A regular meeting of the City Council of the City of E1 Segundo, California,
was called to order at 7:00 o'clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, bLeyor.
ROLL CALL.
Councilmen Present: Gerow, Krimmel, Love; Selby and Mayor Binder.
louncilmen Absent: None.
READING OF MINUTES OF PREVIOUS UE TING.
The minutes of the regular meeting held on the 17th day of may, 1933,
were read. No errors or omissions appearing, it was moved by Councilman
Love, seconded by Councilman Selby, that the minutes be approved as read.
Carried.
WRITTEN COWM+ NICATIONS.
The following communications were read and disposed of as indicated:
NATIONAL AUDIT & SYSTEM COMPANY, INC., dated May 19th, 1933, indicating
its desire to submit a bid for the performance of the audit of the City
records during the neat fiscal year. The Clerk was requested to place the
name of said Company on the mailing list and to advise it that it will be
sent notice of any request which is made for bids on auditing.
LEAGUE OF CALIFORNIA YZNICIPALITIES, dated May 19th, 1933, enclosing
an excerpt from Assembly Bill No. 2336, also a sample ordinance governing
the sale of alcoholic beverages. Ordered filed.
REPORTS OF OFFICERS AND SPECIAL COM ITTEES.
The Uity Clerk reported that Mr. T. G. Ellis, representing a committee
from one of the fraternal associations previously using the pity Hall
Auditorium, had inquired when the hall would again be ready for occupancy,
whether or not there will be any change in the rental charge and if the lodges
are again permitted to use the auditorium, what the duration of tenancy will
be. The Qlerk was instructed to advise him that the Council is not in position
at this time to satisfactorily answer the questions, inasmuch as the matter
must be given further consideration.
ItLe City Lngineer reported that contemplating the structural re- enforcement
required in and about the amity Hall building, he had requested quotations on
the structural steel requirements and had received the following:
Bid of McClintic- IMarshall Corporation, dated May 24th, 1933, as follows:
"For the delivery of all new steel columns F.O.B. Building site,
the sum of --------------------- - - - - -- $490.00
For the delivery of all new beams F.O.B. building site,, sum of 178000
For the delivery of all new tie rods F.O.B. Building site, sum of 45.00
r'or the erection of all new structural steel, the sum of - - - - 195.00
All material to be new-and of American rranufaeture, 4orkmanship to
be equal to the best practice of modern structural shops. if erection
is done by us foundations shall be provided by others, all cutting,
shoring, patching and removal of present work shall be done by others."
Bid of Consolidated Steel Corporation, Ltd., dated liay 24th, 1933,
as follows:

"We propose to furnish and deliver the structural steel
required for alterations to the E1 Segundo City Hall in
accordance with drawing 330517 as prepared by your City
Engineer, for the sum of -
EIGHT HUNDRED FIFTEEN DOLLARS - - - - - - - - - (8815.00).
We will furnish and erect the same material for the sum of
TEN HUNDRED -NENTY 1iTV E DOLLARS - - - - - - - - ($1025.00).
'These prices do not include Beam No. 7 and the column at the
end of Beam No. 7, nor do they include cutting or replacing
of wood or masonry, shoring nor anchor bolts ".
After discussion, it was moved by Councilman Krimmmmel, seconded by
Councilman Love, that the following resolution be adopted:
" WSERFLS, the City ball of the City of E1 Segundo, California,
on the 10th day of tiarch, 1933, was damaged by a severe earthquake;
AND WHEPLAs, the City Council of said City has employed
competent engineers for the purpose of ascertaining the extent of
such damage, structural and otherwise;
AND SBEREAS, said engineers have reported to said Council the
extent of the damage to said structure;
AND WBEREAS, this Council, upon hearing such report, deems that
emergency action with reference to said building should be taken;
NOW TFIERyFO:tC, the City Council of the City of El Segundo,
California, does hereby resolve, declare and determine as follows:
First - That as a result of the earthquake of Yarch 10th,
1933, the pity hall building of the City of El Segundo,
California, is in a condition dangerous to life and property
and that the same should be made safe immediately.
Second - That an emergency exists with reference to said
matter and it is essential that work upon the reconstruction,
rebuilding, repair and reenforcement of said structure should
proceed immediately in order that the public peace, health
and safety of said City and of its citizens and of the public
thereof should be preserved.
Third- That in order to proceed with the said work of
construction, the City � ngineer is hereby authorized and
instructed to purchase the following necessary materials for
use in such work from the wcClintic- Marshall Corporation, at
the prices set opposite said respective items, to -wit:
For delivery of all new steel columns, Y.O.B. Building site 4490.00
For delivery of all new beams F.O.B. Building site 178.00
For delivery of all new tie rods t''.0. building site 45.00
For erection of all new structural steel, 195.00
Fourth- 'That said Oity L ngineer be and he is hereby further
authorized, instructed and empowered to immediately employ the
necessary labor, supervision, apparatus, equipment and paraphernalia
to proceed with the work of reenforcement, reconstruction and
rebuilding, as contemplated in the sugestions of David raerrill,
structural engineer and the recommendations of said City
Engineer.
Fifth- That said City Engineer shall cause said work to
proceed with all convenient speed to the end that said emergency
may be met and such dangerous and defective conditions 'removed
at the earliest possible time".
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Lierow, Krimmmmel, Love, Selby and t::ayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.

The City Clerk advised having received quotations from J. L. Brewer
and thetElectric Shop on the estimated electric lamp requirements of the
City of yl oegundo for the coming three months, and it appearing from an
emaxination of said bids that the bid of J. L. Brewer is the lowest, it was
moved by Councilman Gerow, seconded by Councilman 5elb-,, that such electric
lamps as are required by the City of 1�1 Segundo during the months of June,
July and August, 1933, be purchased from J. L. Brewer. Carried by the
following vote:
Ayes: ' Councilmen Gerow, Krimmel, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
The City Attorney advised the Council that the complaint in the matter
of the condemnation of Arizona Drive (also sometimes known as Sepulveda
Boulevard) will be filed with the Clerk of the Superior Court on Thursday,
May 25th, 1933.
The Street Superintendent reported that he had obtained quotations on
the cost of mowing and cleaning off the vegetation from vacant lots within
the City of L1 Segundo, which said quotations are as follows:
Frank Smith - $300.00, the work to be completed in ta:elve days; or
$275.00, the work to be completed in thirty -five days.
Henry Barbettini - $250,00, the work to be completed in twenty -
one days.
It appearing from the foregoing that the bid of Henry Barbettini is
the best bid received, it was moved by Councilman Krimmel, seconded by
Councilman Love, that the work of cutting and removing dry vegetation from
vacant lots within the City of E1 Segundo be awarded to Henry Barbettini,
for the total scan of $250.00, it being provided that the work shall-be
prosecuted and completed to the satisfaction of the Street Superintendent of
the City of E1 Segundo and that the same shall be completed within the period
of twenty -one days. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
NEW BUSINESS.
Moved by Councilman Gerow, seconded by Councilman Selby, that the
City Engineer be and he is hereby directed to rent such equipment as he
finds necessary in connection with the work required to be done in and
about the City Hall reconstruction, at a cost of not to exceed $20.00
per day. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Love, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilmen None.
No further business appearing to be transacted at this meeting, it
was moved by Councilman Gerow, seconded by Councilman Selby, that the
meeting adjourn. Carried.
