April 17th, 1935.
A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date, in
the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 10th day of April, 1935,
were read. No errors or omissions appearing, it was moved by Councilman
Love, seconded by Councilman Gerow, that the minutes be approved as read.
Carried.
WRITTEN COMIUNICATIONS.
The following communications were read and disposed of as indicated:
LOS ANGELES COUNTY LEAGUE OF MUNICIPALITIES, dated April 9th, 1935,
announcing its regular monthly meeting to be held at the Social Hall,
Student Union Building, University of Southern California, April 18th,
1935, and requesting that the Chief of Police and City Judge accompany
members of the Council attending said meeting. Mayor Binder, Councilman
Hesser and Chief of Police Hutchins indicated that they would attend said
meetin,-.
ASSOCIATION OF CITY PLANNERS OF LOS ANGELES COUNTY, dated April
9th, 1935, advising of its meeting to be held at Culver City, April 20th,
1935, at 12:15 olclock P. M. Ordered filed.
KL SEGUNDO HERALD, dated April 17th, 1935, requesting the Council to
adopt a resolution favoring the passage of Assembly Bill No. 46, which
provides for legal publication of delinquent tax lists in incorporated
cities. Ordered filed.
UTOPIAN SOCIETY OF EL SEGUNDO, advising that in future said Society
will use the City Hall Auditorium on the 2nd and 4th Monday nights only of
each month. Ordered filed.
INGLEWOOD HUMANE SOCIETY, INC., dated April 15th, 1935, being an
offer to renew its contract for the collection of dog licenses and the
furnishing of public pound service in E1 Segundo on the basis of 90% of dog
license collections.
After consideration, it was moved by Councilman Love, seconded by
Councilman Selby, that the following resolution be adopted:
RESOLVED, that Inglewood Humane Society, Inc. be employed
to collect dog license fees for the City of E1 Segundo, for
the current dog license year and to furnish public pound service
within said City on a month to month basis, and to be compensated
therefor at the rate of 90% of the proceeds of all dog licenses
sold by the City of E1 Segundo, such employment to be only
during the pleasure of the Council and subject to termination
at any time; and
BE IT FURTHER RESOLVED, that the City Clerk of the City
of E1 Segundo be and he is hereby authorized and directed to
advertise for bids for furnishing the City of E1 Segundo with

public pound service for the period beginning
July 1, 1935, and ending June 30th, 1956.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
LEAGUE OF CALIFORNIA MUNICIPALITIES, dated April 9th, 1935, requesting
that the Senator from this district be urged to support Senate Bills 560
and 561, which have reference to gasoline tax legislation.and are sponsored
by the League of California Municipalities. Said communication was received
April 12th and required an immediate answer, and the Mayor announced that he
had instructed the City Clerk to send a telegram to Senator Olson, as
requested in said communication. TheCouncil, by general consent, approved
the Mayor's action in this connection.
LEAGUE OF CALIFORNIA MUNICIPALITIF,S, dated April 9th, 1935, advising
that approximately thirty -nine million dollars of the amount appropriated
under the Federal Work Relief Bill will be allocated to the State of
California for highways, roads, streets and grade crossing elimination,
recommending that the City develop eligible projects; contact the Department
of Public Works of the State of California with reference thereto, and write
to the Bureau of Public Roads at Washington, D. C., urging the inclusion in
said Department's rules and regulations governing the expenditure of said
sum, the requirement that not less than 25% of Federal Aid funds be spent
within cities.
Moved by Councilman Selby, seconded by Councilman Love, that the City
Clerk be and he is hereby authorized and directed to write Thomas H. McDonald,
Chief of the Board of Public Roads, requesting that in the preparation of
said Board's rules and regulations respecting Federal Aid funds for public
roads, that said Department provide that not less than 25% of Federal funds
appropriated for said purpose be required to be spent within cities. Carried.

REPORTS OF Or ICERS AND SPECIAL COMMITTEES.
The City Engineer, reporting with respect to the assignment to him for
investigation of the matter referred to in a communication from the Department
of Public Works of the State of California presented to the Council at its
last regular meeting, stated that he had conferred with Mr. Cortelyou, Division
Engineer of said Department, and that in said Engineer's opinion the need for
a grade separation on Rosecrans Avenue, beta:een Sepulveda Boulevard and
Inglewood- Redondo Road is not sufficient to warrant the expenditure of money
which will be required to do the job, and that if the job were done, additional
rights-of-way would have to be acquired by the City.
Following discussion, it was moved by Councilman Hesser, seconded by
Councilman Selby, that the City Engineer of the City of E1 Segundo be authorized
and instructed to advise Mr. G. T. McCoy, Assistant State Highway Engineer of
the Department of Public Works of the State of California, in reply to his
communication dated April lst, 1955s that the City of E1 Segundo at the present
time is not interested in the proposed grade separation job on Rosecrans
Avenue between Sepulveda Boulevard and Inglewood- Redondo Road and is not in
position to acquire additional rights of way necessary therefor. Carried.
The City Engineer presented to the Council Map No. M- 350412, "Showing
Proposed Sewer Connection from the City of E1 Segundo into the Sewer System
at the Municipal Airport ", being a print of the map which he submitted to the
Board of Public Rorks of the City of Los Angeles in connection with this City's
application for permission to connect the area shown upon said map with the
Los Angeles City sewer now under construction at said Municipal Airport.

Said map had informal approval of the Council and a copy thereof was filed
with the Clerk; and the Engineer stated that the Board of Public Works is now
giving consideration to the terms under which it may permit the City of E1
Segundo to make the desired sewer connection.
Reporting upon the matter referred to him sometime ago, the City Attorney
advised of receipt of a letter from Margaret B. Connell, Attorney for Elizabeth
Faith Hahn, respecting the demolition of certain buildings at No. 115 East
Maple Avenue. Attorney Connell stated that she is negotiating with private
persons for a loan to be used for the rehabilitation of the main building at
said location and that she will Five the City of E1 Segundo a decisive answer
on or before May 1st, 1935, respecting the demolition of two sheds on said
premises.
The City Clerk reported that Mr. Clarence Escobar has organized a night
baseball team and is desirous of having the lights at E1 Segundo High School
Athletic Field connected, so that they may play their first game April 26th,
1935, It was thereupon moved by Councilman Gerow, seconded by Councilman
Love, that the City Clerk be and he is hereby authorized and directed to
arrange for electric lighting service at El Segundo High School Athletic
Field, so that night baseball games may be played on and after April 26th,
1935; and that Mr. A. L. Hoblit be employed to arrange for the turning on
and off of said lights on such nights as games are played at said field and
to be compensated for such service at the rate of 500 per night for such nights
as he is actually required to attend to the lighting service. Carried by the
following vote:

Moved by Councilman Love, seconded by Councilman Hesser, that in event
it becomes necessary to obtain a renewal of permission of Trustees of El
Segundo High School District for the use of the athletic field of said
High School for night baseball games, that the City Clerk be authorized and
directed to apply for such permit. Carried.
Mr. K. E. Campbell reported that eucalyptus trees had been planted
adjacent to the can dump; that fir trees had been planted around the pipe
yards at the grounds of City of E1 Segundo Municipal Warehouse site, and
that all other trees recently planted in the parkings throughout the City of
E1 Segundo are standing up well except where they were wind - whipped.
In connection with the care of trees, the Mayor suggested that the
gardener be furnished an augur for the purpose of testing the moisture of
the ground adjacent to trees and the suggestion had the informal approval of
the Council.
The City Engineer reported that all cement work in connection with
the construction of curbs on Sepulveda Boulevard has been completed; that the
work of backfilling has been started and the job will be entirely completed
in about a week or ten days.

NEW BUSINESS.
Moved by Councilman Love, seconged by Councilman Gerow, that the City
Clerk and the City Treasurer of the City of E1 Segundo be authorized and directed
to transfer from the General Fund of the City of E1 Segundo to the Library Fund
of said City the sum of $2000.00 and to make proper entry thereof on their
respective record books. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Gerow, seconded by Councilman Love, that the meeting
adjourn. Carried.
