1935 JUL 10 CC MINN- 225 E1 Segundo, California. July 10th2 1935. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love, Selby and �:Iayor Binder. Councilmen Absent: None. READING OF MINUTES OF PREVIOUS ME.- ;?ING. The minutes of the regular meeting held on the 3rd day of July, 1935, were read. No errors or omissions appearing, it was moved by Councilman Selby, seconded by Councilman Love, that the minutes be approved as read. Carried. WRITTEN C004UNICATIONS. The following communications were read and disposed of as indicated: H. C. SMILEY, M. D., District Health Officer, dated July 8th, 1935, reporting upon the activities of the Los Angeles County Health Department within the City of E1 Segundo during the month of May, 1935. Ordered filed. CALIFORNIA WESTERN OIL CO., LTD., dated July 10th, 1935, amending its applications heretofore filed with this Council and dated July 2nd, 1935, by eliminating the application for permission to drill for oil on some portion of Lots 1 and 2 of the J. H. Fisher Subdivision, of Section 12, T3S, R 151V S.B.B. & M., and requesting only a permit to drill on some portion of Lots 2, 3, 4 and 5 of the said J. H. Fisher Subdivision. Councilman 6elby thereupon moved the adoption of Resolution No. 318, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRJITING TO CALIFOFJiIA V.ESTERN OIL CO., LTD. 'A., at which time Mr. E. H. Foley, Jr., Chief Counsel for the Public Works Administration, will explain "The P4ea Public ►forks Program ". :loved by Councilman Selby, seconded by Councilman Love, that the City Engineer and the City Clerk be and they are hereby instructed to attend the joint meeting of the Los Angeles County League of ;Municipalities and the League of California I.Iunicipalities, to be held at the Jonathan Club, Los Ano,eles, Tuesday, July 16th, 1935, at the hour of 7:00 P. M., and the members of the Council are hereby authorized and requested to also attend said meetinT if possible, for the purpose of acquiring all information possible in connection with the new public works program, which will be explained by i:Ir. C., such officials of the City of El Segundo as attend said meeting being hereby authorized to file their demand with the City for their actual and necessary expense in connection therewith. EOUTdERN CALIFORNIA EDISON COMPANY, LTD., dated July 5th, 1935, proposing that the City enter into a two year contract respecting the use of electrical energy for ornamental street lighting purposes. The proposed contract provides that in event the total bills for ornamental street lightin-- in either of the contract years shall exceed the amount paid for ornamental street lighting during the year 1934 -35, that then and in that event a discount of 501% will be given on the excess amount. By general consent the City Clerk was instructed to ask Southern California Edison Company to submit a copy of its contract to the City Attorney for examination and his report thereon at the next meeting of the Council, when the matter will be given further consideration. Luther T. :Iayo, each adiressed the Council relative to restricting oil wells within the City of El Segundo to one for each five acres; also respecting the matter of leasing certain municipal property for oil drilling purposes. The matters were discussed at considerable length and by common consent taken under further consideration for the period of one week. REPORTS OF OFFICERS ,.ND SPECIhL CXJDIITTEES. The City Clerk reported that ,Irs. J. C. Bixler had requested that the roadway of r:'aple Avenue east of Center Street be improved. The Street Superin- tendent thereupon reported that his department had worked on the said street the 9th inst., and he felt that now it is in satisfactory condition. The City Engineer reported havinc- conferred with a representative of the En ^ineerino- Department of the I-ity of Los Angeles respectinj. the application of the City of El Segundo to connect a portion of its sewer system with that of the City of Los engeles in Los Angeles Munieip--1 Airport and had learned that as yet the said Los AnE;eles City hn.ineerinr Department has not had time to assemble Une information required before the Board of Public 7,orks of said City can definitely fix the terms under which the City of El Segundo may make the desired connection. he City Engineer reported having conferred with 'Ir. Heck of S.F.R.A. -it Culver City respecting this City's proposed alley repair project, and having learned that the matter is still under consideration, but that definite approval -rill be withheld until another investiZation is wade by S.E.E.A. M- 227 UNFINISHED BUSINESS. In the matter of the application of the Electric Shop and others for permission to use a paved street adjoining the main intersection of the City for the weekly showing of a free oublic motion picture show, the ItQayor reported having interviewed four of the petitioners, who felt the matter could be satisfactorily handled in another way; therefore, follovrinE. discussion, it was moved by Councilman Gerov, seconded by Councilman Love, that the Street Superintendent be authorized and instructed to remove the debris from the vacant property easterly of the City Hall and until the further order of this Council to cause said property to be sprinkled each Monday.
