A regular meeting of, the City Council of the City of El Segundo,
California, was called to order at 7.:00 o'clock P. Y. on the above date, in
the Council Uhamber of the Pity Hall,, of said City,, by the City Clerk, the
Layor being absent.
Councilman Gerow was unanimously chosen i.:ayor pro tern and he
immediately assumed the duties of the ILayor.

WRITTEN C0ILTNICATIONS.
The following communications were read and disposed of as indicated:
W LLLU,: i:. HDSHX? , President, Los, Angeles County League of Municipalities,
dated January 20th, 1934, announcing that Mr. F. A. Baughn is no longer
connected with the Los Angeles County League of Lunicipalities and that said
League is not sponsoring the movement for the formation of a Southern
Ualifornia League of Municipalities; also that Mr. George H. Cooper, Uity Clerk
of Signal Hill is now secretary of the Los Angeles County League. Ordered filed.
C. A. W-IM, Secretary, dated January. 12th, 1934, submitting list of
producers of crushed stone, etc., who are in compliance with the Industry's
code. Ordered filed.
LEAGUE OF CALIFO--UdIA 1.117:ICIPALIi ZS, dated January 18th, 1934,
outlining the present situation with respect to C. Yi. A. and P. W. A. programs,
recommending that telegrams urging the continuation of the.Civil Toorks
Administration be immediately forwarded to certain officials named in said
letter and advising also that the State Department of Public Works may concede
financial assistance out of gasoline tax funds for certain types of work
within municipalities, provided plans for such work are approved by the Division
of highways of the Department of Public Works of the State.
Moved by Councilman Selby, seconded by Councilman Hesser, that said
communication be received and filed and that the taayor be and he is hereby
authorized and directed to send telegrams to Honorable Franklin D. Roosevelt,
President of the United States; Honorable William Sibbs XcAdop and honorable
Hiram Johnson, United States Senators; Honorable John W. Dockweiler, Congressman
and to Barry Hopkins, Administrator, Civil Works Administration, requesting the
continuance and expansion of the C. To. A. program, so as to provide additional
work for the unemployed. Uarried by the following vote:

applying for permit to lay certain pipe lines in a certain portion of
Sepulveda Boulevard within the Uity of S1 Segundo as outlined in said letter
and as delineated upon that certain Blue Print No. N 4320 -A, dated January
23rd, 19341, attached to said communication,
Moved by Councilman Selby, seconded by Councilman Hesser, that the
following resolution be adopted:

RESOLVED, that the application of Standard Oil Company of
California, for a permit to install certain pipe lines in a
portion of Arizona Drive, sometimes also known as Sepulveda Boulevard,
within the City of E1 Segundo, Los Angeles County, California,
dated January 83rd, 1934, and the blue print indicated therein,
designated as No. N 4320-A, which is likewise dated January 23rd,
1934, be and the same are hereby ordered placed on file in the
office of the City Clerk of the City of El Segundo, California,
for the purposes of future reference and identification;
AND BE IT FUROR RESOLVED, that said Standard Oil Company of
California, pursuant to its said application, be and it is hereby
granted temporary permission to construct said pipe lines in the
portion of said Arizona Drive indicated in said Blue Pizint No.
N- 4320 -A hereinabove referred to, at the locations as designated
therein, upon the following terms and conditions, to -wit:
1. That this permit is a permit for temporary use only and
the same may be revoked at any time by the City Council of said
City without liability on the part of said City or any of the
officers, agents, servants or employees thereof upon ninety days
written notice given to said permittee, or its successors or assigns.
Any such notice shall be deemed sufficiently served if mailed to
said Standard Oil Company of California, registered mail, in the United
States Post Office at E1 Segundo, California, addressed to said
permittee at 225 Bush Street, San.Francisco, California.
2. That the installation and maintenance of said pipe lines
in said thoroughfare shall at all times be in strict conformity
to the requirements of the Street Superintendent of said City with
reference thereto and shall be made and done to his full satisfaction.
3. That the said pipe lines shall at all times be so placed
and maintained as not to unreasonably interfere with the paramount
use of said portion of said public street as a public street and
thoroughfare.
4. That at all times during which construction or repair is
in progress with reference to or on said pipe lines, or any of them,
the work and activities shall be so conducted and safe - guarded as to
adequately protect the public from any damage as to persons or, property
in and about said thoroughfare.
5. That in the event any damage is suffered by any person or
property by reason of the existence of said pipe lines in said
thoroughfare, or by reason of any of the activities of said permittee,
its successors or assigns in connection with the exercise of any of
the rights herein granted, or in connection with the installation,
repair, maintenance or removal of.said pipe lines or any of them, that
said permittee shall indemnify and hold harmless the said City of El
Segundo and each and all of its officers, agents, servants and employees
from any and all such damage, loss, or claims of damage or loss.
6. That upon the serving of any such notice of revocation of
this permit as is hereinbefore contemplated, or upon the removal, repair,
or replacement of such pipe lines or any of them otherwise, the said
permittee will cause the.portion of said thoroughfare disturbed by
virtue of any excavation or work done in connection with such removal,
repair.or replacement to be restored to the same condition in which
the same existed immediatel.y.prior to such disturbance, excavation or
the doing of any work in connection therewith.
7. 'rhe installation for which the within permit is given, is
a partial modification of the work of installation and relocation
to be done pursuant to that certain agreement dated ibvember 3rd,
1933, between said permittee and the City of E1 Segundo, for which
work, as so modified, the City of El Segundo has agreed, and hereby
agrees, to pay. After completion of said work and payment therefor
by the said City of E1 Segundo, all of the future costs and expenses

connected with the installation, repair, maintenance or
removal of any such pipe lines, shall be borne by the said
permittee, and said City shall not be liable for any part
or portion thereof.
8. That after the original installation of said pipe
lines shall have been made as herein contemplated, said
permittee shall secure a further permit from the City Council
of said City before proceeding with any further excavation for
the repair, maintenance or removal of such pipe lines.
91 That said permittee, by proceeding to exercise the
permission herein granted in any particular, shall thereby ac-
quiesce in and agree to each and all of the terms and conditions
hereinabove in this resolution contained or imposed.
10. That the City Clerk of said City shall forward to
said permittee a certified copy of this resolution, which shall
be and constitute the form of permit to be issued herein.
The foregoing resolution was adopted by the following vote:

ORAL, COWUNICATIONS.
Mr. Press, representing the Neon Sigh Manufacturing Company, addressed
the Council, advising that to repair and replace the Neon direction sign at
Imperial Highway and Inglewood- Redondo Road, which sign was damaged recently,
would cost the sum of 4100.00. Thereupon it was moved by Councilman Selby,
seconded by Councilman Hesser, that Neon Sign Manufacturing Company be awarded
the work of repairing and erecting the Neon direction sign at Imperial Highway
and Inglewood - Redondo Road, provided the cost thereof does not exceed the sum
of $102.50; and provided further, that the work be prosecuted and completed to
the satisfaction of the Street Superintendent of the City of El Segundo, and
that the electrical wiring and connections required to be used in and about
said sign be constructed in accordance with requirements of the -State Law and
local ordinances and to the satisfaction of the Electrical Inspector of the City
of El Segundo. Carried by the following vote:

The City Engineer filed with the City Clerk his Estimate No. 3 for
work performed to January 25th, 1934, by J. L..McClain, under his contract
with the City of E1 Segundo for the improvement of Arizona Drive, sometimes
also known as Sepulveda Boulevard within-the City of El Segundo. It appearing
that certain monies are'due the said Contractor, which should be paid from
State funds, it was moved by Councilman Selby, seconded by Councilman Hesser,
that the following resolution be adopted:
WHEREAS, the City Engineer of the City of El Segundo,
California, pursuant to proceedings heretofore had by this
Council, in connection with the prosecution of the work or
improvement of Arizona Drive, within said City, under a
contract heretofore awarded to J. L. McClain, -as contractor

At this time, the hour being 7:38 o'clock P. L., L:ayor binder appeared at
the meeting and immediately assumed his duties as LlWor, Councilman Gerow
thereupon ceasing to act as :,:ayor pro tem.
Councilman Hesser reported that izr. H.,C. Swain had expressed to him a
request for the erection of a traffic stop sign at Loma vista Street and Palm
Avenue. Lengthy discussion followed, in which it was developed that the
erection of stop signs in public streets in strictly residential districts is
undesirable. Igo action was taken.
The City Engineer reported having had a conference with representatives
of the C. W. A. respecting employment through the C. h'. A. of certain
engineers to do certain work for the City of El 6egundo, whereupon it was moved
by Councilman Selby, seconded by Councilman Hesser, that Resolution No. 299,

and to the satisfaction of the Fire Chief of the City of El Segundo. Carried

President's Birthday-Party at El Segundo High School Auditorium, January
30th, 1934. Carried by the following vote:
