1935 FEB 27 CC MINA --153 El Segundo, Ca' -ifornia. February 27th, 1955. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder. Councilmen Absent: None. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 20th day of February, 1955, were read. No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Selby, that the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications were read and disposed of as indicated: PASADENA CHAMBER OF COMMERCE, dated February 19th, 1955, announcing the holding of the second Western Trade Tree Conference, in the Civic Auditorium, of said City, March 7th and 8th, 1955. By general consent K. E. Campbell, in charge of tree planting of the City of E1 Segundo was authorized and directed to attend said conference on said dates and to file his demand for his actual and necessary expenses in connection therewith. LLOYD ALDRICH, Co- ordinator for Federal and State Emergency Administrations, dated February 26th, 1955, and addressed to R. T. Hutchins, City Engineer, requesting that the City Council adopt a resolution approving the President's plan of relief, by the construction of worth -while projects and urging that conies of such resolution be sent to the California representatives in the United States Senate, and members of Congress in this District. The matter was discussed but the letter was ordered filed without action having been taken by the Council. None. REPORTS OF STANDING CO &MITTEES. REPORTS OF OFFICERS AND SPECIAL COW.UTTE,'FS. The City Clerk, reporting with respect to the taking of an informal plebiscite with reference to the running at large of dogs within the City of E1 Segundo, stated that the cost thereof would approximate $55.00. Thereafter, following discussion, it was moved by Councilman Binder, seconded by Councilman Gerow, that Resolution No. 512, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SF)UNDO, CALIFORNIA, AUTHORIZING AND DIRECTING THE TAKING OF AN INFORIUL PLEBISCITE OF THE ELECTORS OF SAID CITY, WITH REFERENCE TO THE RUNNING AT LARGE OF DOGS, which was read, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. The City Clerk, reporting with reference to the construction of vehicle control signs for use in pedestrian lanes adjacent to E1 Segundo Grammar School, stated that he had interviewed Mr. C. L. Broadwater and Mr. Virgil G. Wilkinson of E1 Segundo High School, and that these gentlemen had consented to the making 154- x of such signs by the Manual Arts Departments of said High School, provided the City would furnish the materials and a sketch of the proposed sign; whereupon it was moved by Councilman Gerow, seconded by Councilman Hesser, that the following resolution be adopted: RESOLVED, that the City Engineer of the City of E1 Segundo, California, be and he is authorized and instructed to prepare a sketch of the vehicle traffic control sign used in the pedestrian lane adjacent to the public schools in Inglewood and to submit the same to Mr. Virgil G. Wilkinson, of the Manual Arts Department of E1 Segundo High School, together with the dimensions of said signs and such additional descriptions or data as may be necessary to enable said Manual Arts Department of said E1 Segundo High School to manufacture five of said signs for the City of E1 Segundo; and BE IT FURTHER RESOLVED, that said City Engineer be and he is authorized and directed to purchase all of the materials necessary for the satisfactory construction of said signs and to cause the same to be delivered to E1 Segundo High School, all at a cost of not to exceed $40.00. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. The Street Superintendent, reporting with respect to minor repairs authorized to be made to the building located upon Lots Nos. 21 and 22, Block 57, E1 Segundo, asked whether or not such window glass as it is necessary to install should be clear glass or Florentine glass to match that used in other windows in said building. Moved by Councilman Binder, seconded by Councilman Selby, that the Street Superintendent of the City of E1 Segundo, be and he is hereby authorized and directed to use Florentine glass in the replacement of such windows or sections of windows which are required to be replaced in that certain municipal building located upon Lots 21 and 22, Block 57, within the City of E1 Segundo, and that he also be authorized and directed to install wire guards for the future protection of said windows against damage by missles from the exterior of said building. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. None. UNFINISHED BUSINESS. PAYING BILLS. Supply Co. 6.53 2.3 Moved by Councilman Love, seconded by Councilman Selby, that the demands be allowed and warrants-drawn on and paid out of the General Fund covering the same. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. M -155 NET BUSINESS. Moved by Councilman Love, seconded by Councilman Hesser, that the City Council proceed to consider the adjustment of wage schedule of all municipal employees. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. After lengthy consideration and discussion, it was moved by Councilman Binder, seconded by Councilman Hesser, that beginning March 1st, 1935, and until the further order of this Council, the City of El Segundo shall discontinue to furnish gas and electrical energy to that certain municipal dwelling house located at No. 616 West Imperial Highway, E1 Segundo, California, occupied by the Sewer Tender of said City and that the municipal employee residing in said dwelling house shall, if he desires such public utility service, personally arrange for and pay for such service. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. Moved by Councilman Selby, seconded by Councilman Gerow, that from and after March 1st, 1 0-55, and until the further order of this Council, the City of El Segundo shall cease to pay for electrical energy furnished and used at that certain municipal dwelling house located No. 803 East Grand Avenue, and occupied by the Superintendent of the Water Department of said City, and that from and after said date should the said Superintendent of said Water Department desire to use gas and electrical service at said premises, he shall personally arrange for and pay for such service. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. Moved by Councilman Selby, seconded by Councilman Gerow, that Resolution No. 513 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, FIXING THE HOURS OF EMPLOYMENT OF CERTPI1: OFFICERS AND EMPLOYEES OF THE CITY OF EL SEGUNDO, AND FIXING THE RATES OF COMPENSATION TO BE PAID SUCH OFFICERS AND EMPLOYEES, AND REPEALING RESOLUTION NO. 298 AND ALL RESOLUTIONS OR PARTS OF RESOLUTIONS IN SO FAR AS THE SAME CONFLICT KITH THE PROVISIONS OF THIS RESOLUTION NO. 3132 which was read, be adopted. Carried by the following vote: Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen None. No further business appearing to be transacted at this session, it was moved by Councilman Gerow, seconded by Councilman Love, that the meeting adjourn until Monday, the 4th day of March, 1935, at the hour of 4:15 o'clock P.
