October 24th2 1934.
A regular meeting of the City"Council of the City of E1 Segundo, California,
was called to order at 7:00 o'clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder.
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MFETING.
The minutes of the regular meeting held on the 17th day of October, 1954"
were read. No errors'or omissions appearing, it was moved by Councilman
Love, seconded by Councilman Gerow, that the minutes be approved as read.
Carried.
WRITTEN COLUNDTICATIONS.
_ The following communications were read and disposed of as indicated:
'DUNK- F.ARBISON COMPANY, dated October 19th, 1934, inquiring if the City
of El Segundo would be interested in purchasing certain bonds of Lateral
Sewerage District No. 1 of said City, in amount of $500.00, which a client
of said Company's wishes to dispose of. Moved by Councilman Selby,
seconded by Councilman Love, that the letter be received and placed on file,
and the City Clerk instructed to write said Company, advising that in the
opinion of this Council the City would not be interested in retiring said
bonds at this time, but that the City Treasurer of the City of E1 Segundo
is the proper official to contact in the matter. Carried.
AMERICAN LEGION AUXILIARY, EL SEGUNDO UNIT NO. 38, advising that
this is Old Glory Week, ending with Navy Day on Saturday, October 27th,
and requesting that the City flags be displayed on Navy Day. Moved by
Councilman Gerow, seconded by Councilman Hesser, that the Street Superin-
tendent be and he is hereby instructed to have the City flags displayed
on Navy Day, October 27th, 1.934. Carried.
EDWARD CARL HARRIS, District Manager, Artisan Lodge, being' +an application
on behalf of the E1 Segundo Artisan Lodge to rent the City Ha11jAuditorium
of the City of El Segundo on the 2nd and 4th Fridays of each month. Moved by
Councilman Hesser, seconded by Councilman Gerow, that the following resolution
be adopted:
RESOLVED, that until the further order of this Council, El
Segundo artisan Lodge be and it is hereby granted permission to use
the City Hall Auditorium on the 2nd and 4th Fridays of each month;
that the tenancy hereby granted shall be on a month to month basis
commencing on the 9th day of November, 1934, and the City Council
of the City of E1 Segundo hereby reserves the right to terminate said
tenancy at any time in its discretion without notice, without cause
and without liability;
AND BE IT FURTHER -FMOLVED, that the rental shall be the sum of
07.50 per month, payable in advance at the office of the City Clerk
in the City Hall of said City.

BETTER HOUSIFG DIVISION OF THE NATIONAL EAFRGENCY COUNCIL L dated October
20th, 1934, advising that a meeting of Industrial Executives, Chambers of
Commerce and City Officials has been arranged for Friday, October 26th, at
the Ambassador Hotel, Los Angeles, in connection with the Better Housing
Program, and requesting that this City have representatives present at said
meeting. The Council were of the opinion that this program is one of
interest and benefit to the entire community and Councilmen Gerow and Hesser
stated they would attend said meeting, and the"dity Engineer Pas instructed
to be present. Other members of the Council stated they would attend the
meeting if possible to do so.

REPORTS OF STANDING COMMITTEES.
REPORTS OF OFFICERS AND SPECIAL CWvgAITTEES.
The City Treasurer reported that in order to pay interest coupons _hich
fall due November 18th, 1934, on Municipal Improvement District No. 1 Bonds of
the City of El Segundo, it will be necessary to transfer $1385.00 from the
General Fund to Municipal Improvement District No. 1 Bond Interest and Redemption
Fund. It was thereupon moved by Councilman Selby, seconded Us Councilman
Love , that if and when the amount is available in the General Fund of the,City
of E1 Segundo, the City Clerk and the City Treasurer �f said City are hereby
authorized and directed to transfer from the General Fund of said City the sum
of 11385.00 to the "et of 1927 Municipal Improvement District No. 1 Bond Interest
and Redemption Fund. Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
The City Engineer reported receipt of a letter from `'!r. E. C. Johnson,
Chief -v'ngineer, Pacific Electric Railway Company, which letter advised that
the cost of materials and labor to install one additional 8 -volt 14agnetic
Type Automatic Flagman and changes in flood lights at the Standard Oil spur
track on Sepulveda Boulevard would be $370.00, and approximate annual maintenance
cost of said Automatic Flagman would be $36.00. Said letter further advised
that as soon as the proposition is approved by all concerned, the necessary
agreement would be prepare3. Inasmuch as it is anticipated that a large portion
of the cost of installinS the additional wigwag at this point will be paid for
by the Division of Highways of the State of California out of gasoline tax monies,
and the Council feeling that said wigwag is nn,ec_essary for the protection of
persons and property, by,general consent the `C'ity Engineer w--s directed to
address a letter to the t'Pacific Electric Railway Company, aivin;.- consent on the
Dart of the City of El Segundo to said Pacific Electric Railway Company to prepare the
necessakA;L or t. in 4alling on additional 8 -volt .1dagnetic Type Automatic Flagman
wt the easterly end of the spur track crossing of the Standard Oil Company
on Sepulveda Boulevard.

Moved by Councilman Gerow, seconded by Councilman Love, that the following
resolution be adopted:
RESOLVED, that R. T. Hutchins, City Engineer of the City of
El Segundo,* California, be and he is hereby a?atho'rized and empowered
to sign and file,.on behalf of said City, anVapplication to the
L7tate Emergency Relief Admini -stration for a project to be known as
El Segundo Master Plan Street Denteir Line Survey, No. 1, to establish
the line of all existing streets and improvements, and to include
the bench levels, where necessary, on curbs and sidewalks, locating
of all sewers, water lines, fire hydrants, lighting poles, the width
and character of all city pavements and walks, together with maps

and indexes of same, with full authority to accept and
agree to, on behalf of the City of El Segundo, the
conditions as set forth in the application.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Boes: Councilmen None.
Absent: Councilmen None.
By general consent the Street Superintendent was instructed to have
trees trimmed throughout the City where it is deemed necessary.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Gerow, seconded by Councilman Love, that the meeting
adjourn. Carried.
