A regular meeting of the City Council of the City of El Segundo,
Ualifornia, was called to order at 7:00 o'clock F. 1. .'. on the above
date, in the Council Chamber of the Uity .{all of said City, by Peter

The minutes of the regular meeting held on November 1st, 1933, were
read. No errors or omissions appearing, it was moved by Councilman
Selby, seconded by Councilman Love, that the minutes be approved as read.
Carried.
The minutes of the adjourned regular meeting held on the 2nd day of
November, 1933, were readq without error or omission being noted, and
were approved as read upon motion of Councilman Krir=el, seconded by
Councilman Selby, which carried.
The minutes of the adjourned regular meeting held on the 3rd day of
Iovember, 1933, were read. No errors or omissions being noted, said
minutes were approved as read upon motion of Councilman Love, seconded
by Councilman Selby, whi,,-h carried unanimously.

The following communications were read and disposed of as indicated:
CITv OF BL`R=,, dated hovember 4th, 1933, proposing a conference of
City attorneys of all cities affected by a recent ruling, of the Supreme
Court of the State of California, with reference to delinquencies under
the Improvement Bond Act of 1915. Following the reading of said comTeunica-
tion, it was moved by Councilman Love, seconded by Councilman Gerow, that
the City Attorney of the City of El Segundo be and he is hereby authorized
and requested to attend a meeting of City Attorneys on Friddy, November
10th, 1933, at 12 :00 o'clock Noon, at the Alexandria Hotel, Los Angeles,
California, for the purpose of discussing the desirability of petitioning
the Supreme Court of the State of California 'for a re- hearing in the
matter of the case entitled: "American Company vs. City of Lockport ",
in which case a decision was rendered October 30th, 1933, and which decision
will have the effect of greatly increasing taxes in some cities and that
said City Attorney be further authorized and directed to incur and /or
obligate this City to a reasonable expense in connection with such meeting
and proposed re- hearing, not to exceed, however, the sum of X50.00.

DR. J. L. POILLROY, Los Angeles County Health-Officer, dated October
30th, 1933, recommending the adoption of a resolution urginC the State
Department of Public Health to grant the Department of Health of Los Angeles
County permits to maintain and operate health centers in certain localities
in Los nngeles County. '
Following deliberation, it was moved by Councilman S elby,'seconded by
Councilman Gerow, that the following resolution be adopted:

WHMRAS, the last Legislature enacted a law known
as the California Clinic Law, now Chapter 756 of the State
`Laws, said Act providing particularly for the issuance of
permits by the State Department of Public Health for the
operation of clinics and health centers; and
:'amp it has become necessary under this Act
for the Los Angeles County Health Department to apply for
a permit to operate health centers at the cities of Ingle-
wood and Torrance, in said County; and
WIL-7 , the City of E1 Segundo has, under Section
4225A of the Political Code contracted with the Los Angeles
County Board of Supervisors for maintenance of its public
health services and therefore has a definite and direct
interest in the continuation of the services now maintained
at Inglewood and Torrance;health centers;
fi0V; TI�i1EFORE, BEE IT RPSOL1ED by the City Council
of the City of E1 Segundo, that the proper protection of the
public health constitutes one of the most important functions
of our local government;" that at this particular time there
`are thousands of citizens who by reason of unemployment,
illness or other forms of social distress are unable to
provide themselves adequately with proper health protection
and because of these facts we believe that the State
Department of Public Health should, without delay, support
and uphold the operation of the health centers in this
County; and

Hutchins, Chief of Police, be and he is hereby granted permission to
absent himself from the City of El Segundo, November 10th and 11th, 1933.

Noes: Councilmen None.
Absent: Councilmen None.
Councilman Selby expressed his belief in the desirability of having
erected at the intersection of Imperial Highway and Inglewood - Redondo Read,
a lighted sign, which will identify the intersection at night and direct
motorists into the City of E1 Segundo. The Council concurring, the City
Engineer was directed to prepare a sketch of a suitable sign and to submit
the same to ;,Teon sign manufacturers for quotations.

moved by Councilman Selby, seconded by Councilman Gerow, that the meeting
adjourn. Carried.
