December 26th, 1935.
A regular meeting of the City Council of the City of El Segundo, California,
was called to order at.7r00 o'clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Love, Selby and Mayor Binder.
Councilmen Absent: Hesser.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 18th day of December, 1935,
were read. No errors or omissions appearing, it was moved by Councilman Selby,
seconded by Councilman Love, that the minutes-be approved as read. Carried.
Councilman Hesser appeared at the meeting at this point, the hour being
7:05 o'clock P. M. and immediately took his seat at the Council table.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as indicated:
LOS ANGELES COUNTY DISTRICT COUNCIL OF CARPENTERS, dated December 20th,
1935, with which was enclosed schedule of prevailing rates of wages as set
up by the Board of Education of the City of Los Angeles. Ordered filed.
CALIFORNIA MUNICIPAL UTILITIES ASSOCIATION, dated December 18th, 1935,,
advising of the.appointment by the California Senate of an Interim Committee
to investigate the feasibility of the State of California taking over all
or part of the water, gas and electric utilities, both public and private;
requesting that this Council furnish certain data and complete forms, which
said Association stated had been mailed to this Council; and advising also
of a meeting of the Southern California Regional Municipal Utility to be held
in Los Angeles on January 14th, 1936, which meeting is to be a closed meeting
restricted to public officers and employees; also a meeting of the Senate
Interim Utility Investigating Committee to be held at the State.Building,
Los Angeles on January 15th, 1936.
By general consent the City Clerk was instructed to advise said California
Municipal Utilities Association that this Council is-not ' disposed to take any
action in the matter until after the above meetings have been held and that
this City will endeavor to have representation at said meetings.
S. V. CORTELYOU, District Engineer, Division of Highways, State of California,
dated December 21st, 1935, advising that as soon as the striping crew returns
from Ventura County, the Department of Public Works will cause the traffic
stripes on Sepulveda Boulevard within the City of E1 Segundo to be repainted.

LEAGUE OF CALIFORNIA MUNICIPALITIES, Municipal Bulletin, dated December
83rd, 1935, advising that at a meeting held, on December 8th, the Executive
'Committee of'the Board of Directors ofthe League had declared as a definite
policy the requirement that all inquiries of a legal nature submitted to the
League by member cities be done through the City Attorney. Ordered filed.

The City Engineer read to the Council letters he had received from the
office of Austin and Ashley, Architects, requesting that this Council take
immediate steps to file necessary forms with the P. W. A. office in connection
with the building of the proposed new 1bublic library. Inasmuch as no
official notification had been received up to this time by any city official
of the granting of aid by the P. We- A. for the library building, no action
was taken.
the hour being 7:28 P. M.
At this point/the Mayor declared a recess of ten minutes. At the hour of
7:38 o'clock P. M. the Council reconvened, all members being present.
An envelope addressed to the City Attorney and which had been received
at the City Clerks office on the afternoon of this date, was handed to the
City Attorney by the City Clerk. Said envelope was found to contain a letter
.dated December 17th, 1955s signed by Horatio B. Hackett, Assistant Administrator,
United States of America Federal Administrator of Public Forks, offering aid
in an amount of not more than $12,600.00 to the City of El Segundo for use in
the construction of a new public library building. Form of resolution to be
adopted by the City Council and other information also were enclosed with said
letter and the City Attorney stated he would immediately proceed with the
preparation of all legal papers necessary in the matter for presentation to this
Council.
The City Attorney read to the Council a letter he had received under date
of December 24th, 1935, from Dixwell L. Pierce, Secretary, State Board of ,
Equalization, which letter stated, that Plan II as set forth in the- "Recapitulation
of Revenues and Expenditures to determine amount of permissible 1935 -36
expenditures7, as prepared by the City Clerk of the City of E1 Segundo and
submitted to said State Board of Equalization by the City Attorny, would be
applicable, and that on * basis of the figures set forth in the recapitulation
the total permissible expenditures of the City of El Segundo for the current
fiscal year would be $149,386.77. The City Attorney thereupon filed said letter
with the City Clerk,
The City Attorney advised of receipt of a check from Southern California
Edison Company Ltd. in amount of $5716.180 covering excess charges for electrical
energy furnished the City of E1 Segundo during the period of October 1, 1933
to April 30, 1935, and handed said Check to the City Clerk.
The City Attorney thereupon filed his demand in the sum of $150.00 to
cover charge for extra legal services rendered in connection with the collection
of said sum, whereupon it was moved by Councilman Gerow, seconded by Councilman
Selby, that the demand of Clyde Woodworth in amount of $150.00 be allowed and
that warrant in said sum be drawn and paid out of the General Fund of the City of
E1 Segundo. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
UNFINISHED BUSINESS.
Mr. Leo A. Stromee of the Right of Way'Division of the'Deparbment of Water
'and Power of the City of, Los AnC eles,. advised the. Council that the Engineers of
said�Department had not as yet been able to complete a survey of the alternate
route proposed by the City Engineer of the City of E1 Segundo for the construction
of a power line, but that he anticipated being able to present maps and other data
at the next regular meeting of the Council. He requested information as to the
issuance of a permit, which this Council at its regular meeting held December 18th,
1935, indicated it would be willing to grant for the construction, operation and
maintenance of a power line along the South side of Imperial Highway from Inglewood —
Redondo Road westerly a distance of approximately 1300 feet, after terms and
conditions governing such a permit, had been determined.

He was advised by the City Attorney that it would be necessary for the
Department of Water and Power of the City of Los Angeles to file formal
application for permit for the construction, maintenance and operation of
the approximate 1300 feet of power line before said permit would be issued.
Mr. Stomee indicated said application would be.ready for filing at the next
regular meeting of this Council.
NEW BUSINESS.
Moved by Councilman Gerow, seconded by Councilman Hesser, that the City
Engineer be and he is hereby instructed to prepare plans and specifications
for the improvement of a portion of Center Street, Walnut Avenue, Maple Avenue
Palm Avenue and California Street in the East Acreage for presentation to the
W. P. A. of a project application for Federal aid in connection with the
proposed improvements. Carried.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Selby, seconded by Councilman Love, that the meeting
adjourn. Carried.
