The minutes of the regular meeting held on the 12th day of
September, 1934, were read. No errors or omissions appearing, it
was moves. by Councilmah Love, seconded by Councilman Selby, that
the minutes be approved as read. Carried.

The following communications were read and disposed of as

lath, 1934, which .eras accompanied by Legislation Bulletin No. 1,
together with a form of-contract for the services of said organization
for the fiscal year 1934 -1935. Ordered filed.

September 17th, 1934, advising of the adoption by the Board of
Supervisors of a resolution declaring a portion of lthperial Highway
within the xx±d City of El Segundo a part of the County system of
highways and submitting a copy of said resolution for the information
of this Council. After consideration of the matter, Councilman
Selby introduced Ordinance No. 193 entitled:
AN ORDINANCE OF TRH; CITY OF EL SEGUNDO, Cl- :LIFO - NIA,
GRANT -ING CONSENT OF THE CITY COUNCIL OF SAID CITY FOR
THE IMPF_OVEKENT BY THE COUNTY OF LOS ANGELES OF A
CEFTAIN PORTION OF IMPERIAL HIGHWAY WITHIN SAID CITY
AS A PART OF THE COUNTY SYSTEM OF HIGHVTAYS,
which was read.
AUTOMOBILE CLUB OF SOUTHERN CkLIFORNIA, dated September 14th,
1934, calling attention to the condition of a portion of the`Coast
Highway within the City of E1 Segundo. The City Clerk advised
that upon receipt of said communication he made an investigation
which indicated that the highway referred to in the Automobile
Club's letter is within the City of Los Angeles and that he had
advised said Automobile Club to this effect. Thereupon by general
consent the communication was ordered filed.
ORAL C0YLVIUNICATIONS.
Mrs. James P. Hunt, representing the Womans Club, requested
permission to borrow certain municipal equipment September 27th,
upon which date said Club is to sponsor a festival at the Grand
Avenue Park for the purpose of raising a Student's Aid Fund. Moved
by Councilman Selby, seconded by Councilman Love, that E1 Segundo
Noman's Club be granted permission to use such chairs, portable
tables, electric wiring and other paraphernalia of the City of E1

Reporting pursuant to previous instruction of the Council, the
k ity Cleric advised having obtained prices on fire hose from Fabric Fire
Hose Company, Eureka Fire Hose Manufacturing Company and the American -
La France and Foamite Corporation, which said prices are in letter
form and on file in his office. Each of the bidders subzhitted
samples of their product, which were examined by the Council and the
Fire Chief.
Follo in- such examination and a consideration of the quotations
of the respective bidders, it was moved by Councilman Love, seconded
by Councilman Hesser, that the pur.chase,of 200 feet of 22?1 double jacket
Arcade brand, La France Goodyear fire 'hose, wax and gum treated, be and
the same is hereby authorized, at a cost of not to exceed $200.00 f.ob.

The City Treasurer drew the Co��c il?s attention to the fact that
the City is the ov,.ner .of one F''ourth"Liberty Loan Bond of a series
rihich has been called for redemption by the Secretary of the Treasury
of the United States and recuested the Council's instruction as to
disposit�o�. Moved by Councilman Love, seconded by Councilman Selby,
that the "City Clerk and the City `''Treasurer of the City of E1 Segundo
be and they are hereby authorized and directed to present to the proper
authorities at the proper time for redemption by United States Treasury
Liberty13ond No. B- 00434612, in accordance with notice of the advancement
of the maturity of said bond and. its redemption, as promulgated by the
United States Treasury Department. Carried by the following vote:
Ayes: Councilmen Hesser, Love, Selby and Mayor Binder.

Pursuant to previous instruction of the Council, the City Clerk
reported that it will cost $25.00 to move the Neon "El Segundo?? sign
from -its present location at Imperial Highway and Ing;le;-iood- Redondo Road
to �lmperial High:riay and 'Sepulveda Boulevard. Discussion followed this
report and it appearing that certain interested persons advocated the
purchase of a new Neon sign for erection at Imperial Highway and Sepulveda
Boulevard. and that the sign at Ares, =nt at Imperial Highway and Inglewood-
Redondo Road be not moved, the Clerk was instructed to obtain prices on
the construction and erection of a new sign at Imperial Highway and
Sepulveda Boulevard.
The City-Attorney., reporting in connection with'the judgment
rendered in the-Sepulveda Boulevard Condemnation action, read to the
Council a communication addressed to said. Body by Albert S. and Susan
A. Gough, Trustees, at the conclusion of which it was moved by
Councilman Selby, seconded by Councilman Love, that the following
resolution be adopted:
RESOLVED, that the offer of compromise of Albert
S. and Susan A."-Gough, Trustees, bearing date the 19th
day of September, 1934, with reference to the compromise
adjustment and payment of the judgment relating to

undoubtedly result in considerable expense to both the City
and to the undersigned by way of counsel fees, printing of
briefs, etc. etc.,, and of the further fact that a very con-
siderable delay would ensue in the ultimate settlement of
the,action in case of such an appeal.
In consideration of the foregoing premises, and
in further consideration of your making payment to us of the
sum hereinafter stated, within the time hereinafter limited,
vie hereby offer to compromise our said judgment for $17,565.80,
for the sum of $10,112.00, plus 7% interest thereon from the
9th day of October, 1933, to date of payment, provided that
such payment is made to us on or prior to the first day
of November, 1934. In the event this offer of compromise
is agreeable to you, we would be willing to accept at par

plus accrued interest to date of delivery, $5,000.00
par value of the bonds bearing interest at the rate of
6,% per annum, of Act of 1927 Municipal Improvement
District No. 1 of the City of El Segundo, California.
The bonds which we would be willing to so accept of said
issue are the following, to -wit:
Bond No. 4 for $1,000 maturing November 18, 1936;
Bond No. 14 for ,$1,000 maturinv November 18, 1937;
Bond No. 24 for $1,000 maturing November 18, 1938;
Bond No. 34 for $1,000 maturing November 18, 1939; and
Bond No. 44 for $1,000 maturing November 18, 1940,
it being understood that all matured interest coupons would
be clipped from said bonds before the sale or delivery
(as the case may be) of the said bonds to us, so that we
would only be required to adjust the accrued interest on
the current unmatured interest coupon on each bond..
.Ve would be willing to accomplish the purchase or
receipt by us of said bonds at par plus accrued interest
to date of delivery and apply the amount represented by
such par value and accrued interest upon said compromise
amount of $10,112.00, plus interest hereinabove stated, in
such manner as might be necessary in order to lawfully
accomplish such purchase or transfer.
In consideration of the payment to us of said sum of
$10,112.00 and interest allowing credit thereon of the
said bonds and accrued interest as above set forth,
within the time hereinabove stated, we will execute and
deliver to you a full and complete satisfaction of said
judgment, so far as we are concerned, and will consent
that final judgment of condemnation may be entered accordingly.
Trusting you will find it proper and convenient to
accept this offer of compromise which we have submitted
to our attorneys, Messrs. Leake and Leake, and which has
their approval as evidenced by their signatures hereto,
we remain,

State of California, at the office of said City
Clerk in the City Hall in the City of E1 Segundo,
California, until the hour of 7:15 o'clock P. M.
on the 3rd day of October, 1934, for the purchase
of 05, 000.00 of bonds of Act of 1927 Municipal
Improvement District No. 1 of the City of E1 Segundo.
Said bonds will be five in number, of the denomina-
tion of $1,000.00 each and dated November 18, 1931.
Said bonds so to be sold shall mature as follows:
✓Bond No. 4 for $1,000 maturing November 18, 1936,
Bond No. 14 for $1,000 maturing November 18, 1937,
Bond No. 24 for $1,000 maturing November 18, 1938,
Bond No. 34 for $1,000 maturing November 18, 1939,
Bond No. 44 for $1,000 maturing November 18, 1940.
Said bonds shall bear interest at the rate of six per
cent (6f) per annum, payable semi - annually. All interest
coupons which have matured on said bonds prior to the
date of delivery thereof, will be removed, and accrued
interest need only be adjusted upon the then current
interest coupon of each of said bonds.
Said bonds are issued pursuant to an act entitled,
"An Act to provide for the formation of districts within
municipalities for the acquisition or construction of
public improvements, works and public utilities; for the
issuance, sale and payment of bonds of such districts to
meet the costs of such improvements, and for the
acquisition or construction of such improvements ",
approved May 24, 1937, as amended, as same existed
immediately prior to the repeal thereof.
Each proposal must be accompanied by a certified
check drawn upon so=me res-?onsible bank of the State of
California and payable to the City Treasurer of the City
of El Segundo in the sum of three per cent (3%) of the
amount of bonds bid upon as a guarantee that the bidder
will purchase and pay for said bonds in accordance with
his proposal in the event that such bid is accepted.
The City Council of the City of El Segundo re-
serves the right to reject any and all bids.
The City of E1 Segundo will furnish at its own
expense the opinion of Messrs. O'Melveny, Tuller and Myers,
attorneys, as to the validity of said bonds.

be and the same is hereby ordered drawn on the Act of
1927 Municipal Improvement District No. 1 Fund of the
City of El Segundo, California, payable to the order of
L. E. Lampton, Clerk of the Superior Court of Los Angeles
County, California; and
BE IT FURTHER RESOLVED, that the said warrant
properly executed by the proper officials of said City
shall be by the City Attorney delivered to said L. E.
Lampton as a deposit in addition to the deposit hereto-
fore made in that certain action in the Superior Court
of the State of CalWornia in and for the County of Los
Angeles, entitled, 'City�f El Segundo, a municipal
corporation vs. Silas T. Brock, et al. ", and which bears
Nunber 357,580 in said Court; and
BE IT FURTHER RESOLVED, that said'_Clerk of said
Superior Court, be and he is hereby authorized and in-
structed to pay out of the moneys heretofore and hereby
ordered deposited with him and which may hereafter be
deposited with him, the full amounts of the respective
awards made in the interlocutory judgment, rendered,
filed and entered in said action, and which is now of
record in Book 895, at page 32 of Judgments on file in
the office of said Clerk of said Superior Court, for the
respective parcels of land referred to in said Inter-
locutory Judgment, with the exception only of the awards
made in the cases of Parcels 23 and 23 -A described in the
complaint in said action and referred to in said Inter-
locutory Judgment, and that with reference to said parcels
said Clerk of said Court shall pay to the persons lawfully
entitled to receive same, for a full and complete satis-
faction of said Judgment as to such parcels, the sum of
$102112.00- plus accrued interest thereon and court costs,
as provided by law, and no more; and
BE IT FURTHER RESOLVED, that upon payment out of
said deposits of all of the amounts hereinabove referred to,
that said Clerk shall cause to be returned and refunded to
said City of E1 Segundo, any and all amounts which may
thereafter remain in his possession and which are no longer
needed in order to satisfy awards made in said judgment.

use of theiCity Hall,'Auditorium, Tuesday evening, October 2nd,
1934, for the purpose of conducting a public meeting to discuss
the Toi.-msend Old Age Revolving Pension plan be and the same is hereby
granted, no charge to be made for such use. Carried.
Moved by Councilman Selby, seconded by Councilman Love, that the
following resolution be adopted:
V=REAS,-there will be held'in the City of Pasadena,
California, commencing on the 24th day ppf� September,
1934, the 36th Annual Con, °ention of the"League of Cal-
ifornia Municipalities; and
WHEREAS, the City of E1 Segundo, California, is a
member of said League and as such is entitled to re-
presentation At said Convention and to vote upon the
various matters and Questions which will there be submitted
for consideration and action;

NOW THEREFORE, BE IT RESOLVED, that the following
persons in the respective order hereinafter set forth
be and they are hereby designated respectively as the
official accredited representatives of the City of El
Segundo, California, at said Convention and said persons
in the order named, shall have the right and authority
to speak for said City and to vote in its behalf on any
and all matters, questions, propositions, resolutions and
actions which may be submitted to said Convention for
discussion and action.
Said accredited representatives are hereby named and
designated as follows, to -Wit:
