December 4th, 1935.
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS N=INGS.
The minutes of the regular meeting held on the 27th day of November,
1935, were read. No errors or omissions appearing, it was moved by
Councilman Love, seconded by Councilman Selby, that the.minutes be approved
as read. Carried.
The minutes of the special meeting held on the 3rd day of December,
1935, were read without error or omission being noted, and were approved
as read upon motion of Councilman Selby, seconded by Councilman Love,
which carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as indicated:
LEONA RUTH GROW, expressing appreciation for the Council's sympathy
during her recent bereavement. Ordered filed.
CHAS. B. KOELLER, requesting permission to move a one story frame
building into the City of E1 Segundo, said building to be situated on a
portion of Section 7 adjacent to El Segundo Boulevard.
Requisite fees and deposits having been paid and made and the Building
Inspector having reported that the building is satisfactory for the use to
which it is represented it will be put, to -wit: a Recreation Building, it was
moved by Councilman Gerow, seconded by Councilman Selby, that Chas. B.
Koeller be and he is hereby granted permission to move into the City of E1
Segundo a one story frame building, the route of such removal to be along E1
Segundo Boulevard from Inglewood - Redondo Road to a point approximately 1/4
mile easterly of Sepulveda Boulevard, thence across private property to the
point in Section 7 where said building will be finally located; provided, however,
that said building will be placed upon brick or concrete foundation as required
by ordinances of the City of El Segundo; that said building will be used for
recreational purposes and not for dwelling house purposes, and that the work of
removal and its conditioning for use within the City of E1 Segundo shall be
prosecuted and completed to the satisfaction of the Street Superintendent and
the Building Inspector respectively of the City of E1 Segundo. Carried by the
following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None. '

REPORTS OF STANDING COMMITTEES.

REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The City Engineer reported having obtained from Austin & Ashley, Architects
employed in connection with the proposed construction of a new library building

for the City of El Segundo, copies of bulletins and forms, setting forth
the various steps which must be taken by the City Council in order to bring
the building of the Library to an actual construction basis, so that
Federal funds allocated to the project may be made available. By general
consent this material was delivered to the City Attorney for the preparation
of such legal proceedings as may be necessary.
The City Attorney reported that in reply to an inquiry made of him by
the Police Department of the City of E1 Segundo, he would advise that in his
opinion the municipal police department may enforce provisions of the Motor
Vehicle Act on State Highways within the City of El Segundo except those
provisions the enforcement of which are specifically reserved to the State
Motor Patrol.
Mr. K. E. Campbell reported in connection with his care of trees throughout
-the City and at the request of the Mayor agreed to meet with members of the
Council on December 7th at 9 :30 A. M. for the purpose of making an inspection
of trees throughout the City.
UNFINIS --HED BUSINESS.
In connection with the claim of the City of E1 Segundo against Southern
California Edison Company, the City Attorney advised of receipt of a communication
from the Railroad Commission of the State of California, stating that the City's
claim had been denied and giving the reasons therefor. The basis of.denial
being insufficient in the opinion of the Council, it was moved by Councilman
Gerow, seconded by Mayor Binder, that the City Attorney of the City of E1 Segundo
be and he is hereby authorized and directed to commence proceedings before the
Railroad Commission of the State of California for a formal hearing in the
matter of the Claim of City of El Segundo against Southern California Edison
Company for the sum charged the City by said Company for electrical energy
consumed by said City during a certain period in excess of the sum which the City
feels should have been charged. Carried.
In the matter of the application -of the Department of water and Power of
the City of Los Angeles for permission to construct, operate and maintain a
power line within the City of E1 Segundo, filed with this Council November 27th,
1935, reports were made and action taken as follows:
City Engineer Hutchins reported having gone over the proposed route
with representatives of the Department of Water and Power; also the routes
suggested by the City Council as being preferable; that representatives of said
Department were present at this meeting and would explain to the Council why
the routes proposed by the said Council were impracticable.
Mr. Sweeley, Engineer for said Department, advised that it is impracticable
to comply with the Council's request that the line be routed along E1 Segundo
Boulevard, inasmuch as a telephone toll line is at present routed along said
street and Railroad Commission rulings prohibit the paralleling of such toll
lines with power lines.
Mr. Stromee of the Right-of-Way and Line .Division of said Department of
Water and Power of the City of Los Angeles, advised that in order to cooperate
with the Santa Fe Land Company..the routing of its poles over said Company's
property would be changed somewhat and he•corrected the map attached to the
-original application of said Department to' conform to the proposed new routing,'
which would be southerly from Imperial Highway on Northrop Avenue and Northrop
Avenue extended-to Mariposa Avenue extended, thence westerly on Mariposa Avenue
extended to Sepulveda Boulevard, thence westerly on Mariposa Avenue to Center
Street, thence northerly on Center Street to Imperial Highway, thence westerly
on Imperial Highway as originally planned.
Mr. Stromise submitted for use in connection with said application the
letter of Woodruff DeSilva, Assistant Director of Airports, dated November
29th2 1935, addressed to Mr. E. F. Scattergood, Chief Electrical Engineer, and
Manager of said Bureau of Water and Power, consenting to the construction of the
proposed power line on the South side of Imperial Highway a distance of
approximately 2700 feet westerly from Inglewood Redondo Road, thence southerly
approximately 2000 feet.
Mr. DeSilva was present at the meeting, and orally advised the Council
that the pole line route suggested by the Department of Water and Power of
the City of Los Angeles.is satisfactory to the Department of Airports of
said City and he urged this Councils cooperation and favorable action upon t
the petition.
City Attorney Woodworth reported that he had conferred with Judge Botorff,
a member of the legal staff of said Department of Water and Power, who had
advised that in view of certain charter provisions, said Department would not be
in position to agree to furnish electrical energy to consumers within the City
of E1 Segundo, and further indicated that if energy were furnished in accordiu'ce
with said charter provisions, such service might be discontinued at any time.
Councilman Gerow stated that he would not consent to the granting of the
permit prayed for, as he felt that the line might be constructed entirely within
the City limits of the City of Los Angeles surrounding Los Angeles Municipal
Airport and yet be sufficiently distant therefrom to afford safety to said
Airport.
Councilmen Hesser and Selby and Mayor Binder engaged in discussions on the
subject, after which it was moved by Councilman Gerow, seconded by Councilman
Hesser, that the matter of the petition of the Department of Water and Power of
the City of Los Angeles for a permit to construct, operate and maintain a
33,000 volt power line upon streets within the city limits of the City of El
Segundo be taken under advisement until such time as said Department shall have .
furnished the City Engineer of the City of E1 Segundo a map, which shall have
delineated thereon all that portion of the City of Los Angeles adjacent to
Los Angeles Municipal Airport, all of the public streets within said area, the
locations of its existing pole lines, the pole lines and /or other structures
of other agencies- existing.within such area, which it claims or may claim.
interfere with the construction df the proposed power line within the City of
Los Angeles, together with other information and data perWent to the subject,
and said City Engineer of said City of E1 Segundo shall have examined said
map and made a survey of the territory and is ready to report his findings
with reference thereto to this Council. Carried:
With reference to the application of the City of E1 Segundo to the
Board of Public Works of the City of Los Angeles for a permit to connect a
sewer system of a small area in the easterly portion of the City of El
Segundo with the City of Los Angeles sewer system at Los .Angeles'Municipal
Airport, reports were made as follows:
The City Attorney reported having interviewed Mr. Smith of the Engineering
Department of the City of Los Angeles, who advised that while the Board of
Public Works had adopted a resolution granting permission to the City of El
Segundo to make the sewer connection applied for, that order would never be
carried into effect; that the Engineering Department of the City of Los Angeles
is dealing with and would deal with the Northrop Corporation with respect to
granting said Corporation a permit to connect its own private sewer system with
the City of Los Angeles sewer system.
The City Engineer reported having interviewed Aessrs. Jay and Gerow
of the Northrop Corporation, who indicated-to h3.m that although the Engineering
Department of the City of Los Angeles had indicated its willingness to deal
with the Northrop Corporation, said Corporation has been unable to make much
progress in that connection other than to learn.the initial connection charge
and annual rental chage which said Department proposes.
Moved by Councilman Hesser, seconded by Councilman Selby, that these
reports be accepted as progress reports to date, and the City.Engineer of the
City of E1 Segundo be directed to further confer with the Northrop Corporation
with reference to the matter and when ready to report the result of his
conference to this Council. Carried.
