April 10th, 1935.
A regular meeting of the City Council of the City of E1 Segundo, California,
was called to order at 7:00 o'clock P. K. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder..
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS'MEETING.
The minutes of the regular meeting held on the 3rd day of April, 19352
were read. No errors or omissions appearing, it was moved by Councilman
Love, seconded by Councilman Selby, that the minutes be approved as read.
Carried.
WRITTEN COIX-AUNICATIONS.
The following communications were read and disposed of as indicated:
H. C. SMILEY, M. D., District Health Officer, dated April 1st, 19352
reporting upon the work done by the Los Angeles County Health Department
for the City of E1 Segundo as Health Officer of said City, during the
month of February, 1935. Ordered filed.
STATE COMPENSATION INSURANCE FUND, dated April 5th, 1955s forwarding
a check in amount of $397.71, being a premium refund due to the excellent
record of the .City of E1 Segundo for keeping down accident costs during
the period July 1st, 1933 to July 1st, 1934. Ordered filed.
LLOYD ALDRICH, City Engineer, City of Los Angeles, dated April 4th,
1935, replying to the City Clerk's letter of March 21st, 1935, which had
reference to the request of the City of E1 Segundo for permission to
connect a small portion of the East acrea. -e within the City of E1 Segundo
with the sewer system of the City of Los Angeles now being constructed in
Mines Field, and requesting that the City Engineer of the City of E1
Segundo supply the Engineering Department of the City of Los Angeles with
a sketch shoring the area for which sewage disposal is desired, and
inviting other interested parties to discuss the matter with H. G. Smith,
Engineer of Sewers, Room 705, City Hall, Los Angeles.
Moved by Councilman Selby, seconded by Councilman Love, that the
City Engineer of the Cty of El Segundo be and he is hereby authorized and
instructed to furnish the City Engineer of the City of Los Angeles with
maps and data essential to the consideration of the matter of connecting a
portion of the sewer system of the City of El Segundo with the Los Angeles
Sewer system at Los Angeles Municipal Airport. Carried by the following
vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
WAR DEPARTMENT, UNITED STATES ENGINEER OFFICE, its Bulletin No. 28,
advising that the City of Los Angeles has applied to the War Department for
a permit to extend the wooden pier located over the existing outfall sewer
at Hyperion Beach, E1 Segundo, California, 500 feet seaward to a point
approximately 1390 feet from mean high water line, and advising that interested
parties are invited to inspect the drawings and to submit objections based
on navigation interests on or before 11 A. M., Friday, April 19th, 1935.

INSURANCE COMMISSIONER OF THE STATE OF CALIFORNIA, dated March 29th,
1935, being a legal form of "Notice of Rejection of Claim ", in that certain
case entitled: "E. Forrest Mitchell, as Insurance Commissioner of the State
of California, Petitioner, vs. Union Indemnity Company, a Corporation,
Respondent "; the claim referred to being one made by the City of E1 Segundo
for an unearned premium under Policy No. 652797, due to the insolvency of
said Company. By general consent the matter was referred to the City
Attorney for such action as in his opinion is appropriate.
DEPARTMENT OF PUBLIC WORKS OF THE STATE OF CALIFORNIA, dated April
1st, 1935, bearing File No. 100.01, with reference to the projects which
may be undertaken under the Federal Emergency Relief Bill, recommending that
the separation of the railroad grade with the highway grade on Rosecrans
Avenue, known as Cilossing 2W -15.5 be considered and any other projects which
the City of E1 Segundo would like to recommend. By general consent the
matter was referred to the City Engineer to seek more information respecting
the type of public works which may be undertaken under said Emergency Relief
Bill.
ARTHUR W. LANGLEY, CITY CLERK, Monterey Park, dated April 9th, 1935,
a request that this Council pass a resolution calling the attention of our
representatives in the State Legislature to the desirability of the adoption
of Assembly Bills 473, 823, 824 and 825. The communication was ordered filed.
CALIFORNIA MUNICIPAL UTILITIES ASSOCIATION, dated April 6th, 1935,
directing attention to Senate Bills 166 and 1672 and Assembly Bills 31 and
788, which have for their purpose the establishing of a six hour day and a
five day week for persons engaged in practically every kind of endeavor.
The communication was ordered filed.
CALIFORNIA MUNICIPAL UTILITIES ASSOCIATION, dated April 6th, 1935,
a two -page letter requesting that this Council urge its representatives in
the Legislature to vote for the adoption of Senate Bill No. 795, Assembly
Bills 1805 and 2102, which refer respectively to revenue bonds, power
districts and rural electrification. Ordered filed.
LOUIS H. BURKE, Legal Counsel, Leage of California Municipalities,
being Legislative Bulletin No. 6, dated April 4th, 1935, reporting upon
activities of the State Legislature and the present status of certain bills
affecting municipalities within the State of California. Ordered filed.
SOUTHERN CALIFORNIA TELEPHONE COMPANY, dated April 8th, 1935,
being application for the placing of one anchor on the South side of Palm
Avenue, 100 feet westerly of Loma Vista Street, within the City of E1
Segundo. The Street Superintendent, having approved the same conditionally,
it was moved by Councilman Selby, seconded by Councilman Love, that Southern
California Telephone Company be and it is hereby granted permission to set
one anchor in the parking on the South side of Palm Avenue, 100 feet westerly
of Loma Vista Street, provided that before such anchor is actually set in the
ground, the representative of said Telephone Company will first contact the
Street Superintendent to obtain his approval as to the exact location at which
said anchor shall be set, and provided further that the work of setting said
anchor shall be prosecuted and completed to the satisfaction of the said
Street Superintendent. Carried.
F. Y. McLAUCHLIN, Administrator, State of California Emergency
Relief Administration, dated April 6th, 1935, respecting his findings in the
case of 'dike Roncevich, which case had been submitted to him for investigation
and report. Said communication containing information of a character satis-
factory to the Council, it was moved by Councilman Gerow, seconded by Councilman
Love, that the City Clerk be and he is hereby authorized and instructed to
acknowledge receipt thereof and to thank Mr. McLauchlin for his satisfactory
and expeditious handling of the matter therein referred to. Carried.

REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
Councilman Love, reporting respecting his attendance at the State Recreation
Conference held at the E1 Segundo High School, April 4th, 1955, stated that a
committee had been appointed, including Councilman Selby as the representative
on said Committee of the City Council of the City of El Segundo, to make full
and complete investigation of said project and to report thereon.
The Gity Engineer reported that pursuant to instruction of the Council liven
at its last meeting, he had conferred with the Engineering Department of the
City of Los Angeles relative to the application of Messrs. Grimm and Howell
for a letter from the City of E1 Segundo consenting to their removing sewage
screenings from the sand hills westerly of the City of E1 Segundo; that Mr.
Lloyd Aldrich, Los Angeles City Engineer, had advised him that the request of
Messrs. Grimm and Howell had been denied by the Board of Public Yorks; where-
upon it was moved by Councilman Hesser, seconded by Councilman Love, that in
view of the report of the City Engineer of the City of E1 Segundo respecting
the matter of the removing of sewage screenings from the sand hills westerly
of the City of E1 Segundo, this Council lay on the table indefinitely the
matter of consenting to such removal by Messrs. Grimm and Howell. Carried.
O The City Attorney reported having received from the County Clerk a County
warrant in the sum of $856.54, being the unexpended balance of the amount
deposited with the said Clerk for the settlement of claims arising out of the
condemnation action entitled: "City of E1 Segundo, a Municipal Corporation,
Plaintiff, vs. Silas T. Brock, et al. Defendants ", and he immediately turned
over to the City Clerk said warrant for deposit in the fund from which the
amount was drawn.
The City Attorney reported upon the probability of eliminating the grade
sag in Rosecrans Avenue, between Inglewood- Redondo Road and Sepulveda
Boulevard, without expense to the City of E1 Segundo, provided adjoining
property owners will execute agreements relieving the City of E1 Segundo,
the City of Manhattan Beach and /or the County of Los Angeles from liability
in connection with any damage that may result from the elimination of said
grade sag.
UNFINISHED BUSINESS.
At this point discussion was had relative to the action the Council
might take respecting the preventing of dogs from running at large and it
was moved by Councilman Gerow, seconded by Councilman Binder, that the following
resolution be adopted:
"RESOLVED, that the City Council proceed to a determination
of whether to take action in accordance with the result of the
plebiscite recently had concerning dogs, or to disregard the
result of said plebiscite ".
The roll call upon the motion resulted as follows:
Ayes: Councilman Gerow and Mayor Binder.
Noes: Councilmen Hesser, Love and Selby.
Absent: Councilmen None.
Following the roll call the Mayor announced the motion was lost.

Moved by Councilman Love, seconded by Councilman Selby, that the purchase
of three 30 x 32 tires and two tubes at a cost of not to exceed $20.00, for use
on motor vehicle equipment of the Street Department of the City of El Segundo,
be and the same is hereby authorized. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Gerow, seconded by Councilman Love, that the meeting
adjourn. Carried.
