March 29th, 1933.
A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7:00 o'clock P. M. on the above
date, in the Council Chamber of the City Hall of said City, by Peter
E. Binder, Mayor.
-The City Clerk being absent, it was moved by Councilman Selby,
seconded by Councilman Krimmel, that Councilman Gerow be appointed
Clerk pro tem. Carried.

Councilmen Present: Gerow, Krimmel, Selby and Mayor Binder,
Councilmen Absent: Love.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 22nd day of March,
1933, were read. No errors or omissions appearing, it was moved by
Councilman Selby, seconded by Councilman Gerow, that the minutes be
approved as read. Carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as
indicated:
RALPH Be BOMANN, State Chairman of the Southern District of
California National Committee for Trade Recovery, dated March 14th,
1933, urging the Council to support Assembly Bill No. 1043, now
before the State Legislature, which bill is designed to enable
political sub&isions and public agencies in California, desiring to
acquire a water supply or to enlarge an existing water supply project,
to finance the cost thereof by means of bonds or obligations payable
entirely out of revenue derived from the sale of water.
RALPH E. BDMANN, State Chairman of the Southern District of
California National Committee for Trade Recovery, dated March 14th,
1933, soliciting this Council's support for Assembly Bill No. 980,
which bill, if passed, will enable cities to raise money for constructing
new sewer systems or extensions of existing sewer systems by means of
the issuanoe and sale of revenue bonds.
After discussion of the matter and the possible effects of the
passage of the two bills above mentioned, the letters were ordered
filed without further action.
LOS ANGELES COUNTY LEAGUE OF MUNICIPALITIES, dated March 28th,
1933, thanking the Council for its action in subscribing to membership
in said League. Ordered filed.
LOS ANGELES COUNTY I.E,AGtJE OF MUNICIPALITIES, dated March 28th,
1933, advising that in connection with the Membership of this City
In the League, the City in ent'itled.to a ditector upon the.League's
Board. Moved by Councilman Krimmel, seconded by Councilman Gerow�
that Meyor-Binder be and he is hereby appointed to serve as Director
on -the Board of Directors of the Los Angeles County League of Municipalities
as representative of the City of El Segundo. Carried.
LOS ANGELES COUNTY LEAGUE OF MUNICIPALITIESS, dated March 27th,
1933, requesting support of cities and counties in said League's
determination to submit to the people the question of allocation of
gasoline tax revenues. Since this Council had at its regular meeting
held March 22nd, 1933, adopted a resolution approving the proposed plan
of the League to submit this question to the people, no further action
was taken at this meeting.

L%A(U OF CALIFORNIA MUNICIPALITIES, dated March 28th, 1933,
advising that a hearing was held on Assembly Bill No. 1172 in the
Assembly Committee on Oil Industries and was ordered out of Committee
with a unanimous favorable recommendation; stating also that many
other bills have been introduced affecting the disposition of
moneys collected under gasoline tax, which will have some bearing
on the passage of Assembly Bill No. 1172, and soliciting the continued
support of this Council in the League's efforts to have Assembly
Bill No. 1172, as originally drafted, adopted. Ordered filed.
M. N. ANGOOD, dated March 23rd, 1933, relative to the basis upon
which fees would be collected for dog licenses, if the contract for
such work is given to him.. Ordered filed.
LOS ANCK0S COUNTY LEAGUE OF MUNICIPALITIES, dated March 24th,
1933, containing suggested local licenses for manufacture and sale of
alcoholic beverages. `ilia City Attorney read excerpts from the law
recently adopted in the District of Columbia and various phases of
same were discussed by the Council, after which the communication was
ordered filed.
Petition signed by Roy Croft and twenty -eight other business
men, requesting that city licenses now being paid by local business
concerns be reduced at least 50% due to prevailing business conditions.
The Mayor directed that the connunication be given further consideration
under the order of Unfinished Business at the regular meeting of this
Council to be held April 5th, 1933.,
ORAL COMMUNICATIONS.
Mr. Edward Lawler, representing the Senior Class of the E1 Segundo
High School, requested permission to suspend an advertising banner
across a portion of Richmond Street, for the purpose of advertising a
play to be given by said class on April 7th, 1933. Moved by Councilman
Selby, seconded by Councilman Gerow, that the Senior Class of El Segundo
High School be and it is hereby granted permission to suspend an
advertising banner across a portion of Richmond Street, for a period up
to and including April 8th, 1933, provided the consent of the owners of
the buildings to which said banner will be anchored is first obtained,
and provided further that the City Engineer of the City of E1 Segundo
is advised prior to the time of the erection of said sign, that the said
sign be constructed and erected in a manner satisfactory to the said
City Engineer and that this Council reserves the right to revoke this
permit at any time in its discretion. Carried by the following vote:
Ayes: Councilmen Gerow, Srimmel, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
REPORTS OF STANDING COiICPTEffi.
Councilman Gerow advised that he, Mayor Binder and Street
Superintendent Hutchins had made an inspection of Walnut Avenue from
Arizona Drive to California Street, and that they recommended said
street be improved by grading and oiling. It was thereupon moved by
Councilman'Oerow, seconded by Councilman Selby, that .the Street Superintendent-
be and he'le hereby authorized to cause Walnut Avenue, from galifornin
Street to Arizona Drive, to be improved by grading and oiling, the
total cost of said improvement not to exceed the sun of $150.00.
Carried by the following vote:
Ayes: Councilmen Gerow, Brimmel, Selby and Mayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.

Councilman Selby reported that he, Councilmen Krinmel and Gerow
and Mayor Binder had made a study of the existing dog license ordinance
of the City of E1 Segundo, and recommended that certain amendments be
made thereto, after which Councilman Krimmel introduced Ordinance No.
188, entitled:
AN ORDINANCE OF ME CITY OF EL WXMDO ,
CALIFORNIA, AMENDING ORDIIANCE N0. 7 OF
SAID CITY, PASSED AND ADOPTED ON THE 21ST
DAY OF FEBRUARY, 1917, ENTITLED: "AN
ORDINANCE OF THE CITY OF EL SEGUNDO REGULATING
THE KEEPING OF DOGS WITHIN SAID CITY," BY
AMENDING SECTION 1 THEREOF AS AMENDED TO DATE,
AND BY AMENDING SECTIONS 2, 3 and 4 TEEREOF,
AND BY ADDING A NEW SECTION THERETO TO M

which was read.
REPORTS OF OFFICERS AND SPECIAL CON ITTEES.
The Deputy City Clerk reported receipt of a letter from
Shell Oil Company, supplementing said Company's letter dated
March 22nd, 1933, relative to their estimate of the cost of
relocation of pipe line in connection with the proposed improvement
of Arizona Drive.
The Street Superintendent reported that pursuant to
instruction of the Council given at its last regular meeting, he
had taken up with the Stabilization Bureau the matter of constructing
sidewalke,where property owners are unable to pay the full cost of
same, as requested in a letter from Mr. John Cairns, filed with
this Council on March 22nd, 1933, and was informed by the Stabilisation
Bureau that it would not look favorably upon a project where the work
would cover two or three lots only. The Clerk was thereupon instructed
to so advise Mr. Cairns.
The City Engineer advised that a Mr. Kadletz, representing
the owners of the Fisher Subdivision within the City of El Segundo, had
called his office, and stated that said owners desired to subdivide
the property above mentioned, and lay out streets, and inquired as to
whether or not the City of E1 Segundo would grade the streets, if
and when same were laid out, using labor provided by the Stabilization
Bureau. After some discussion, the City Engineer, by general consent,
was instructed to ascertain zzmtM from Mr. Kadletz. exactly what the
plan of subdivision is, and also if the property owners would be willing
to deed rights of way to the City of E1 Segundo providing Maple Avenue
and Mariposa Avenue only are graded, and to report to this Council at
Its next meeting.

Some consideration was then given to the report filed by
Messrs. Ford and Conlias, employed by the Council to appraise the value
of lands and to make awards for damages in connection with the real
property to be acquired by the City of 'E1 Segundo in the proposed opening,
widening and improvement of Arizona Drive (also agmetimes known as
Sepulveda Boulevard) between Imperial Highway add E1 Segundo Boulevard,
within the City of El Segundo, after which it was moved by Councilman
Selby, seconded by Councilman Krinmel, that the said report be referred to
the City Engineer and the City Clerk for checking, and a report thereon made
to this Council at its next meeting. Carried.

NEW BUSINESS.
Moved by Councilman Krimmel, seconded by Councilman Selby, that
Smith -Every Company, be and they are hereby employed to make an
inspection of the City Hall of the City of Z1 Segundo, and to make a
written report of their findings to this Council, the cost thereof
not to exceed the sum of $25.00. Carried by the following vote:
Ayes: Councilmen Gerow, Krimmel, Selby and Mayor Binder.
Noes: Councilmen None.

Resolution No. 271, entitled: .
