A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7 :00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. Binder,
Mayor.
ROLL CALL.
Councilmen Present: Gerow, Krimmel, Love, Selby and Mayor Binder.
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 20th day of September,
1933, were read. No errors or omissions appearing, it was moved by Councilman
Love, seconded by Councilman Krimme1, that the minutes be approved as read.
Carried.
WRITTEN CODIONICATIONS.
The following communications were read and disposed_of as indicated:
CALIFORNIA HIGHWAY COMMISSION, by John W. Howe, Secretary, dated
September 19th, 1933, acknowledging receipt of resolution adopted by the
City Council of the City of E1 Segundo on September 6th, 1933, relative to
disposition of federal funds allocated to California fhr highway construction,
also enclosing copy of letter written by Director of Public Works, Mr. Earl
Lee Kelly, explaining how the Commission is compelled by a State law to include
these federal funds in the highway budget and enclosing also statement
concerning the 85 -86 fiscal years biennial period allocations in State Highway
budget and estimated expenditures for that period in Los angeles County.
Ordered filed.
STATE COMPENSATION INSURANCE FUND, dated September 22nd, 1933,
stating that after full consideration of the facts in the case, said Fund is
rejecting liability in the matter of Mr. Mark E. Beal'$ injury, in that Mr.
Beal was got employed by the City of E1 Segundo at the time of his injury,
advising that the City of E1 Segundo has no liability under the Workmen's
Compensation Act and that Mr. Beal has been informed of his privilege of
filing an application for hearing with the Industrial accident Commission.
Ordered filed.
ART SMITH, City Attorney, City of Hermosa Beach, undated, enclosing
copies of three resolutions adopted by the City Council of the City of Hermosa
Beach at its meeting held September 20th, 1933.
The Deputy City Clerk thereupon read said resolutions to the
Council and action thereon was taken with reference thereto as follows:
The first resolution read, requested that the portion of the gas
tax funds of the State of California to be allocated to improvement work in
Hermosa Beach be used in improving Gould Lane therein and work be started
thereon at an early period. It appearing that Mayor Binder had been present
at a meeting of the'city officials of the South Bay'Cities, where the matter
referred to in said resolution had.been discussed, by common consent said
resolution was referred to the Mayor for a report with reference thereto at
the neat meeting of the Council.
The second resolution protesting against the removal of the II. S.
Fleet from its present base to the City of San Francisco, or any other location,
was ordered received and filed, the Council feeling action of the City of El
Segundo should not be taken, as the matter should be determined by the Federal
Government.

The third resolution, protesting against unsanitary conditions due
to defective equipment used in the operation of the Los Angeles Outfall
Sewer at Hyperion, and requesting that investigation be made and steps
taken for the correction thereof, was referred to the City Engineer of
the City of E1 Segundo for investigation and report to the Council at
the next meeting with reference to the subject matter thereof.
SPECIAL ORDER OF BUSINESS.
The hour of 7:30 o'clock P. M. at this meeting, having heretofore been
fixed as the time for considering bids received September 6th, 1933, for
furnishing all of the materials and for the performance of all of the work
required in order to construct and complete the improvement of Arizona
Drive (State Highway No. 60) within the City of El Segundo, California,
as contemplated in and under the plans and specifications for said project,
which said bids were, at a� regular meeting held on September
20th, 1933, taken under advisement until this hour this date, and the hour
of 7:30 o'clock P. M. having arrived, the Mayor announced that the Council
would proceed with the consideration of said bids.
It was thereupon moved by Councilman Love, seconded by Councilman
Krimmel, that the bids received September 6th, 1933, for furnishing all
of the materials and for the performance of all of the work required in
order to construct and complete the improvement of Arizona Drive (State
Highway No. 60) within the City of E1 Segundo, California, as contemplated
in and under the plans and specifications for said project, which said
bids were, at xx a regular meeting held on the 20th day of September, 1933,
taken under advisement until the hour of 7:30 o'clock P. M. at this meeting,
be taken under further advisement until the hour of 7 :30 o'clock P. M.,
Wednesday, October 4th, 1933. 9arried by the following vote:

Noes: Councilmen None.

REPORTS OF STANDING COUNIM ES.

REPORTS OF OFFICERS AND SPECIAL coNMITTEES.
The Chief of Police, reporting with reference to ordinance adopted
by the Board of Supervisors of the County of Los Angeles on September 11th,
1933, requiring persons convicted of certain crimes, who shall come into or
be within the County of Los Angeles, to register in the office of the
Sheriff of said Countyp stated that in his opinion, no action would be
necessary by the City of EL Segundo at this time, and the communication
from the County of Los dngeles was accordingly ordered filed.
UNFINISHED BUS INIESS.
The matter of meters for water service for the property located
at the Northwest corner of Holly Avenue and Co cord street, tit owned by
Mr. N. B. Wheeler, which was taken under 0941RArAtigHtil this meeting,
was, by general consent, postponed until the next regular meeting of the
Council, it appearing from discussion that all the members had not been
able to view the property in question during the past week.

NEW BUSINESS.
Discussion was then had relative to the advisability of having a general
clean up throughout the City, and the Council being generally of the opinion
that this should be done, in order to relieve the unsightly condition of vacant
lots and eliminate fire hazard, it was moved by Councilman Krimmel, seconded by
Councilman Gerow, that the Street Superintendent be and he is hereby authorized
to employ, in the Street Department, for the purpose of street cleaning and
the abatement of any fire or other menace or nuisance within said City,
until the further order of this Council, not to exceed six men per day, at the
rate of ;4.96 per day of eight hours each. Carried by the following vote:
Ayes: Councilmen Gerow, Krimme1, Love, Selby and Mayor Binder,
Noes: Councilmen None.
Absent:. Councilmen None.
The Water Superintendent advised of his need for tires for water department
trucks, and it was moved by Councilman Love, seconded by Councilman Gerow, that
the Superintendent of the dater Department be and he is hereby authorized to
purchase four 30 z 3E1. tires and two tubes for use on water department equipment,
at a total cost of not to exceed $19.00. Carried by the following vote:
Ayes: Uouncilmen Gerow, Krimmel, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Selby, seconded by Councilman Gerow, that the meeting
adjourn. Carried.
