A regular meeting of the City Council of the City of E1 Segundo,
California, was called to order at 9100 otolook P. M. on the above date,
in the Council Chamber of the City Hall of said City by Peter E• Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love, Selby and Mayor Binder,
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MEETINGS.
The minutes of the regular meeting held on the 17th day of January,
1934, were read. No errors or omissions appearing, it was moved by Councilman
Selby, seconded by Councilman Gerow, that the minutes be approved as read.
Carried.
The minutes of the regular meeting held on the 24th day of January,
19346 were read, without error or omission being noted, and were approvd
as read, VVOn motion of Councilman Selby, seconded by Councilm m Gerow,
ftlah carried.

MIS following communications were read and disposed of as indicated)
WALTER HYDE, BECRETARY, EL SNMdo Cooperative Workers, making applica-
tion for the employment of its truck in the doing of public works. Ordered
filed.
H. C. SMIEZY, M. D., District Health Officer, dated January 25th, 1934,
being a report of the activities of the County Health Department as Health
Officer of the City of E1 Segundo within said City, during the month of
December, 1933. Ordered filed.
FRAM L. SHAW, Mayor, City of Los Angeles, dated January 15th, 1934,
a mimeographed copy of a certain letter addressed by said llayyor to the
Honorable City Council of the City of Los Angeles respecting the proposed
consolidation of City and County Departments and Government simplification.
Ordered filed.
CHAS. W. DECKER, M., D., City Health Officer, City of Los Angeles,
dated January 18th, 1934, being a mimeographed copy of a letter addressed by
him to the Mayor and City Council of the City of Los Angeles, comenting upon
the Mayors letter of January 15th, respecting proposed consolidation of City
and County Departments and submitting additional data and recommendations,with
particular reference to the Health Departments of the City and the County.

LOS ANGELES CHAMBER OF COMMERCE, dated January 25th, 1934, a mimeographed
copy of a letter addressed by said organization to the City Council of the City
of Los angeles, urging caution and mature consideration in working out the
proposed consolidation of City and County governments in the City of Los Angeles.

FEDERAL CIVIL WORKS ADMINISTRATION, dated January 26th, 1934, being a
reply to the telegram of the Mayor, dated January 25th, 1934, which urged the
continuation of the C. We Aq program. Ordered filed.

REPORTS OF OFFICERS AND SPECIAL COMSI ; .
The Chief of Police announced the appointment of C. J. Fourman and F. C.
Hellworth, as Special Police Officers, and upon motion of Councilman Love,
seconded by Councilman Hesser, which carried unanimously, these appointments
were approved.
The City Engineer drew the Council's attention to an apparent
ambiguity in the description of a portion of a certain street vacated as
provided in Ordinance No. 136 of the City of Ell Segundo. After discussion,
it was moved by Councilman Selby, seconded by Councilman Love, that the
following resolution be adopted:
RESOLVED, that the City hngineer of the City of El Segundo
be and he is hereby authorized and instructed to furnish the
necessary data to the office of the City Attorney for the
purpose of enabling said City n ttorney to prepare instruments
to provide the diagonal connection of Oak Avenue at its inter-
section with Eucalyptus Drive within the City of El Segundo,
California; provided, however, that nothing herein contained
shall be construed as abridging, waiving or affecting any rights
which the City of El Segundo may have in and to the property
included within the boundaries of such diagonal connection.
The fore`oin,, resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Hesser, Love, Selb- and L:ayor Binder.
Noes: Councilmen Prone.
Absent: Councilmen None.
The City Attorney read to the Council a certain communication dated
., anuary 25th, 1934, which he had received from Lawler & Degnan, Attorneys,
Los dngeles, which referred to a certain agreement between the Standard
Oil lompany and the City of E1 Segundo, dated November 15th, 1933, wherein
the Standard Oil Company agreed to perform all actual work of constructing
a certain railroad crossing in connection with the improvement of•Sepulveda
Boulevard; advising that the Railroad Commission of the State of California,
in its Decision No. 26735, directed that the necessary work be performed by
Pacific Electric Railway Company and that to avoid any possible misunderstanding
or contention, the matter be cured by the adoption of an appropriate
resolution; whereupon it was moved by Councilman Selby, seconded by Councilman
Love, that the following resolution be adopted:
MIMEAS, on January 15th, 1934, the Railroad Commission
of the State of California issued its certain order, being
Decision No. 26735, upon Application No. 19251 of the City of
E1 Segundo, authorizing said City to construct a public road
known as Arizona Drive at grade across a certain spur track
serving Standard Oil Company of California's refinery at E1
Segundo; and,
ZiBMF�.S, while that certain agreement dated November 15,
1933, between Standard Oil Company of California and the City
of E1 Segundo contemplates that the work to be done thereunder
be performed by Standard Oil Company of California, the said
Railroad Commission order of January 15, 1934, provides that
Pacific Electric Railway Company shall perform all actual work
of constructing the said crossing,
i2N,SOLVED, that the City of E1 Segundo hereby-consents that
Standard Oil Company of California may arrange with Pacific
Electric Railway Company for the latter to perform the work of
reconstructing said crossing, in compliance, however, with the
requirements and specifications set forth in said Railroad
Commission's order of January 15, 1934; provided, that such
arrangement shall not be regarded as in any wise modifying the
respective rights and obligations of the City of El Segundo
and Standard Oil Company of California as set forth in their
said agreement of November 15, 1933.

The foregoing'resolution'was adopted by the following vote:
Ayes: Councilmen'Gerow, Hesser, Love, Selby and Mayor Binder.

The City Attorney reported that he had turned over to the City Clerk
this date check in the sum of $4.40, representing a refund received from
the Sheriff of San Francisco County in connection with monies advanced to
said Sheriff by the City Attorney of this City for serving certain legal
papers in connection with the Arizona Drive (Sepulveda Boulevard) Condennation
action.
The City Engineer reported having received certain quotations for the
laying of an oak floor in that certain municipally owned building located on
Lots 21 and 22, Block 57, E1 Segundo. No action taken other than to direct
the City Engineer to obtain prices upon the laying of a pine floor in said
building.
The City Engineer reported having received a communication from the
Engineering Department of the City of Los Angeles, acknowledging his telephonic
request for the painting of white traffic stripe on that portion of Imperial
iiighway lying easterly of Inglewood - Redondo Road within the City of Los
Angeles, as well as several other requests that this be done; advising further
that the width of the street r.:akes it a three -lane thoroughfare,Balling for the
painting of two white stripes, requiring the use of eighteen gallons of paint,
and that funds are not available in their budget at this time.
