITIES, its Bulletin No. 2, dated February
26th2 1955, making reference to pending Federal relief legislation and to the
present status of S.E.R.A. Ordered filed.
SECOND WESTERN SHADE TREE CONFERENCE, dated February 25th, 1955, furnishing
a program of the events to take place at the conference which will be held at
Pasadena Civic Auditorium, March 7th and 8th, 1955. Ordered filed.

REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The City Attorney reported that he had been requested by the City of
Southgate to write a brief in the matter of that certain case now pending in
the Supreme Court of the State of California, L.A. No. 14,798, entitled:
"County of Los Angeles, a Body Corporate and Politic, Petitioner, vs. John E.
Rockhold (Alfred W. Jones, Substitubd), County Surveyor of the County of
Los Angeles, Respondent. That he had done so and included therein the City
of E1 Segundo and that said brief has been filed with said Supreme Court.
That the action has to do with determining the constitutionality of the
"Refunding Special Assessment Bond Act of 1933 ", and that he will advise the
Council of the findings of said Court. Said City Attorney filed with the
City Clerk a copy of said Brief.
The City Attorney reported also receipt of an order from the Railroad
Commission of the State of California in re Application No. 19,251, respecting
a correction in the crossing number assigned to the crossing described in the
application numbered as hereinbefore recited, and he filed with the City
Clerk a copy of said order.

The following demands, having had the approval of the Committee on
Finance and Records, were read:

Moved by Councilman Hesser, seconded by Councilman Love, that the
demand's be allowed and warrants drawn on and paid out of the General Fund covering
the same. Carried by'the following vote:

Noes: CBuncilmen None.
Absent: Councilmen None.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Gerow, seconded by Councilman Hesser, that the meeting
adjourn. Carried.
