A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. I. on the
above date, in the Council Chamber of the City Hall of said City,
by Peter E. Binder, Mayor.

Councilmen Present: Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: Gerow.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 5th day of
September, 1934, were read. No errors or omissions appearing,
it was moved by Councilman Love, seconded by Councilman Selby,
that the minutes be approved as read. Carried.
t'VRITTEN C012VIT NICATIONS.
The following communications were read and disposed of as
indicated:
H. C. SMILEY, District Health Officer, dated September 6th,
1934, being a report of the activities of the `Los Angeles County
Health Department within the City of El Segundo during the
month of July, 1934. Ordered filed.
HOMER N. SNOOK, Inglewood, California, dated September 12th,
1934, requesting the Council to consider thepainting of white
traffic lines on'Sepulveda Boulevard. The communication was
ordered filed and the Clerk requested to advise the writer
that the proposed work has been ordered done.
LOS ANGELES COUNTY LEAGE OF 117JNICIPALITIES, dated September
10th, 1934, being a call for the 44th Monthly Meeting, to be
held at Hawthorne, California, September 20th, 1934. Ordered filed.
GORDON WHITNALL. dated August 31st, 1934, submitting information
concerning the municipal exhibit at the League of California
Municipalities Convention, to be held at Pasadena, September
24th to 27th, 1934. Ordered filed.
Councilman Gerow appeared at this time, the hour being 7:07
P. % , and he immedi4tely took his seat at the Council table.
ORAL CO `ICTNICATIONS.
Mr. Ralph M. Converse addressed the Council relative to pro-
viding ways and means for the transportation of seamen from the
Standard Oil Company tankers, which dock at El Segundo. After
considerable discussion, it was moved by Councilman Gerow,
seconded by Councilman Messer, that the following resolution be
adooted:
t1 WHEREAS, Ralph M. Converse, on behalf of himself
and other business men of the City of El Segundo, has
requested that the City cooperate in making provision
for transportation between El Segundo wharf and the
business section of said City for persons using said
wharf as a point of embarking and disembarking from
vessels arriving and leaving thereat; and -

WHEREAS, this Council feels that said service
would fill a definite need, as there is no other
organization, in the opinion of said Council, which
adequately renders said service during the times when
same is required;
NOW THEREFORE, BE IT RESOUIED, that said Council
does hereby express its willingness and decision to
cooperate with the merchants of the community in the
said matter so far as reasonably possible, and to
that end doffs hereby respectfully suggest to said
merchants, through their said spokesman, Ralph M.
"Converse, that they suggest to this Council some de-
finite plan whereby such service may be rendered and
if agreeable, to said Council, said Council will be
disposed to grant the necessary permit on the part of
said City, for the establishment of said service and
will cooperate in the matter of securing permission
therefor from any other governmental body or agency
as may be necessary in relation thereto ".
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
Mr. H. A. Crowell addressed the Council relative to the
erection of a sign at Sepulveda Boulevard and Imperial Highway.
T,Ir. C. E. Kenney addressed the Council relative to the
same matter, advising that he had deposited with the City Clerk
an estimate of the cost of constructing a 6 x S metal sign,
with wooden frame, which said estimate had been prepared by
Larry R. Schuler, 300 East Maple Avenue, El Segundo.
The Council advised the gentlemen that the matter would
be given consideration later during the meeting.

REPORTS OF STANDING CO11MITTEES.
REPORTS OF OFFICERS AND SPECIAL CO!aITTEES.
Mr. J. A. Macdonald, Assistant Street Superintendent,
reported that work in the Street Department is progressing
satisfactorily and asked authority to purchase rock and oil
necessary for the improvement of Hillcrest Street within the
City of El Segundo.
Moved by Mayor Binder that the Street Superintendent of
the City of E1 Segundo be authorized and instructed to cause
Hillcrest Street, between Imperial Highway and Palm Avenue, to
be improved with rock and oil and that the purchase of the
rock and oil necessary therefor at a cost not to exceed $500.00
be authorized. The motion was lost for want of a second.
The City Attorney reported having conferred with a Mr.
Bosworth, Manager of the Pictorial Review Magazine, at Los
An eles, who advised that a`refund of $2.00, representing the
sum paid for a subscription to said maga zine, by her minor
son, would be returned to Mrs. C. P. Grabill.
Captain J. A. Ci=ings of the Police Department and Mr.
I. N. Sumner of the Water Department, each reported that every-
thing is satisfactory in their respective departments.

Moved by Councilman Love, seconded by Councilman Selby, that
the demands be allowed and warrants drawn on and paid out of the
respective funds covering the same. Carried by the following vote:
Ayes: Councilmen Gex -oir, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
NEW BUSINESS.
Moved by Councilman Selby, seconded by Councilman Love, that
permission be granted Stafford Thurman, to use the City Hall
Auditorium, September 21st, 1934, for the purpose of giving a
dance, provided that some adult file a letter with the City Clerk
agreeing to assume responsibility for and supervision of the said
dance, and provided further- that the rental charge of $2.50 be
paid in advance to the City Clerk. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
Moved by Councilman Love, seconded by Councilman Gerow, that
the "Altar Society of St. Anthony's Catholic Church be granted
permission to use the City Hall Auditorium on the evening of
September 29th, 1934, for the purpose of giving a benefit card
party. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
Moved by Councilman Love, seconded by Councilman Selby, that
$20,000/50,000 limits Public Liability Insurance and $5000.00
limit Property Damage insurance be procured through the E1 Segundo
agent of Pacific Indemnity Company, covering the motor vehicles,
trailers and road roller of the City of E1 Segundo, same to become
effective on the expiration dates of current policies covering
the said equipment. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None,
Absent: Councilmen None.
By general consent the Council authorized the writing of a
service letter for H. McMillan, formerly employed by the City of
E1 Segundo.
Moved by Councilman Gerow, seconded by Councilman Hesser, that
the City Clergy: be directed to procure prices on four lengths of
22" fire hose for the Fire Department of the City of E1 Segundo.

Considering the rea_uest of C. E. Kenney and H. A.
Crowell relative to the erection of an "El Segundo" sign at
Sepulveda Boulevard and Imperial Highway, it was suggested by
Councilman Gerow, that the neon sign at present located at
Imperial Highway and Redondo Boulevard be moved to the location
first herein mentioned.

that the City Clerk be authorized and directed to procure
prices on the moving of the city's neon traffic direction sign
from Imperial Highway and Inglewood - Redondo Road to Imperial
Highway and Sepulveda Boulevard. Carried.
Moved by Councilman Binder, seconded by Councilman Love,
that the Street Superintendent of the City of El Segundo be
authorized and directed to prepare holes for the planting of
trees on Main Street within the City of E1 Segundo. Carried by
the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmeh None.
Absent: Councilmen None.
No further business appearing to be transacted at this meeting,
it was moved by Councilman Selby, seconded by Councilman Hesser,
that the meeting adjourn. Carried.
