A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7 :QO o'clock P. M. on the above
date, in the Council Cpamber of the City Hall of said City, by Peter
1. Binder, Mayor.

READING OF KDWTr'Z OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 3rd day of Lay, ,
1933, were read. No errors or omissions appearing, it was moved by
Councilman Selb, *, seconded by Councilman Gerow, that the minutes be_
approved as read. Carried.. ,
RITi'EN COLWUNICATIONS.
The following communications were read and disposed of as indicated:
HOLLIS R. THOUPSON, Chairman Gasoline Tax Committee, League of
California :Municipalities, dated agy 2nd, 1933, being Bulletin No. 16,
advising that on Friday, April 28th, Assembly bill No. 1172 was passed
out of the Nays and Means Committee of the Assembly with a unanimous
recommendation, that final passage by the Assembly was expected within
the next two days, and setting forth provisions contained in the bill
as amended. Ordered filed.
RALPH G. DOW & COMPANY, dated i;,ay 8th, 1933, being a report of
said firm's examination of the books and records of the City of E1
Segundo for the quarter ended March 31st, 1933, which records the
said firm found to be correct. Ordered filed.
SMITE- EMERY COMPANY, dated May 2nd, 1933, advising that the plans
prepared by the City Hngineer of the City of El Segundo, California,
for the restoration of the City Hall to a safe condition incorporates
in principle the suggestions $aid Company had made in its earlier
communications respecting the matter; that said Company will be pleased
to act as consultants for a fee of 10% of the actual construction cost
and that said Company estimates the cost involved to be betv.een $7,000.00
and $10,000.00. Ordered filed.
J. L. POMEROY, 11. D., County Health Officer, dated May 1st, 1933,
stating that in order to prevent the re- introduction of bubonic plague in
this area, said County Health Department is anxious to secure uniform
adoption of rat proofing laws, and enclosing copy of an ordinance adopted
by the County of Los Angeles relative to the destruction of rat harborage
and the rat proofing of certain buildings, and requesting this City's
cooperations and suggesting the adoption of a similar ordinance by the City
of El Segundo in event the one now in force is less stringent than the
one recently adopted by the County.. 'ibe matter was referred to the building
inspector for checking and report to this Council.

REPORTS OF OFFICERS AND SPECILL COUarr'F:FS.
The City Engineer reported that after unsuccessful attempts to confer with
ttr. Wartenweiler of Smith -Lmery Company, May 4th and 5th, he was able on the
latter date to get in touch with Mr. Howard of said Company, one of the
engineers who made the original inspection of the City hall for the Smith-
Emery Company; that he advised ;sir. howard that the Council did not care to
accept his Company's proposal as made in its communication of ::ay 2nd, 1933.
Thereafter he conferred with 2,1r. Dave Merrill, President of the Pacific
Coast uuilding Officials Conference, an engineer, who sat upon the Coroner's
Jury :ttbooeaPm which investigated deaths at Long Beach and vicinity resulting
from the earthquake and later was appointed technical advisor to the Grand
Jury with respect to earthquake safety construction in Los Angeles County;
that he requested W. Merrill's services to check plans prepared by him for
the repair of the City Hall and the installation of additional structural
members for added safety; that Mr. Merrill stated he would work with the
City Engineer in any way desired; that in view of this City's membership in the
Pacific Coast Building Officials Conference there would be no fee for his
services, the only charge being the actual cost of checking the plans by an
engineer in event he is unable to do so personally.
Thereafter it was moved by Councilman Krimmel, seconded by Councilman
Selby, that the City Engineer of the City of E1 Segundo be and he is hereby
authorized and instructed to proceed with the necessary repairs to the City
Hall by force account, provided, however, that the plans therefor prepared
by him are first approved by Mr. Dave Merrill, Engineer, President of
Pacific Coast Building Officials Conference. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
The City Clerk informed the Council that he had been advised that the
place of registration for persons living in E1 Segundo, who desired employment
as provided by the Reconstruction Finance Corporation, is at the City Hall,
Culver City, California. The inconvenience to such persons being apparent,
and being desirous of assisting the Reconstruction Finance Corporation
authorities and persons desiring to register for employment to the greatest
extent possible, it was moved by Councilman Krimmel, seconded by Councilman
Selby, that the following resolution be adopted:
WHEREAS, this Council is informed that the point for
registration of residents of the City of E1 Segundo for
Reconstruction Finance Corporation relief work has been
fixed at the City Hall in the City of Culver City;
AND WHEREAS, at present there is no direct means of
transportation between said cities and great inconvenience
will result to the citizens of E1 Segundo desiring to register
by reason of the lack of such direct transportation;
NOW THEREFORE, BE IT RESOLVED, that the City Council hereby
respectfully tenders to the authorities in charge of such
registration the use of such space in the City Hall of the
City of E1 Segundo as may be necessary in order to permit such
registration to be made in the City of E1 Segundo and does
hereby further tender to said authorities such assistance as
the City of E1 Segundo may be able to render in conformity
with-the rules established for such registration in-'expediting
the registration of E1 Segundo citizens desiring work of the
character indicated.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Krimme1 and Selby.
Noes: Mayor Binder.
Absent: Councilman Love.
The City Attorney reported that he had prepared the Condemnation
Complaint in connection with the proposed opening, widening and improvement
of Arizona Drive (also sometimes known as Sepulveda Boulevard) within the
City of E1 Segundo; that he will deliver the original thereof to the Mayor
for verification and a carbon copy thereof to the City Engineer for final
checking as to property descriptions.

NEW BUSINESS.
Moved by Councilman Selby, seconded by Councilman Gerow, that the City
Clerk of the City of E1 Segundo be and he is hereby authorized and directed
to advertise, in the manner provided by law, for bids on public pound service
for the City of E1 Segundo, such notice to be headed: "NOTICE INVITING SEALED
BIDS FOR FURNISHING PUBLIC POUND SERVICE, INCLUDING THE FURNISHING OF A
PUBLIC POUND AND PERFORMING THE DUTIES OF POUND MASTER IN AND FOR THE CITY OF
EL SEGUNDO, CALIFORNIA," and to be substantially in form as read to the Council
at this meeting by the City Attorney. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Selby and Mayor Binder.
Noes: Councilmen None,
Absent: Councilman Love.
Moved by Councilman Krimmel, seconded by Councilman Gerow, that the
purchase of one 19- Plate, Atlas Storage Battery, for use on the fire engine
of the City of E1 Segundo,,be and the same is hereby authorized, at a cost
of not to exceed $19.95. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
No further business appearing to be transacted at this meeting, it
was moved by Councilman Gerow, seconded by Councilman Selby, that the
meeting adjourn. Carried.
