The application having had the approval of the Street Superintendent, it was moved by Councilman Selby, seconded by Councilman Gerow, that Southern California Telephone Company be and it is hereby granted permission to set seven poles and two anchor guys on the North side of Grand Avenue betti:een California Street and tIrizona Drive, in accordance with its application therefor and the sketch of the proposed work attached to said application; provided, however, that said poles and anchor guyes be set 8 feet South of the North property line in said Grand Avenue in accordance with lines which will be given by the Lngineering Department of the City of El Segundo, and provided further, that said work be prosecuted and completed to the satisfaction of the Street Superintendent of the City of E1 Segundo. Ordered filed. 301 :. =OL DS' yDUCA 'IOI.AL Cyr =R SCCIrsTIOIT dated November 11, 1933, calling attention to the recently enacted clinic law, which requires organizations such as the I:-ot ::ers' Educational Center to obtain a permit from the State Board of Health aid re7uestino the adoption of a resolution by the Council respectin., said matter. It was thereupon moved by Councilman Kr irmel, seconded by Councilman Love, that the following resolution be adopted: L;ITE2 .AS, this Council is informed that Llothers' Educational Center Association, pursuant to the require:ients of law, will make application to the State Board of Health of the State of California, for a permit to operate and maintain a I:,others' Educational Center, sponsored in this City by Unit No. 38 American Legion Auxiliary; and a unit of Llothers' Educational Center Association has been conducted in this city under the sponsorship before mentioned, for a period of five and one -half years, under the able direction of duly licensed physicians of the State of California and has contributed much to the physical welfare of hundreds of infants and young children in this community and has directed parents to consult their family physicians for the proper treatment of physical defects, thus, in the opinion of this Council, aiding in the reduction of the mortality* rate among children; and JHc.1S, this Council is informed that at the present time not less than sixty -five children are beneficiaries of this praise- worthy work, which this Council believes should be continued in view of existing economic and social conditions, when the need for such a service is more apparent than ever before in the history of the State of California; NO;i TBy:IU:FO=, H✓ IT °. John Shaffer addressed the Council for the purpose of ascertaining the rental price of the City hall Auditorium for the purpose of holding a dance to be given by a group of young people he represented. :after discussion it was decided to defer action until a later date, with the understanding that at the next meeting of the Council the applicant would cause three adults who would act as sponsors of the group, to appear before the Council for a further discussion of the matter. None. R::PORTS OF STAKING COI:I:IT=S. REPORTS OF OFFICERS AND SPECIAL C 0112a, TEES S. Mayor Binder reported that on Thursday, November 9th, 1933, he, together with Lr. J. E. Reddington, President of El Segundo Chamber of Commerce, and the City Clerk, attended a meeting at Huntington Park, called by the Los Angeles County League of Hlunicipalities, for the purpose of discussing proposed amendments to the Los Angeles County charter; that the persons present represented committees composed of members of said League and other bodies working alon=- the same lines, that all present seemed to be in agreement on a proposition to increase the number of County supervisors and that thereafter the districts of the supervisors correspond to certain combinations of .assembly districts; that the charter provide for a maximum tax rate. However, a number of meetings of all interested groups will be necessary before anything definite is decided upon. The City Clerk announced that the Altar Society of S t. Anthony's Church desired permission to use the City Hall Auditorium, November 24th, for the purpose of holding a benefit card party. Moved by Councilman Selby, seconded by Councilman Gerow, that this permission be granted, no charge to be made for such use. Carried. The City Attorney reported havinC received in final approved form the agreements between the City of El Segundo and certain of the utilities required to realign their facilities in Arizona Drive by reason of the proposed improvement of said thoroughfare and he proceeded to read the proposed agreement bet-.;een Standard Oil Company of California and the City of El Segundo. The City Attorney read a letter received by his office from Southern California aas Company, setting forth that the estimated cost of the work involved, so far as said Southern California Gas Company is concerned, in the matter of the improvement of Sepulveda Boulevard, is approximately 'lCO.00 and advising the City that they assume the City will reimburse them, providing the cost did not exceed said figure. Thereupon the City Attorney recuested authorization to instruct said Gas Company to proceed with the necessar -r work and expenditures on the basis herein stated. It was thereupon moved by Councilman Selby, seconded by Councilman .simnel, that the Oity :attorney be and he is hereby authorized and instructed to advise Southern California Gas Company that it may proceed with the changes required to be nzde in its facilities by reason of the proposed improvement by the amity of El Segundo of Arizona Drive (Sepulveda Boulevard), it being understood that the City of El Segundo will reimburse said Company for its costs and expenses in connection with such changes, such reimbursement, however, not to, exceed the sum of X100.00. Absent: Councilmen Pone. i'he City Engineer advised having obtained a price of N100.00 from Neon Sign :anufacturing Company on a Neon direction sign, 16 feet long, 18" wide, proposed to be installed at Inglewood :tedondo road and Imperial Hiehwey, said price to include installation and maintenance thereof for the period of one year. He exhibited a photograph of a sign of the type said company recommended and after examination of said photograph, the engineer was instructed to again contact said company for the purpose of obtaining a sketch of a different type signq before definite action is taken. "ollowing discussion, it was moved by Councilman Krimmel, seconded by Councilman Selby, that Southern California Edison Company be and it is hereby authorized and instructed to install one 60 c.p. goose neck street light at Low Vista Street and Sycamore Avenue in the City of L1 Segundo as an addition to its current street lighting contract with said City.
