A regular meeting of the City Council of the City of ,11 Segundo,
California, was called to order at 7 :00 o'clock P. L. on the above
date, in the Council Chamber of the City Hall of said City, by
Peter E. Binder, Mayor.

The minutes of the regular meeting held on the 8th day of Larch,
1933, were read. No errors or omissions appearing, it was moved by
Councilman Krimmel, seconded by Councilman Gerow, that the minutes be
approved as read. Carried.

receipt of the Uouncil's communication of March 10th, urging his
apposition to the adoption of Assembly Bill No. 897, which requires
the consolidation of school districts, stating that he also is opposed
to the bill, req uesting that _.is, position respecting the same be conveyed
to the Uouncil and others interested, with his compliments, and adding
that in event there is to be any consolidation, it should be permissive
and not mandatory. Urdered filed.

Alhambra, inviting the municipal officers of the Uit-y of El Segundo to
attend a meeting of Los Angeles County Leal,7ue of Lunicipalities, to be

6:30 F. r:. It was moved by Councilman hrimrlel, seconded by Councilman
Jelby, that the ayor of the City of E1 Segundo and the Uity Clerk of
said Uity be and they are hereby authorized to attend the meeting of
the Lease of California i,:unicipalities, to be held at Alhambra, iv,arch
16th, 1933, for the purpose of discussing legislation affecting cities
of the Sixth Class, and to file their demand against the Qity for their
necessary expenses in connection therewith. Uarried by the following

there is now-pending before the Legislature
of the State of California, a bill which has for its purpose
the elimination of all delinquencies and penalties on delin-
quent taxes, if paid on or before January* 1st, 1934, by the
payment in full of the amount of such delinquent taxes, plus
776 interest taereon; and
this Uouncil believes that the adoption of this
bill would induce the payment into municipal treasuries of
lar - 7e suns of money which otherwise might not be paid;

b=IE B. 3i,ATLf, Chief Clerk, Board of Supervisors of the County of
Los Angeles, dated 1yarch 13th, 1933, enclosing a resolution adopted by
said Board of Lupervisors, requesting the authorities of the municipalities
of Los &ngeles County to set up committees of construction and engineering
experts, for the purpose of Waking a survey, v:hich Till determine the extent
of damage suffered and the financial aid needed for the reconstruction and
rehabilitation of such damaged properties within the respective municipalities,
such data to be used as a base for the Supervisors' request of Congress for
an amendment to the Reconstruction Finance Corporation Act, so that money
from this source may be used for the relief of the stricken Southern
California area, or for the passage of a special act of Congress appropriating
funds for said purpose.
at the conclusion of the reading of the communication and the
resolution, the iayor announced that he had immediately requested the
Building Inspector -to make a survey of thena urerequested, that said survey
had been made and a report thereon presented for consideration at this
meeting. Thereupon said report, which is dated March 14th, 1933, and a
co717 of which is on file in the office of the City Clerk, was read in full,
indicating that the damage to property within the City of E1 Segundo is
slight, and that the cost of all repairs necessary should not exceed
91800.00. Thereupon, by general consent, the City Clerk was instructed
to transmit such information to the Board of Supervisors, with the statement
that financial assistance from outside sources will not be needed to repair
the damaged property.
THE CO1,3.aTTEE ON TAXATION AND FINANCIAL PROBLEIL OF TL] CITY OF
yZL�`i:�LIE, dated March 10th, 1933, recommending the adoption of a
resolution by cities throughout the nation for the promotion of legislation
which will enable cities to obtain money from the Federal Government to
finance municipal projects in somewhat the same manner that money is now
obtained from the Federal 'Government by national barks. The subject being
one requiring some study, the 2:1ayor directed that the communication be
given further consideration under the order of Unfinished Business at the
regular meeting of this Council to be held iviarch 2nd, 1933.

Tair. B. t:cr l.lister inquired whether or not the services of the Building
Inspector of the City of E1 Segundo would be available to local property
owners, who desired to have their premises inspected, if such property
o�r:ers felt that said 'inspection is necessary following the recent earthquake.
It :as indicated, by general consent, that such inspections of premises would :
be r.ade if requested and the'discussions in connection with this matter
developed the.question of the d arability of making an inspection of all
chimneys throughout the citywhsuch inspection is specifically requested
or not. After considerable deliberation, it was moved by Councilman
Krimmel, seconded by Councilman Selby, that the Building Inspector of the
"'ity of E1 Segundo and the Fire Chief of said City be and they are hereby
authorized and directed to make an inspection of all chimneys on all
buildings within the Citir of E1 Segundo, for the purpose of determining
whether or not repairs are necessary and in the interest of the public peace,
health and safety, to prohibit the use of defective chimneys until such
time as the owner or the occupant of the building in which hazardous conditions
are found, has satisfactorily repaired the same. Carried by the following vote:

REPORTS OF OFFICERS AND SPECIAL C01+2Y_ITTZ2,S.
The Chief of Police announced the appointment of rrdnk L. Lumley
as a Special Police Officer, and requested the Council's approval of such
appointment. On motion of Councilman Selby, seconded by Councilman Kimmel,
which carried unanimously, this appointment was approved.
UNFLTISHZD BUS11 -ESS.
The matter of disposition of the co=,unication of Alfred Brooks
Frye, Mayor of the City of Coronado, heretofore presented to this Council,
requesting approval of Assembly Bill No. 1563, the purpose of which is to
levy,; a 3¢ per gallon tax on all gasoline used by seasonal water craft, ys6hts,
house boats, motor boats and other similar water craft, was again drawn to
the Council's attention, but no action was taken thereon.
at this point Messrs. L. L. Ford and E. B. Conliss, employed for
the purpose of making an appraisal of the values of property to be taken by
the Jity of E1 Segundo in connection with the proposed opening, widening and
improvement of Arizona Drive (also sometimes known as Sepulveda -3oulevard)
within the Oity of El Segundo, presented their report in duplicate and took
some time to verbally explain the various phases thereof. Thereupon the
Council inquired whether or not estimates of the cost of moving pipe lines
involved in the said improvement had been filed by Standard Oil Company
of California and the Shell Oil Company. It appearing from the statements
of the amity Clerk and the City Engineer that such estimates have not been
filed, it was moved by Mayor Binder that the City Clerk of the City of E1
Segundo be authorized and directed to write letters to Standard Oil Company
and the Shell Oil Company, requesting them to file with the Council not
later than Wednesday, March 22nd, 1933,. their estimates of the cost of
lowering or reconstructing their pipe lines in Arizona Drive, which may
become necessary by reason of the proposed improvement of said Arizona
Drive, and advising said companies that in event their estimates are not
filed on or before said date, that proceedings for the condemnation of their
respective ri- -hts of way`and for fixing the amount of their respective
reimbursements therefore will be instituted by the City of E1 Segundo.
The motion was seconded by Councilman Krimmel, and carried by the following
vote:
Ayes: Councilmen Gerow, Krimmel, Selby and .iayor Binder.
Noes: Councilmen None.
Absent: Councilman Love.
councilman Gerow advised the Council that his attention had been
called to unsanitary conditions existing in the sand hills adjacent to the
outfall screening plant of the amity of Los Angeles at Hyperion and -esterly
of the City of �l Segundo, and that the City of Los -&ngeles apparently is
making no effort to remedy the same. Following discussion, it was moved by
Councilman Gerow, seconded by Councilman Selby, that the City Clerk of the amity
of E1 Segundo be and he is hereby authorized and directed to call the attention
of Dr. J. L. Pomeroy, Idealth Officer of Los Angeles County,.whose department
performs the functions•bf Health Officer in and for the Uity ofil Segundo,
to the fact that screenings from the Los `ngeles Outfall Sewer Screefiing
slant at Hyperion are dumped ilpon the sand hills Westerly of .'the City of
E1 Segundo and permitted to remain There uncovered and unsprayed with
disinfectant of any kind, creating a breeding place for flies, mosquitos and
rodents, ana constituting a nuisance in other respects, and requesting said
County Health Officer to take immediate steps for the abatement of the
nuisance. Carried b-y the following vote:
