1934 FEB 21 CC MINEl Segundo, California. February 21st, 1934. A regular meeting of the City Council of the City of El Segundo, California, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the amity Hall of said City, by Peter E. Binder, mayor. ROLL CALL. Councilmen Present: Gerow, Hesser, Love, Selby and 11:ayor Binder. The minutes of the regular meeting held on the 14th day of February; 1934, were read. -No errors or omissions appearing, it was moved by Councilman Love, seconded by Councilman Selby, that the minutes be approved as read. The minutes of the adjourned regular meeting held on the 16th day of February, 1934, were read, without error or omission being noted, and were approved as read, upon motion of Councilman Selby, seconded by Councilman Gerow, which carried. After consideration of the proffer and all of the circumstances surrounding the same, it was moved by Councilman Love, seconded by Councilman Hesser, that that certain Deed of Easement, dated February 13th, 1934, executed by Santa Fe Land Improvement Company, a California Corporation, conveying to the amity of El Segundo, a :;:unicipal Corporation of Los Angeles County, California, for public street purposes, that certain lot, piece or parcel of land, described as follows, to -wit: A strip of land, 60 feet wide, situate in the Northeast quarter of Section 7, Township 3 South, :range 14 crest, S. B. Somerson addressed the Council on behalf of members of the 1�1 Segundo Cooperative�orkers Association and certain persons employed on U. W. A. projects, requesting that they be given city work orders to enable them to pay water bills. 1 "he matter was taken under advisement. rr. W. E. Morgan addressed the Council, stating that his services with the C. ;;. A. had terminated and requested employment by the City. He was advised by the Layor that the City is endeavoring to initiate some projects and that his case will be given consideration. Lr. E. L. "hinger addressed the Council relative to some improvements of the roadway of Wiest Imperial Highway adjacent to his property on said Highway, between Loma Vista Street and the 71esterly City Limits. It appearing that the condition of which L:r. Munger complains is not one which renders 71'est Imperial Highway at the point indicated either dangerous or impassable and that the Street Department of the City of E1 Segundo is now concentrating on the prosecution and completion of some necessary and important work, I-r. Longer was advised that the condition of which he complains will be given attention in due time. None. REPORTS OF STANDING COUIITTEZS. REPORTS OF OFFIC,IMS .0'D SPECIAL COMIITTEES. The City Engineer filed with the City Clerk his Estimate No. 4 for work performed to February 25th, 1934, by T. L. McClain, under his contract with the City of El Segundo for the improvement of Arizona Drive, sometimes also known as Sepulveda Boulevard within the City of El Segundo. It appearing that certain moneys are due the said Contractor, which should be paid from State funds, it was moved by Councilman Love , seconded by Councilman Selby, that the following resolution be adopted: VMREAS, the City Engineer of the City of E1 Segundo, California, pursuant to proceedings heretofore had by this Council, in connection with the prosecution of the work or improvement of Arizona Drive, within said City, under a contract heretofore awarded to J. L. ;McClain, as contractor for the performance of the said work or improvement, has presented to this Council his estimate, being Estimate No, 4, of the work completed from the commencenaent of said work up to February 25th, 1934; NOW THEREEFORE, EE IT RESOLVED, that a copy of said Estimate No. 4 be and the same is hereby ordered placed on file in the office of the City Clerk for the purposes_ of identification and reference; AND BE IT FL'RMEER 13ESOLVED, that the Gity Clerk is hereby authorized and instructed to forward to the Department of Public Works, Division of Highways of the State of Cali- fornia, the said Estimate No. 4, together with such demand as may be necessary upon the proper department thereof for the payment of the amount indicated thereon as progress payment. L - 355 The City Engineer submitted a statement of cost of the work performed by Southern California Telephone Company in rearranging its telephone lines on Arizona Drive, such rearrangement being made necessary by the improvement of said street in accordance with the contract between 7. L. LcClain and the City of E1 Segundo, dated October 9th, 1933, and said Engineer recommended that payment be made of the sum demanded. It appearing that the amount conforms with that set forth in that certain agreement made the 3rd day of 1�ovember, 1933, by and between Southern California •relphone Company and the City of E1 Segundo providing for the payment to said Southern California 'Telphone Company of the sum of X450.00 upon the completion of the work of removing, rearranging, relocating and /or replacing certain telephone poles, wires and appurtenances and other terms and conditions, and it appearing from the report of the City Engineer of the City of El Segundo filed with this Council this date that all of said work has been completed in a satisfactory manner, and said Engineer having recommended payment to said Company of the said 4450.00, it was moved by Councilman Gerow, seconded by Councilman Love, that the City Clerk of the City of E1 Segundo be and he is hereby authorized and instructed on behalf of the City of L1 Segundo to forward copy of the City L ng ineer's statement of costs of the work performed by Southern California 'Telephone Company in rearranging its telephone lines on Arizona Drive tState Highway VII -LA-60 C) to Yx. S. V. The City Attorney reported also that he has this date filed with the City Clerk copy of said Decision. 1'he City Attorney advised the Council that the contract with Ln;;lewood Humane Society for the collection of dog licenses and for the performance of services as pound master within the City of Zl Segundo will expire Diarch 31st, 1934, whereupon it was moved by Councilman Selby, seconded by Councilman Gerow, that the City Ulerk of the City of Ll Segundo be and he is hereby authorized and directed to advertise for bids for performing the services of pound master in and for the City of E1 Segundo. Absent: Councilmen None. •rhe City Clerk reported that he had received a co=lnication from the Uitizens Committee on County lvelfare, submitting a list of the names of its members, which said Clerk had requested pursuant to the Council's action taken Yebruary 7th, 1934, of record at Page L -345 of the minutes of this Council. The names were t::en read and discussion followed, terminatint; in a motion by Councilman Selby and seconded by Councilman Gerow, which carried unanimously, that the communications of citizens Committee on County Welfare, dated January 31st and February 15th, 1934, be placed on file.
