August 21st, 1935.
A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P.M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Love, SXWQU Hesser and Mayor Binder.
Councilmen Absent: NO= Councilman Selby.
READING OF MINUTES OF PREVIOUS MEETINGS.
The minutes of the regular meeting held August 14th, 1935, and
of the adjourned regular meeting held August 16th, 1935, each were read.
No errors or omissions app6aring,in either, it was moved by Councilman
Love, seconded by Councilman Hesser, that the said minutes be approved
as read. Motion carried unanimously.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as indicated:
WAR DEPARTMENT UNITED STATES ENGINEER OFFICE, LOS ANGELES, dated
August 19th, 1935, advising that an application has been made by Los Angeles
County Flood Control District for a permit to construct rock jetties and
levees at the outlet of Ballona Creek into the Pacific Ocean at Playa Del
Rey, inviting interested parties to inspect drawings which may be seen in
the office at 751 South Figueroa Street, Los Angeles, until 11 A.M.,
August 29th, 1935, up to which hour and date objections to the issuance
of the permit prayed for may be filed with said United States Engineer.
Ordered filed.
J. L. POMEROY, M.D., Los Angeles County Health Officer, dated
August 16th, 1935, submitting a form of contract for the performance of
Health Officers services for and in the City of El Segundo by said County
for the term beginning September 1st, 1935, and terminating June 30th, 1936,
and requesting that the Council authorize the execution of the said contract
on behalf of the City of El Segundo.
Moved by Councilman Binder, seconded by Councilman Love, that the
following resolution be adopted:
RESOLVED, that the Mayor of the City of El Segundo, be and he
is hereby authorized to execute, on behalf of said City, that
certain agreement, dated as of September 1st, 1935, between the
County of Los Angeles and the City of E1 Segundo, for the perform-
ance of all of the functions relating to public health within
the City of El Segundo by the Health Officer of Los Angeles County,
for the period of eight months, beginning September 1st, 1955s
and ending June 30th, 1936, at the contract price of $800.00 per
annum , payable monthly in equal monthly installments on or about
the first-day of each and every month, provided said .contract
.shall first be approved.as to form by the City Attorney of.said
City;
AND BE IT FURTHER RESOLVED, that the City Clerk of said City
be and he is hereby authorized and instructed to attest said
agreement and affix the City seal thereto.
The foregoing resolution was adopted by the following vote:

INTERNATIONAL ASSOCIATION OF ELECTRICAL INSPECTORS, dated August
16th, 1935, urging the attendance of the City electrician and electrical
inspectors at the annual meeting of said Association to be held at San
Diego, California, September 10th to 12th inclusive, 1935, Ordered filed.
LEAGUE OF CALIFORNIA MUNICIPALITIES, dated August 15th, 1935,
being a Works Progress Administration Bulletin. Ordered filed.
LEAGUE OF CALIFORNIA MUNICIPALITIES, dated August 16th, 19352

ORAL COMMUNICATIONS.
REPORTS OF STANDING COMMITTEES.
Councilman.Gerow called attention to the necessity of repairing
a portion of Sheldon Street, southerly of Pine Avenue, in order to afford
access to that certain brick building on the easterly side of Sheldon Street
between Holly and Pine Avenues which is to be /utilized as a the factory.
Following discussion, it was moved by Councilman Love, seconded by Council-
man Hesser that the Street Superintendent of the City of E1 Segundo be
and he is hereby authorised and directed to cause that certain public street
known as Sheldon Street to be improved from the southerly line of Pine Avenue
to a point between Pine Avenue and Holly Avenue which will afford access to
that certain one story brick building on the east side of Sheldon Street
between the streets hereinabove mentioned. Carried by the following vote:
Ayes: Councilmen Gerow, Love, Hesser and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Selby.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
Captain J. A. Cummings of the.Police Department, Mr. I. N. Sumner
of the Water Department, and Mr. J. A. Macdonald of the Street Department,
each reported that his department is functioning satisfactorily.
Mr. B. E. Campbell, in charge of street trees, reported that
several trees had been stolen from parkings and that others had been
broken or destroyed and recommended the purchase of additional trees
for replacement. He also stated that he had need for a spading fork
in his department. It was thereupon moved by Councilman Love, seconded
by Councilman Gerow, that the purchase of twenty Carob trees and one
spading fork at a total cost of not to exceed $10.00 be and the same
is hereby authorized and directed. Carried by the following vote:
Ayes: Councilmen Gerow, Love, Hesser and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Selby.
City Clerk reported complaints made to him concerning inefficiency
of the lighting of the night baseball grounds whereupon it was moved by
Councilman Gerow and seconded by Councilman Love that the City Clerk of
the City of E1 Segundo be and he is hereby au=thorized and directed to enlist
the services of the lighting engineer of the Sourthern California Edison
Company which'said services,'it is understood, are to be furnished gratis,,
for'the purpose of checking the efficiency of the lighting of El Segundo
night baseball grounds, and to make recommendations with reference thereto,
and to employ an electrician to work with safd lighting engineer for the
purpose of focusing existing lights in accordance with said lighting
engineer's suggestions, the total cost in connection with this author-
ization not to exceed $,10.00. Carried by the following vote:
Ayes: Councilmen Gerow, Love, Hesser and Mayor Binder.

Moved by Councilman Gerow, seconded by Councilman Hesser that
Ordinance No. 197 entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
AMENDING ORDINANCE NO. 12 OF SAID CITY, PASSED AND
ADOPTED ON THE 14TH DAY OF MARCH, 1917, AS AMENDED
TO THE DATE HEREOF, BY AMENDING SECTION 37 1/2 THEREOF,
which was introduced and read at a regular meeting of the City Council
held on the 14th day of August, 1935, and re -read at this meeting, be
adopted. The motion to adopt said Ordinance was carried by the following
vote:
Ayes: Councilmen Gerow, Love, Hesser and Mayor Binder.
Noes: Councilmen None.
Absent: Coulcilman Selby.
PAYING BILLS.

NEW BUSINESS.
Moved by Councilman Love, seconded by Councilman Gerow, that
$100.00 be transferred from the General Fund to Grand Avenue and
Richmond Street Improvement Redemption Fund and that the City Clerk
and the City Treasurer of the City of E1 Segundo be and each of
them is hereby directed to cause said transfer to be made and to make
appropriate entry thereof in their respective books of record.

Councilman Love introduced Ordinance #198 entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO AMENDING
ORDINANCE NO. 122 ENTITLED "AN ORDINANCE OF THE
CITY OF EL SEGUNDO, CALIFORNIA, REGULATING THE
DRILLING, MAINTENANCE AND CONSTRUCTION OF OIL
AND GAS WELLS THEREIN; DECLARING OIL AND GAS
WELLS WITHIN CERTAIN DISTRICTS WITHIN SAID CITY
TO BE NUISANCES, AND MAKING IT UNLAWFUL TO DRILL,
MAINTAIN OR OPERATE OIL OR GAS WELLS WITHIN SUCH
SPECIFIED DISTRICTS; PROVIDING PENALTIES FOR THE
VIOLATION OF THE PROVISIONS THEREOF; AND
REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES
IN CONFLICT THEREWITH," BY AMENDING SECTION 3
THEREOF,
which was read.
The City Attorney reported having heard from Mr. Busby of
the Southern. California Edison Company, who expressed the opinion
that settlement of the claim of the City of E1 Segundo against said
Southern California Edison Company for excess amounts paid to said
Company by reason of the application of an improper rate on certain
bills for electrical energy furnished said City for pumping purposes,
could best be effected through a hearing before the Railroad Commission
of the State of California, whereupon it was moved by Councilman Love
and seconded by Councilman Gerow that the City Attorney of the City
of E1 Segundo be and he is hereby authorized and directed to prepare
and file all the legal proceedings necessary to initiate an informal
hearing before the Railroad Commission of the State of California
respecting claim of the City of E1 Segundo against the Southern
California Edison Company for a refund of the amount paid said
Company in excess of a proper charge for certain electrical energy
-consumed by said City..

Moved by Councilman Love and seconded .by Councilman Gerow that
in view of the loss sustained by the Nation in the untimely death of
its sterling citizens Will Rogers and Wiley Post, flags on City of
EI Segundo buildings or in City of El Segundo parks remain at half -
mast Thursday August 22nd, 1935. Motion carried unanimously.
No further business appearing to be transacted at this
session, it was moved by Councilman Hesser and seconded by Councilman
Gerow that the meeting adjourn until Monday the 26th day of August,
1935, at the hour of 4:30 o'clock P.M. Carried.
