A regular meeting of the City Council of the City of E1 Segundo, California
was called to order at 7:00 o'clock P. M. on the above date, in the Council
Uhamber of the City Hall of said City, by Peter E. Binder, L:ayor.
ROLL CALL.
Councilmen Present: Gerow, Hesser, Love and Layor Binder.
Councilmen Absent: Selby.
=FADING OF 1MR=1 OF PMEVIOUS MEETING.
The minutes of the regular meeting held on the 31st day of January, 1934,
were read. No errors or omissions appearing, it was moved by Councilman Love,
seconded by Councilman Binder, that the minutes be approved as read. Carried.
eWRI`I'TJN COMEUNICATIONS.
The following communications were read and disposed of as indicated:
CITI NS COtM TTEE ON COUNTY F+ E FARE, dated at Los Angeles, California,
January 31st, 1934, submitting certain recommendations made by the Committee
on County 7,'elfare, addressed to the Board of Supervisors of Los Angeles
County, and requesting that this Council take official action approving the
recommendations and urging the Board of Supervisors to proceed with the
orgaftiz&tion of a Commission on County Charities as set forth in the
Committee's recommendation. Action in this matter was delayed for one week
to enable the Council to ascertain more about the organization which is
making the suggestion.
HONO_PJ= JOHN F. DOCM ILER, Representative in Congress, dated
February lst,'1934, acknowledging receipt of the nayor's telegram of January
25th, 1934, respecting the continuation of the Civil Works Administration
program. Ordered filed.
FEDERAL CIVIL WORDS ADMINISTRATION, dated January 29th, 1934,
acknowledging a recent communication of the 1:ayor addressed to the
Administrator of Civil Works Administration, explaining the cause for the
recent order decreasing hours worked on Civil Works projects, and expressing
the hope that the situation will be adjusted. Ordered filed.
ORAL COMUNICATIONS.
Mr. A. Soeuto addressed the Council briefly, and announced that he
would be a candidate for the office of Councilman at the next Municipal
Election.

REPORTS OF OFFICERS AND SPECIAL CONIDMTEES.
The City Engineer presented to the Council a detailed statement of
the cost of the work performed by Southern California Gas Company in re-
locating its 6" cast main on Arizona Drive (Sepulveda Boulevard). The
said Engineer then presented and read to,the Council a communication from
said City Engineer to S. V. Cortelyou, District Engineer, Division of Highways,
State of California, bearing date the 7th day of February, 1934, and
relating to the Arizona Drive improvement. After hearing the said communica-
tion read and examinin the expense items attached, it was moved by Councilman
Love, seconded by Councilman Hesser, that the following resolution be adopted:

itemized statement for the costs and expenses incurred in the
removal and relocation of the public utilities owned by said
Company and which said removal and relocation was made necessary
by the widening and improvement of Arizona Drive in the City of
E1 Segundo;
AND WHEEREAS, said itemized statement is so presented under
and pursuant to the arrangement in that regard evidenced in the
letter from S. V. Cortelyou, District Engineer, Division of
Highways, State of California to 3. T. Hutchins, City Engineer
of said City, bearing date the 27th day of December, 1933, on
file in the office of said City Engineer and in the letter of
said City Zngineer bearing date the 28th day of December, 1933,
addressed to Southern California Gas Company with reference to
said matter, a copy of which letter is now on file in the office
of said City Ingineer, both said communication of said S. V.
Corteloyou and said letter of said City Engineer, so on file,
being hereby referred to and by this reference incorporated herein
for all further particulars with reference thereto;
AND *-MEREAS, said City Engineer has examined said itemized
statement now presented and in connection therewith has written
a letter under date of 1'ebruary 7th, 1934, to S. V. Cortelyou,
District Engineer, with reference thereto, which said letter said
City Engineer has presented and read to this Council this date;
AND iHER:IA.S, said City Engineer requests instructions with
reference to the transmission of such last mentioned letter;
N0 7i T "EREFORE, the City Council of the City of E1 Segundo,
California, does hereby resolve, declare and determine as follows:
1. That a copy of said letter of said City Engineer last
hereinabove referred to, addressed to said S. 11. Cortelyou, bearing
dat2 the 7th day of'lPebruary, 1934, be and the same is hereby
ordered placed on Pile in the office of the City Engineer of said
City for the purpose of identification and reference.
2. That said City Engineer is hereby authorized and instructed
to cause the original of said letter of February 7th; 1934, from
said City Engineer to said S. v. Cortelyou, to be forwarded to said
S. V. Cortelyou on behalf of said City. '
3r That the City Clerk be and he is hereby authorized and
instructed, on behalf of the City of L 1 Segundo, to prepare and
forward such demand or demands upon the State of California, as
may be necessary in order to procure from said State the funds
necessary in order to pay the costs and expenses hereinabove referred
to, as soon as same have received the approval of the proper
authorities of said State concerned with such matters.
The foregoing resolution was adopted by the following vote:

The City Engineer reported that Condition !4o. 4 of Decision 'No. 26735,
in application No. 19251 of the Railroad Commission of the State of California
requires the installation of four boulevard stop signs at El Segundo Boulevard
and Arizona Drive; that the State highway Commission objects to the erection of
stop signs on this highway at Z1 Segundo Boulevard and had requested the city of

il•Segundo to address a communication to the railroad Uommission, asking
it to modify its order in this respect. the City Engineer then read to
the Uouncil a letter respecting this matter, which he had prepared for
transmittal to the•itailroad Commission of the State of California, whereupon
it was moved by Councilman Uerow, seconded-by councilman Love,-that the
following resolution be adopted:
ihSOLVETD, that the City Lngineer be and he is hereby
authorized and instructed to forward a communication to
the Railroad Commission of the State of California, on behalf
of the City of El Segundo, requesting that Condition No. 4
of Decision No. 26735 in Application No. 19251 of said
-Commission, dated the 15th day of January, 1934, be amended
so as to provide that boulevard-stops be installed at the
East and West sides only on Arizona Drive at its intersection
with E1 Segundo Boulevard and that no such stops be required
on the North and South sides of said thoroughfare.
Carried by the following vote:

The City Attorney advised the Council that not later than next
Wednesday he would like to have certain information respecting the election
which will be held in this City in April and it was agreed by general
consent the information could be furnished at that time.
The City Attorney reported that with reference to the application of
Safeway Stores, Inc., for refund of a portion of beverage license fee
paid by said Company under License No. 6292, that in his opinion no refund
should be made until there had been some definite adjudication by a
higher court of this State with reference to the right of municipal
corporations to levy such taxes for revenue purposes.
UNFINISHED BUSINESS.
The City Engineer advised that after investigation, it seemed desirable
and is more economical to repair and refinish the floor in the municipal
building used by the Girl Scouts than to lay a new floor in said building,
whereupon, after consideration, it was moved by Councilman Gerow, seconded
by Councilman Love, that the floor in that certain building owned by the
City of El Segundo, located on Lots 21 and 22, Block 57, E1 Segundo, leased to
American Legion Auxiliary, be scraped, sanded and refinished, at a total
cost of not to exceed $50.00. Carried by the following vote:

NEW BUSINySS,
The Street Superintendent advised the Council that it is not practicable
to borrow or rent the lawn renovator owned by E1 Segundo High School District,
and that he had obtained a price on a renovator suitable to the needs of the
City of E1 Segundo. Moved by Councilman Gerow, seconded by Councilman Love,
that the purchase of one Toro Motor Driven Lawn Renovator, at a cost of not to
exceed ;175.00 plus State Sales Tax, be and the same is hereby authorized.
Carried by the following vote:

Absent: Councilman Selby,
The City Engineer reported that a representative of the Bitumuls
Corporation had asked the City's permission to use Richmond Street, between
Grand Avenue and El Segundo Boulevard, for the purpose of experimenting
with a new product developed by said Company for filling cracks in patented
pavement and smoothing rough surfaces thereof, the City to furnish only
the sand required to cover the street, labor to spread the same and a truck
to propel a street broom used in the process.
It was moved by Councilman Gerow, seconded by Councilman Hesser,
that Bitumuls Corporation be and it is hereby granted permission to lay a
surface coating on Richmond Street, between Grand Avenue and E1 Segundo
Boulevard, without cost to the City of El Segundo, except that the City shall
furnish sand required, labor necessary to spread the same and one truck
and driver to propel a street broom used in the prosecution of the work,
provided said work is prosecuted and completed to the satisfaction of the
Street Superintendent of the City of El Segundo, and at such time or times
as will least interfere with the public use of said street as may be determined
by the.Street Superintendent of said City. Carried by the following vote:

No further business appearing to be transacted at this meeting, it
was moved by Councilman Love, seconded by Councilman Gerow, that the meeting
adjourh. Carried.
