A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. Y. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E. binder,

Councilmen Present: Gerow, Srimmel, Love, Selby and layor Binder.
Councilmen Absent: None.

The minutes of the regular meeting held on the 18th day of October,
1933, were read. No errors or omissions appearing, it was moved by Councilman
Selby, seconded by Councilman Love, that the minutes be approved as read.

TMITIEN COMEMGATIONS.
The following communications were read and disposed of as indicated:
S. V. CORTELYOU, District Engineer, Division of Highways of the State
of California, dated October 23rd, 1933, File No. VII- LA -60 -C, El Segundo,
Co -op., advising that said District Engineer has received authority from the
ra
Division of highways at Sacramento Aassure this City that progress payments
on the contract for Arizona Drive may be advanced monthly in amount of 750
of the value of the work done. Ordered filed.
Wo B. 7,_- MI.ER, dated October 21st, 1933, acknowledging receipt of
40100, representing a deposit made with the Mater Department of the City
of E1 Segundo in Lecember, 1927, which was returned to him by order of this
Council, and requesting that he be paid additional sum of w7.00 representing
interest at the rate of 65 per annum on the said X20.00 for a period of five
years and ten months. The comraanication was ordered filed.
EL SEGUNDO PLAYGROUND BASEBALL LEAGUE, soliciting the Council's
consideration of the matter of purchasing additional facilities at the
baseball grounds, all as recommended in said communication, and thanking the
council for the generous help and cooperation given the League during the
season just closed. Ordered filed.

_RZPORTS OF STANDING COL2ITTEES.
REPORTS OF OFFICERS AIM SPECIAL COP.j=MES.
The City Engineer reported having conferred with tx. S. 1. Cortelyou,
'istrict Engineer of the State Division of Highways, for the purpose of
obtaining the consent of that official to have a State Engineer serve as
inspector for the City of E1 Segundo during the construction of the improvement
of Arizona Drive within the City of E1 Segundo. He was advised that the State
inspector cannot assume,responsibility for making the inspection; zmt that the
acceptance of the work after completion is clearly the obligation of the City,
and that therefore the responsibility for the inspection is the City's and that
El Segundo will have to employ its own inspector.
The City Measurer reported that the Secretary of the 'Treasury of
the united States has called for payment in April, 1934, of_ certain of the
Fourth Liberty Loan Bonds, two of which are owned by the City of E1 Segundo.
A copy of the notice promulgated by the Secretary of the Treasury was delivered
to the city Attorney and at the Council's request, the Attorney will report thereon
at the neat regular meeting of the Council.

The City Attorney advised that he had received from Pacific Electric
Railway Company, Southern California Edison Company Ltd., and Standard Oil
Company of California, their contracts for the removal of their utilities in
Arizona Drive and that he is delivering the same to the City Engineer for
checking as to certain engineering details enumerated therein.
The City Attorney at this time presented to the Council the executed
contract between the City of El Segundo and J. L. L:cClain, for the improvement
of Arizona Drive (Sepulveda Boulevard), together with the executed bond for
faithful performance and the executed bond to secure laborers and materialmen,
signed by such contractor as Principal and the L:assachusetts bonding and
insurance Company as Surety.-
The Attorney stated that if the said surety and the said bond were
acceptable to the Council, that it would be in order for the Council to approve
the same. After discussion it was moved by Councilman Love and seconded by
Councilman Selby, that the following resolution be adopted:
RESOLVED, that the bond of J. L. McClain as Principal, with
L:assachusetts Bonding and Insurance bompany, as Surety, in the
principal sum of ,$25,800.00 for faithful performance of the
contract of said 1. L. McClain with the City of E1 Segundo, for
the improvement of Arizona Drive (Sepulveda Boulevard) within
said City, and also the bond of said J. L. LIcClain as Principal
and said nassachusetts 3onding and insurance Company, as Surety,
in the principal sum of X51,600.00 to secure labors and material -
men, be and the same are hereby approved by the city Council of
the City of E1 Segundo, California.
fhe foregoing resolution was adopted by the following vote:

Noes: Councilmen None.

SPECIAL ORDER OF BUSIIV'ESS.
The hour of 7:30 o'clock P. b:. at this meeting, having heretofore
been fixed as the time and date for hearing interested property owners in
connection with the proposed zoning ordinance affecting certain real property
within the City of E1 Segundo adjacent to Los Angeles mnicipal Airport,
the Mayor announced the arrival of said hour and inquired whether there were
any person or persons present who desired to be heard with reference to said
matter.
No persons appearing to be heard, the Clerk reported that Colonel
"arnitz, Manager of Los Angeles L2anicipal Airport, had requested him to
advise the Council that he had had a conference with a number of interested
property owners and that although no agreement was reached, the matter is
under consideration and all parties concerned would like to have the Council
take the matter off calendar until it is again revived at the request of
Los angeles r:.unicipal Airport or the City of Los Angeles.
• It was thereupon moved by Councilman Love, seconded by Councilman Selby,
that further consideration of the matter of a zoning ordinance affecting
certain real property within the City of E1 Segundo adjacent to Los Angeles
Municipal airport be postponed indefinitely. Carried by the following vote:

NEW BUSINESS.
Moved by Councilman Krimmel, seconded by Councilman Gerow, that the City
Clerk and the City 1reasurer of the City of El Segundo are hereby authorized
and directed to transfer from the General r'und of said City to the Oak Avenue
Improvement Redemption Fund the sum of $20.78, which amount is necessary to
redeem a bond of said Special Assessment District falling due at this time.
Carried by the following vote:

Moved by Councilman Gerow, seconded by Councilman Krimmel, that the Street
Superintendent be and he is hereby directed to 'Cause a light macadam paving
to be laid in Eucalyptus Drive from Brand Avenue to the alley South thereof,
and in the Alley South of Grand Avenue from Eucalyptus Drive to thealley
Easterly of Standard Street, all within the City of E 1 Segundo, the total cost
not to exceed the sum of 475.00. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love, Selby and mayor Binder.

The vity Engineer reported that t,:r. E. S. Donaldson, Agent of Pacific
Electric Railway Company at B1 Segundo, had requested the removal of a certain
eucalyptus tree adjacent to Pacific Electric station, at Eucalyptus Drive and
urand Avenue, within the City of E1 Segundo. There being some doubt as to
whether or not the tree is on private property or public property, the matter
was referred to the Street Superintendent for checking, as to location with
reference to property line.

purchase of a Leveling Hod and a 200 -foot Chain, at a total cost of not to
exceed 332.00, be and the same is hereby authorized. Carried by the following
vote:

The Fire Chief recommended that the fire engine be inspected by a
.- echanic specializing in fire department equipment, and recor,=ended the
appointment of :.x. Ueorge 5. Kenley, who is an expert in this line of work.
It was thereupon moved by Councilman Erimmel, seconded by Councilman Selby,
that mr. seorge S. Kenley of the California Lunicipel Supply CoM-Dany, be
and he is hereby authorized and directed to make a thorough inspection of
the motor, pump and ap_nurtenances of the El Segundo mire Department fire
engine, and that he be compensated for such service in the sum of X12.50,
upon his filin;; a proper demand therefor. Carried by the follorin�; vote:
