A regular meeting of the City Council of the City of -1 Segundo, California,
was called to order at 7:00 o'clock P. K. on the above date; in the council
Chamber of the City Hall of said City, by Peter Binder, :.:ayor.

Councilmen Present: Uerow, Hesser, Love, Selby and L:ayor Binder.

The minutes of the regular meeting held on the 28th dad* of lebruary, 1934,
were read. No errors or omissions appearing, it was moved by councilman
belby, seconded by Councilman .Serow, that the minutes be approved as read.

California, npril "2nd to 7th, incl. 1934, and =in- the City to take memberships

L1 Segundo to accept the dedication of certain streets in the j. ti. Fisher
Subdivision, as set forth on map shoring the property involved, which map was
enclosed with said letter.
:.r. r•. S. Iiadletz, one of the Co=issioners appointed by the Court in the
settlement of the estate interested, addressed the Council at some length with
reference to the Council accepting for dedication as public streets the parcels
set forth on the said map of J, li, Fisher Subdivison.
after some discussion with reference to the matter, and while said matter
was pending before the council, the Layor, on request of Councilman uerow,
declared a recess of the meeting for ten minutes. 'rhe Council thereupon want
into executive session, the hour being 7:50 o'clock P. : -. At 8:00 o'clock
P. I.:. the Council reconvened, with the following members present: Councilmen
:xerow, Hesser, Love, Selby and t.:ayor Hinder.
The i;:ayor called the Council to order and the City Attorney thereupon stated
to Lx. i.adletz that the Council had carefully considered the dedication as
indicated, but that the Council did not feel the same was sufficiently complete
to solve t::e street problem in the area involved in its present form. it was
suggested that ::.r. !:adletz and his clients should give further consideration to
the matter and present to the council for its further deliberation, a plan which
would indicate a solution of all of ti:e street dedication problems involved in
the particular area, which was under discussion.

The Deputy City Clerk advised that the Church of the Latter Day 5 aints, to whom
permission to use the City Ball Auditorium on the evening of Larch 16th, 1934, had
been granted by the City Council at its meeting held on February 28th, 1934, did not
nor; desire to use said Auditorium on said date, and by general consent the permission
heretofore granted for such use was withdrawn.
The Deputy City Clerk advised that ir. John Shaffer, on behalf of the "'riot Spots
of Ryt1&' , to whom permission had been granted to use the City Hall Auditorium on
the evenings of Larch 23rd, April 6th and 20th, 1934, by the City Council at its
re-ul ar meeting held February 14th, 1934, had requested that permission to use the
Auditorium on said dates be cancelled, and that they be granted permission to rent
the City Hall Auditorium on the evenings of Larch 24th, April 7th and 21st, L:ay 12th
and 26th, 1934, for the purpose of holding public dances.
Following consideration of the matter, it was moved by Councilman Love, seconded
by Councilman Gerow, that the following resolution be adopted:
V- F -RFJ%S, at its regular meeting held February 14th, 1934, the City
Council of the City of E1 Segundo granted permission to the - "Hot Spots
of Rythm" to rent the-City Hall Auditorium on-the-evenincs of I::arch
23rd, April 6th and April 20th, 1934 -for the purpose of holding public
dances; and
- 1WREAS, said "Hot Spots of Rythm!v has requested that such permission
be cancelled, and that said organization be granted permission to use
said Auditorium on the evenings of March 24th, April 7th and 21st, May
12th and 26th, 1934, for the purpose -of holding public dances;
NO'id Tn. FOR , IT RESOLVED, that the "Hot Spots of Bytbm ", sponsored
by :.:r. and Lars. J. Hoefle, Mrs. F. G. I..andaville and Mir. and L:rs. A.
.L. 3almer, be granted the use of the -City Hall Auditorium on the evenings
of Larch 24th, April 7th and 21st, May 12th and 26th, 1934, for the purpose
of holding public dances, provided that a rental charge of 42.50 per
night be paid in advance of the holding of each of said dances, and
provided further, that said dances be conducted in an orderly manner, and
that the permit hereby granted may be revoked by this Council at any time

granted "Hot Spots of Rythm" to use said Auditorium on the evenings of I.:arch
Carried by the following vote: 24th, April 6th and 20th, 193=, be and the same is
hereby- cancelled.

The City Attorney reported that the point at which it is desired to take delivery
of the crushed rock, notice to bidders on which was published in the E1 Segundo Herald
on March 2nd, 1934, is different from that set forth in said notice, and that he
had talked with the City Clerk regarding same, and that the City Clerk had corrected
the location of point of delivery in said notice and had ordered publication of such
corrected notice in the El Segundo Herald on March 9th and 16th, 1934, respectively;
whereupon it was moved by Councilman Love, seconded by Councilman Selby, that the
following resolution be adopted:
RESOLVED, that the action of the City Clerk in correcting the
location of delivery in the Notice to 3idders on Crushed Rock, which
appeared in the March 2nd, 1934, issue of B1 Segundo Herald, and the
ordering of the republication of said notice as thus corrected, for
two successive issues, be and the same is hereby approved.
Carried by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
The City Attorney advised that in his opinion in order to fully comply with
all the requirements of the law respecting elections in Sixth Class cities, a separate
notice should be published in connection with the publication of Resolution No. 303,
immediately following the same and as a part thereof, that such notice, in
conjunction with said Resolution No. 303, should be published two times and that
this would necessitate the publication of Resolution No. 303 one additional time.

It was thereupon moved by Councilman Love, seconded by Councilman Hesser,
that the City Clerk be and he is hereby authorized to have published in the
E1 Segundo Herald one additional time Resolution No. 303 calling and giving notice
of the holding of a general municipal election within the City of El Segundo,
said publication to be in the March 16th, 1934 issue of said newspaper. Carried
by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selby and Mayor Binder.
Noes: Councilmen None.

The following demands, having had the approval of the Committee on Finance

be allowed and warrants drawn on and paid out of the respective funds covering
the same. Carried by the following vote:

The Water Superintendent stated he had received a telephone call from Mr.
Herbert Lapham, Land Agent of the Atchison, Topeka & Santa Fe Railway Company,
also a written communication from Mr. Conroy of said Company, both making inquiry
as to whether or not the City of 1� 1 Segundo would be willing to lay an 8" water line
from the present terminus of the 10" line in the east acreage of said City to
the Santa Fe Right -of -way at J= Lairport; that said Company expected shipment
of 100 carloads of vegetables from said point during the coming season if water
could be furnished in sufficient quantity.
The Council did not feel that so large a line was needed at this point
at this time, but were disposed to consider the laying of a 2" line if this
would be satisfactory to the Atchison, Topeka w Santa Fe Railway Company, and
by general consent the grater Superintendent was instructed to contact said Company
and ascertain if a 2" water line at said location would be sufficient for its
present requirements and to report back to this Council.
The City Engineer stated that L-:r. Clarence Lee had advised that
a "March of Values" would be held by the merchants of it Segundo on March 23rd
and 24th, 1934, and requested that the flags be displayed in the business
district on said dates. It was thereupon moved by Councilmen Gerow, seconded
by Councilman Selby, that the City 7ngineer be and he is hereby instructed to
cause the flags belonging to the City of E1 Segundo, to be placed in usual
manner in the business district of said City on i,Iarch 23rd and 24th, 1934.
