1935 AUG 14 CC MIN244 - �!1 too Ze El Segundo, California. August 14th, 1935. A regular meeting of the City Council of the City of E1 Segundo, California, was called to order. at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Gerow, Love, Selby and Mayor Binder. Councilmen went: Hesser. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 7th day of August, 1935, were read. No errors or omisbions appearing, it was moved by Councilman Selby, seconded by Councilman Gerow, that the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications were read and disposed of as indicated: SOUTHERN CALIFORNIA TELEPHONE COMPANY, dated August 7th, 1935, an application to place two poles on the North side of Grand Avenue, 25 feet and 139 feet respectively Rest of California Street. Said application having been approved by the Street Superintendent, it was moved by Councilman Selby, seconded by Councilman Gerow, that the permit prayed for be granted, provided the work therein contemplated be prosecuted and completed to the satisfaction of the Street Superintendent of the City of El Segundo. Carried. ALLEN L. NELSON, dated August 14th, 1935, an application to move a one story frame dwelling house into the City of E1 Segundo, to be finally located on a portion of Section 7 within the City of El Segundo. Moved by Councilman GeroN, seconded by Councilman Selby, that Allen L. Nelson be and he is hereby granted permission to move a one story frame building into the City of El Segundo on the 15th day of August, 1935, between the hour of 1 :00 o'clock and 3:00 o'clock P. M., said building to be located on a portion of Section 7, T 3 S, R 15 W. within the City of E1 Segundo, and during the course of such removal to be routed Westerly along El Segundo Boulevard from Inglewood- Redondo Road to Sepulveda Boulevard, thence Westerly on Sepulveda Boulevard to a point approximately opposite Grand Avenue where it may be found practicable to pull the same onto private property. Carried by the following vote: Ayes: Councilmen Gerow, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Hesser. PACIFIC ROCK AND GRAVEL COMPANY, dated July 30th, 1935, submitting a general truck delivered price list on sand, rock and gravel. Ordered filed. H. C. SMILEYs- District Health Officer, being a report of the activities of the Los Angeles County Health Department within the City of El Segundo, for. the month of June, 1935, as Health Officer of said City. Ordered filed. HAL C. SANBORN, Ck=Usioner of Public Works of the City of Santa Monica, California, dated August 9th, 1935, suggesting the organization of an informal clearing house for the exchange of ideas respecting public works. Discussions respecting the proposal developed the fact that the City of E1 Segundo has no public works problems common to other cities of Southern California, and that therefore, would have little to offer in the way of experience as help to other cities and would have little to gain by Participating in the conference suggested, and the Clerk,by general consent, was instructed to so advise Mr. Sanborn. LOS ANGELES COUNTY LEAGUE OF MUNICIPALITIES, dated August 10th, 1935, advising.of the holding of its 55th Monthly Meeting in Bell, California, August 15th, 1935. Ordered filed. LEAGUE OF CALIFORNIA MUNICIPALITIES, dated August 8th, 1935, a municipal bulletin referring to the rules governing the allocation of Federal. Highway Aid Fund. Ordered filed. LEAGUE OF CALIFORNIA MUNICIPALITIES, dated August 8th, 1935, requesting information as to the City's experience during the past month with the State Department of Public Works in connection with Gasoline Tax Funds. It appearing, however, from discussion had, that the City of E1 Segundo has had no difficulties or unsatisfactory experience with the State Department of Public Works respecting the allocation of gasoline tax funds to the City of El Segundo, the Clerk, by general consent, was instructed to so advise the said League. LEAGUE OF CALIFORNIA MUNICIPALITIES, dated August 10th, 1935, its municipal bulletin reporting progress with respect to utility valuation hearings. Ordered filed. COLLY OIL COMPANY, dated August 12th, 1935, requesting that the permit to erect one derrick for the purpose of drilling for oil, gas and /or other hydrocarbon substances, issued to it and dated July 17th, 1935, be transferred to the Larco Oil Company. Moved by Councilman Love, seconded by Councilman Selby, that the following resolution be adopted: WHEREAS, on the 17th day of July, 1935, this Council granted to Colly Oil Company, a Corporation, a permit to erect one derrick for the purpose of drilling for oil, gas and/or other hydrocarbon substances on a portion of Lot 4, J. H. Fisher Subdivision, within the City of E1 Segundo, which said well is to be known and designated as van No. 1; and WHEREAS, Colly Oil Company, in its communication addressed to the City Clerk under date of August 12th, 1935, has requested that said permit be transferred to the Larco Oil Company; NOW THEREFORE, BE IT RESOLVED, that in consideration.of the keeping by the Larco Oil Company of all of the conditions, agreements, terms and requirements required to be kept and performed on the part of the permittee named in the permit herein - before.mentioned, this Council consents to the transfer and assignment of said permit to the Larco Oil Company, for its use and benefit; provided said Larco Oil Company shall, within fifteen days, file with the City Clerk of the City of E1 Segundo, its written acceptance of the terms and conditions set forth in the said permit hereby assigned and transferred. The foregoing resolution was adopted by the following vote: Ayes: Councilmen Gerow, Love, Selby and Mayor-Binder. Noes: Councilmen None. Absent: Councilman Hesoer. REPORTS OF OFFICERS AND SPECIAL COWTTEES. The City Engineer reported having conferred with Mr. S. V. Cortelyou, District Engineer of the Division of Highways of the State of California, respecting the installation of boulevard stop signs on the East and West sides of Sepulveda Boulevard, Northerly and Southerly of Imperial Highway; that Mr. Cortelyou advised that the Division of Highways had made a traffic check at 246- M the point indicated, and had determined that the conditions do not warrant granting of the request of the City of El Segundo. He did state, however, that if the City would again write him, advising as to the accidents which have occurred at the intersection of Imperial Highway and Sepulveda Boulevard since the City's last letter was addressed to said Department, he would re -open the matter and would recommend that reflectorized "Cross Road* and "Slow" signs be erected at the points mentioned. By general consent, the City Clerk was directed to address a suitable communication to Mr. Cortelyou. The City Engineer reported having investigated the dangerous condition of the sidewalk alleged to exist owing to the steep incline at the entrance into that portion of the Swartz Building at the Southeast corner of Grand Avenue and Richmond Street known as Al's Coffee Shop, being numbered 120 West Grand Avenue; that in his opinion the best method to remedy the condition is to reconstruct the sidewalk at and adjacent to this entrance and give the same a rough broom finish. The Council approving the recommendation, it was moved by Councilman Selby, seconded by Councilman Love, that the Street Superintendent be and he is hereby authorized and directed to reconstruct the sidewalk at and adjacent to the entrance of the mercantile occupancy in the Swartz Building at No. 120 lest Grand Avenue, within the City of El Segundo, so that any existing dangers resulting from its use by the public will be eliminated, the cost of such reconstruction not to exceed $15.00. Carried by the following vote: Ayes: Councilmen Gerow, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Hesser. NEW BUSINESS. Councilman.Gerow introduced Ordinance Nov 187, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE NO. 12 OF SAID CITY, PASSED AND ADOPTED ON THE 14TH DAY OF MARCH, 1917 AS AMENDED TO DATE HEREOF BY AMENDING SECTION 37J THEREOF1 which was read. Moved by Councilman Love, seconded by Councilman Selby, that the sum of $1500.00 be transferred from the General Fund of the City of El Segundo to the Library Fund of said City and that the City Clerk and the City Treasurer of said City be and they are hereby authorized to make proper record thereof in their respective books of account. Carried by the following vote: Ayes: Councilmen Gerow, Love, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilman Hesser. Moved by Councilmen Love, seconded by Councilman Selby, that Neva M. Elsey be and she is hereby granted her customary annual two weeks'vacation beginning August 19th, 1935. Carried by the following vote: Ayes: Councilmen Gerow, Love, Selby and Mayor Binder. Noes:' Councilmen None. Absent: Councilman Hesser. Moved by Councilman Gerow, seconded by Councilman Selby, that C. S. McConnell, Fire Chief of the City of El Segundo, California, be and he is hereby granted his customary annual two weeks vacation beginning August 19th, 1955. Carried by the following vote: M - 247:-.- Ayes. Councilmen Gerow, Love, Selby and Mayor Binder. Noes: Councilmen None, Absent= Councilman Hesser. Councilman Hesser appeared at the meeting at this point, the hour _ being.8:45 o'clock P. M. and he immediately took his seat at the Council table. No further business appearing to be transacted at this session, it was moved by Councilman Gerow, seconded by Councilman Love, that the meeting adjourn until Friday, the 16th day of August, 1955, at the hour of 12:30 o'clock P.
