1934 JUN 04 CC MINM, -21 E1 Segundo, California. June 4th, 1934. An adjourned regular meeting of the City Council of the City of E1 Segundo, California, was called to order at 4:15 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, Mayor. ROLL CALL. Councilmen Present: Hesser, Selby and :.Iayor Binder. Councilmen Absent: Gerow and Love. Moved by Councilman Selby, seconded by Councilman Hesser, that the regular order of business be dispensed with. Carried. The City Clerk reported that Mr. S. Shigenaka had requested permission to construct a culvert under Duley Road for the purpose of conveying water from the ranch of George A. Johnson to the former's gardens westerly of said Duley Road. Moved by Councilman Binder, seconded by Councilman Hesser, that Mr. S. Shigenaka be and he is hereby granted permission to construct a culvert under Duley Road at such point as may be approved by the Street Superintendent of the City of E1 Segundo, provided said work is prosecuted and completed to the satisfaction of said Street Superintendent. Carried. Moved by Councilman Selby, seconded by Councilman Hesser, that the following resolution be adopted: "WHEREAS, the Chief of Police of the City of E1 Segundo has reported to this Council that.in his opinion an emergency exists within-the City of E1 Segundo, in that certain ocean going vessels frequently load and unload cargoes at or adjacent to the wharf of Standard Oil Company of California within said City, and that due to certain labor troubles existent.at the present time, conditions may arise which might affect the public peace, health and safety of said City and that, therefore, the regular police officers of the City of E1 Segundo have been requested to and have performed overtime services to such an extent that it is impracticable -to take such over -time off duty, as provided in Section 7 of Resolution No. 298 of the City Council of -the City of E1 Segundo, which fixes the hours of employment and the rates of compensation to -be paid certain officers and employees of the City of E1 Segundo; NOW THEREFORE, BE IT RESOLVED, that such regular police officers of the City of El Segundo, as may be designated by the Chief of Police of said City to perform over time services for said City and do actually perform the same, during any part of the months of May and /or dune, 1934, be compensated at their usual and customary rates of pay for such over -time services as they may actually perform during not to exceed eight hours in any one calendar day, and that for such over- time service as may-exceed eight hours in any one calendar day, such officers be compensated -at the rate of one and one -half . times their usual rate,.provided that-payroll records respecting any such over -time be certified as correct by said Chief of Police; and 3E IT FURTHER RESOLVED, -that by reason of the emergency hereinbefore referred to and-during the months of May and June, 1934, the provisions of Section 7 of said Resolution No. 298 of . this City Council be suspended and declared inoperative as to such overtime." 22 -I\- The foregoing resolution was adopted by the following vote: Ayes: Councilmen Hesser, Selby and Mayor Binder. Noes: Councilmen None. Absent: Councilmen Gerow and Love. The City Engineer submitted a statement of cost of the work performed by Southern California Edison Company Ltd* in relocating its lines on Arizona Drive, such relocation being made necessary by the improvement of said Street, and said Engineer recommended that payment be made of the sum demanded. It appearing that the amount conforms with that set forth in that certain agreement made the 3rd day of November, 1933, by and between Southern California Edison Company Ltd. and the City of El Segundo, providing for the payment to said Southern California Edison Company Ltd. of the sum of $1650.00 upon the com- pletion of the work of relocating certain lines of said Company, and it appearing from the report of the City Engineer.of the City of E1 Segundo, filed with this Council this date, that all of said work has been completed in a satisfactory manner, and said Engineer having recommended payment to said Company of the said $1650.00, it was moved by Councilman Selby, seconded by Councilman Hesser, that the City Clerk of the City of El Segundo be and he is hereby authorized and instructed, on behalf of the City of E1 Segundo, to forward copy, in triplicate, of said statement of cost of work performed by Southern California E dipon Company Ltd* in relocating its lines on Arizona Drive, to the Department of Public Works, Division of Highways of the State of California, at Los Angeles, and that demand be made upon said Department of Public Viorks for payment to the City of E1 Segundo of the sum of $1650.00, which said sum, when received, shall be used to reimburse said Southern California Edison Company Ltd. for its expenditures as herein referred to.
