A regular meeting of the City Council of the City of E1 Segundo, California,
was called to order at 7:00 o'clock P. M. on the above date, in the Council
chamber of the city hall of said City by Peter L. Binder, Mayor.

The following communications were read and disposed of as indicated:
DUNA4PAY FUNERAL HOUE, by J. E. Dunaway and C. L. Lee, dated September
16th, 193, requesting that a business license be issued for the
operation of a Mortuary, to be known as the Dunaway -Lee Mortuary, to be
located at No. 123 -125 Wiest Grand Avenue, within the City of E1 Segundo.
Mr, J. E. Dunaway addressed the Council briefly relative to the
conduct of the proposed business, after which it was moved by Councilman
Love, seconded by Councilman Krimme1, that a business license be issued
to the Dunaway -Lee Mortuary, for the operation of a mortuary at No.
123 -125 west Grand Avenue, E1 Segundo. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Selby.
ROBERT DOMINGUEZ, City Clerk, City of Los Angeles, by A. M, Morris, Deputy,
dated September 19th, 1933, to which communication was attached a report
signed by Huber Earl Smutz, Zoning Engineer, containing recommendations as
to proposed restrictions and proposed zoning of territory surrounding the
Municipal Airportq of the City of Los Angeles. After a brief discussion, it
was moved by Councilman Love, seconded by Councilman Krimme1, that the following
resolution be adopted:
RESOLVED, that the communication-of Robert Dominguez, City
Clerk of the City of I,bs Angeles, dated September 19th, 1933,
with reference to proposed zoning of territory surrounding the
Municipal Airport of the City of Los Angeles be received and
and filed; and
BE IT FU THER RESOLVED, that a copy thereof be furnished
to the City Engineer of the City of El Segundo and the City Clerk
be and he is hereby directed to advise the owners of property
within the area affected, lying within the boundaries of the City
of E1 Segundo, of the filing of such communication and that the
City Council has taken the matter under advisement until the hour

of 7:30 o'clock P. M. at its regular meeting to be held
Wednesday, October 11th, 1933, at which time the said
Council will be pleased to hear from interested property
owners with reference to the proposed zoning.
Carried by the following vote:

MA ME B. BEATTY, Chief Clerk, Board of Supervisors, enclosing copy of
Ordinance No. 2339,adopted by the Board of Supervisors of the County of
Los Angeles on September 11, 1933, requiring all persons convicted of
certain crimes, who shall come into or be within the County of Los Angeles,
to register in the office of the Sheriff of said County.
The City Attorney explained various phases of the said ordinance, after
which, by general consent, the communication was referred to the Chief of
Police for investigation and report to this Council.
EARL LEE KELLY, Director of Public Works, Department of Public Works,
State of California, dated September 15th, 1933, advising that by legislature
enactment at the recent session, not only state revenues accruing to the
State Division of Highways for use on State Highways, but also all money
received from the Federal Government as a result of cooperative agreements
bet��:een the State and Federal Government for highway purposes shall be
expended with respect to primary and secondary State Highways, and that it
is impossible to appropriate money upon the basis of population. Ordered
filed.
STATE ADVISORY BOARD FOR CALIFORNIA, dated September 14th, 1933,
acknowledging receipt of the City Clerk's letter of September 13th, 1933,
and advising that when the $33,000,000.00 Flood Control program is
brought before the Board, the request of Los Angeles County for such
allocation will be "given every consideration. Ordered filed.
JOHN F. DOCKWEILER, Congressman, 16th District of California, dated
September 12th, 1933, acknowledging receipt of the City Clerk's letter of
September 8th, and advising that he has been working on the matter of
the allocation of additional State and Federal funds to the County of
Los Angeles for some time, and that he hopes a satisfactory arrangement
may be made at a meeting to be held in the near future. Ordered filed.
WILLIAM A. SMITH, Private Secretary to Governor James Rolph, Jr.,
dated September 13 th, 1933, acknowledging receipt of copy of resolution
adopted by the City Council of the City of E1 Segundo at its regular meeting
held September 6th, 1933, relative to allocation of highway funds, and
advising that said resolution has been forwarded to the Honorable Earl Lee
Kelly, Director of Public Works. Ordered filed.
BOARD OF FIRE UNDERWRITERS OF THE PACIFIC, dated September 12, 19339
advising of the 1933 Annual Convention of the Pacific Coast Association of
Fire Chiefs, to be held at Portland from September 26th to 28th, and
suggesting the importance of having the Fire Chief dttend this session.

LEAGUE OF CALIFORNIA IMNICIPALITIFS, dated September 12 th, 1933,
advising that under a recent policy fixedby the Public Works Board at
Washington, projects may be presented to the Board for consideration,
and if satisfactory to the Board, it will make tentative allocation of the
funds necessary, after which the financial and engineering features of said
project must be worked out and a final contract, satisfactory to the
Administrator of Public Works, be executed within thirty days. Ordered

COUNTY OF LOS ANGELES, DEPARnENT OF HEALTH, dated September 14th,
1933, advising that recent water samples taken from the City of El
Segundo were very good, bacterially. Ordered filed.
ORAL COMMUNICATIONS.
Mr. W. B. Wheeler, residing at No. 371 Concord Street, addressed
the Council, statiAg_t� t in opinion his property located at the
Northwest corner of�s o d be metered for water service as one property
- -only, and requesting return of a deposit made several years ago for
an additional meter. It was decided that the Council would view the
property sometime during the next week and that the matter would be taken
up again at the next regular meeting of the Council.
SPECIAL ORDER OF BUSINESS.
The hour of 7:30 o'clock P. M. at this meeting, having heretofore been
fixed as the time for considering bids received September 6th, 1933, for
furnishing all of the materials and for the performance of all of the work
required in order to construct and complete the improvement of Arizona Drive
(State Highway No. 60) within the City of El Segundo, California, as
contemplated in and under the plans and specifications for said project, which
said bids were, at aizuXri= adjourned regular meeting held on September
14th, 1933, taken under advisement until this hour this date, and the hour
of 7:30 o'clock P. M. having arrived, the Mayor announced that the Council
would proceed with the consideration of said bids.
It was thereupon moved by Councilman Love, seconded by Councilman
Krimmel, that the bids received September 6th, 1933, for furnishing all of
the materials and for the performance of all of the work required in order
to construct and complete the improvement of Arizona Drive (State Highway
No. 60), within the City of E1 Segundo, California, as contemplated in and
under the plans and specifications for said project, which said bids were
at an adjourned regular meeting held on the 14th day of September, 1933,
taken under advisement until the hour of 7:30 o'clock P. M. at this meeting,
be taken under further advisement until the hour of 7 :30 o'clock P. M.,

REPORTS OF STANDING COMMITTEES.
Councilman Gerow advised that he had been requested by the Committee
in charge of the N. R. A. meeting to be held on Tuesday evening, September 26th,
1933, to ask the Council to have the ball games scheduled for that evening
postponed. It was thereupon moved by Councilman Binder, seconded by Councilman
Love, that the President of El Segundo Playground Baseball League be requested
to have any baseball games scheduled during the time of the N. R. A. meeting
to be held Tuesday evening, September 26th, 1933, postponed or changed to a
different date, and that all baseball players be requested to attend the said
No 119 A. meeting. Carried.
Councilman Gerow stated that his attention had been called to a
condition existing in Hillcrest Street North of Palm — venue, wherein weeds
are growing profusely, making it difficult for vehicular or pedestrian traffic.
By general consent the Street Superintendent was instructed to clear the
weeds'
J.from Hillcrest Street, from Palm Avenue to Imperial Highway.
REPORTS OF OFFICERS AND SPECIAL COIGUTTEES.
The City Attorney delivered to the Council a form of contract submitted
by the Health Officer of Los Angeles County for the performance, by the Health
Department of Los Angeles County, of the functions of tiealth Officer within
the City of E1 Segundo. The contract in its present form being acceptable
to the Council, it was moved by Councilman Krimmel, seconded by Councilman
Gerow, that the following resolution be adopted:

RESOLVED, that the Mayor of the City of E1 Segundo be and he
is hereby authorized to execute, on behalf of said City, that
certain agreement dated September 21st, 1933, between the County
of Los Angeles and the City'of E1 Segundo, for the performance of
all of the functions relating to public health within the City
of E1 Segundo, by the Health Officer of Los Angeles County, for
the period of one year beginning September let, 1933, at the
contract price of $800:00 per year, payable monthly in equal
monthly installments on or about the first day of each and every
month; and
3E IT FURTHER RESOLVED, that the City Clerk of said City be
and he is hereby authorized and instructed to attest said agreement
and affix the city seal thereto.
Toe foregoing resolution was adopted by the following vote:

The Deputy 6ity Clerk advised that pursuant to instructions given the
City Clerk at a regular meeting of the City Council held on the 13th day
of September, 1933, that official had procured property damage and public
liability insurance on certain motor vehicles owned by the City of El Segundo,
said insurance being carried by Car & General insurance Corporation Ltd.
The Deputy City Clerk advised that complaint had been made at the
City Clerk's office of kk a certain condition existing at the L:unicipal
Can Dump. After discussion by the Council, it was moved by Councilman
Gerow, seconded by Councilman Love, that the Street Superintendent be and
he is hereby authorized to purchase necessary oil with which to burn refuse
in the can dump. Carried by the following vote:
Ayes: Councilmen Gerow, Brimmel, Love and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Selby.
UNFINISHED BUSINESS.
Consideration was given to the bids received on August 30th, 1933,
for performing audit of the books and records of the City of E1 Segundo for
the fiscal year ending June 30th, 1934, after which it was moved by Uouncilman
ltriamtal, seconded by Councilman Love, that the work of making a complete
audit of the books, records and accounts of the City of El Segundo for the
fiscal year ending June 30th, 1934, be awarded to Logan R. Cotton, in accordance
with his bid therefor dated August 23rd, 1933, said audit to be made quarterly
at the price named in said bid, to -wit: $325.00: *Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Selby.
PAYING BILLS.
The following demands, having had the approval of the Committee on
Finance and Records were read:

19EW BUSINESS.
The Deputy City Clerk advised that owing to the large number of matters
in the City Clerk's office, which would require the Clerk's attention from
time to time, he thought it best to divide his vacation and requested that
he be granted one week of his customary annual two weeks vacation beginning
September 25th, 1933 and the second week beginning October 16th, 1933.
It was thereupon moved by Councilman Love, seconded by Councilman Krimmel,
that the-City Clerk be and he is hereby granted one week of his annual
vacation beginning September 25th, 1933 and the second week beginning October
16th, 1933. Carried by the following vote:
Ayes: Councilmen Gerow, Ktimme1, Love, and Mayor Binder.
Noes: Councilman None,
Absent: Councilman Selby.
The Building Inspector reported that in making a survey of chimneys
throughout the City immediately following the earthquake on Larch 10th,
1933, the owners and /or occupants of twenty -two houses had been advised
to have chimneys on said houses repaired. He stated that but eleven of
these chimneys had been repaired to date, and feeling that sufficient
time had elapsed to give everyone a chance to have this work done, by
general consent the Uity Attorney and the Building Inspector were instructed
to prepare and serve notices upon the owners and /or occupants of the
dwellings where the chimneys have not been repaired, that this work must be
done at once.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Gerow, seconded by Councilman Love, that the meeting
adjourn. Carried.
