A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 7:00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Hesser, Love and Mayor Binder.
Councilmen Absent: Gerow and Selby.
READING OF MINUTES OF PREVICUS MEETING.
The minutes of the regular meeting held on the 3rd day of October,
1934, were read. No errors or omissions appearing, it was moved by
Councilman Love, seconded by Councilman Hesser, that the minutes be
approved as read. Carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as indicated:
HERMOSA BEACH "CHAMBER OF CO'10MCE, dated October 5th, 1934, inviting
members of the Council, their wi ves and friends, to attend the annual
meeting of the Hermosa Beach Chamber of Commerce to be held at the Surf and
Sand Club, Hermosa Beach, 6:30 P. M., October 10th, 1934, at which said
meeting his Excellency Frank F. Merriam, Governor of the State of California,
will be the guest speaker. Ordered filed.
)- INGLEP]OOD HUMANE SOCIETY, INC., dated October 9th, 1934, asking the
Council's consent to a change in the found master and the location of the
animal shelter. Moved by Councilman Love, seconded by Councilman Hesser,
that the following resolution be adopted:
SAS, Inglewood Humane Society, Inc., has filed with
the City Council of the City of E1 Segundo, California, its
written communication and request in Words and figures as follows:
"City Council
El Segundo, California
Gentlemen:
It appears to be necessary in order
for us to carry on our Humane work in your city,
to make some vital changes, and ask at this time
if you will allow us to place Messrs. F. C. Coburn
as Pbundmaster, and C. F. Brown as Deputy Pound -
master in lieu of Doyle V. Davison, the present
incumbent, also to discontinue'the shelter at 3301
Pacific Ave. Manhattan Beach, and conduct this work
from the Inglewood Shelter.
If you will co- operate with us in this
matter, I can assure you that we will* be able to give
you better service than you -have received in the past,
inasmuch as we will make one trip daily to your city
to do the necessary work, and will be subject to
emergency calls at all times.

AND WHEREAS, under the provisions of numbered paragraphs
3 and 4 of the existing "Agreement for Public Pound Service ",
bearing date the 30th day of March, 1934, between the said
City of E1 Segundo and said Inglewood Humane Society, Inc.,
the consent and agreement of the City of E1 Segundo to any
change in the person to perform the function of poundmaster
for said contractor and also to any change in the location of
the public pound referred to in said contract is required
before any such change or changes become effective;
AND WHEREAS, the Council feels under existing conditions
that the request of said Inglewood Humane Society, Inc. is
reasonable and that same should be granted;
NOT; THEREFORE, BE IT RESOLVED, that the City Council of
the City of E1 Segundo, California, does hereby consent and
agree as follows, to wit:
1. That on and after the ll.th day of October, 1934,
the person to perform the functions of poundmaster for said
Inglewood Humane Society, Inc. and as an employee of said
contractor until otherwise agreed in writing shall be F. C.
Coburn, and further that C. F. Brown may perform similar duties
as Deputy Poundmaster, and said last mentioned persons are
hereby respectively designated, named and appointed as such
in view of the corporate character of the contractor.
2, That until otherwise agreed in writing by the parties
to said contract, the public pound to be furnished by said
contractor will be located at No. 615 West Hyde Park Blvd., in
the City of Inglewood, California.
3. That in all other respects said contract shall remain
in full force and effect in accordance with its terms as herein -
above modified for the remainder of the period thereof.
4. That a certified copy of this resolution furnished to
said contractor shall constitute the written agreement on the
part of said City consenting to the changes hereinabove indicated."
The foregoing resolution was adopted by the following vote:

Absent: Councilmen Gerow and Selby.
H. C. SMILEY, M. D., District Health Officer, dated October 3rd, 1934,
reporting upon the activities of his Department within the City of El Segundo,
as Health Officer of sad City during the month of August, 1934. Ordered filed.
FRANCHISE INVESTIGATION ASSOCIATION, dated October 5th, 1934, inquiring
if the Council would be interested in an arrangement in conjunction with
other municipalities whereby information relating to the status of persons,
firms and corporations using and occupying public streets and highways
with respect to franchise tolls would be obtained. Ordered filed.
REPORTS OF OFFICERS AND SPECIAL CO!tUETTEES.
The City Clerk reported that Mr. J. S. Thurman had made a telephonic
request that his son be permitted to use the City Hall Auditorium on the
evening of October 12, 1934, for the purpose of holding a dance, stating that
he would assume responsibility for the same. The City Clerk advised also
that he had been informed that Mr. Lyle Balmer likewise had indicated a
will ing ness to sponsor the undertaking. It was thereupon moved by Councilman
Hesser, seconded by Councilman Love, that the use of the City Hall
Auditorium for the purpose of holding a public dance October 12th, 19340
under the direction of Stafford Thurman, be and the same is hereby granted,
subject to the advance palment to the City Clerk of the sum of $2.50
rental, provided, however, that the permission herein granted is subject
to the filing of a communication with the City Clerk by either J. S. Thurmond
or Lyle Balmer, indicating the assumption by either or both named persons
of responsibility for the holding of said dance. Carried.

The City Attorney reported that all moneys required to be deposited
have been deposited with the Clerk of the Superior Court of Los Angeles
County for use in connection with the Arizona Drive (Sepulveda Boulevard)
condemnation action and that some of the defendants have been paid the awards
which were allowed them by the Court.
Thetity Clerk reported that it became necessary for him to order
printed five Act of 1927 Municipal Improvement District No. 1 Bonds in
order to make delivery to A. S. Gough of the bonds of said District sold to
him by resolution of the City Council adopted October 3rd, 1934. It
was thereupon moved by Councilman Binder, seconded by Councilman Love,
that the action of the City Clerk in ordering five �6onds of Act of 1927
Municipal Improvement District No. 1 of the City of El Segundo printed
be and the same is hereby approved, ratified and confirmed. Carried by the
following vote:
Ayes: Councilmen Hesser, Love and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen Gerow and Selby.
PAYING BILLS.
The demand Of Ira E. Escobar in amount of $386.88, drawn on the
General Fund of the City of E1 Segundo, having had the approval of the
Committee on Finance and Records, it was moved by Councilman Love,
seconded by Councilman Hesser, that the demand of Ira E. Escobar in
amount of $586.88 be allowed and a w'ia.rrant drawn on and paid out of the
General Fund of said City covering the same. Carried by the following
vote:
Ayes: Councilmen Hesser, Love and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen Gerow and Selby.
NEff BUSINESS.
Moved by Councilman Love, seconded by Councilman Hesser, that
Charles LaFontaine be and he is hereby granted permission to use the
City Hall,luditorium on the evening of October 26th, for the purpose of
holding a meeting to discuss the Townsend Old Age Revolving Pension
Plan, no charge to be made for such use. Carried.
No further business appearing to be transacted at this meeting, it
was moved by Councilman Love, seconded by Councilman Hesser, that the
meeting adjourn. Carried.
