A regular meetint of the City Council of the City of E1 Segundo,
California, was called to order at 7:00 o'clock P. M. on the above
date, in the Council Chamber.of the City Hall of said City, by 'Teter
L. Binder, ,n.ayor.

Councilmen Present: aerow, krimmel, Love, Selby and i+ayor Binder.
Councilmen absent: None.
r(EADING OF P:INCTES OF RIEVIOUS LLETING.
The minutes of the regular meeting held on the lst day of karch,
1933, were read. No errors or omissions appearing, it was moved by
councilman Selby, seconded by Councilman Gerow, that the minutes be
approved as read. Carried.

1:33, requesting the Council to adopt a resolution favorin.7 the passage
of Assembly bill No. 1172, which has for its purpose the re- allocation
of gasoline tax monies and to send copies of said resolution to the
representa *ives of this -Jistrict in the State Legislature. iioved by
Councilman Gerow, seconded by Councilman hrimmel, that the following
resolution be adopted:
" WIE, -�EAS, the major portion of the State highway
funds derived from the gasoline tax originates within
the cities of the State, and
',MREAS,, the State law at present does not require
that any of such funds shall be returned direct to cities
for highway purposes; and
'WEE to to continue the present system of allocation
under the existing law deprives the motoring public of
the fullest benefits of the tax paid by it; and
`:Y=,d� AS, the League of California caunicipalities has
caused to be introduced on January 26, 1933, tusse°bly Bill
No. 1172 into the State Assembly - intended to remedy and
amend said existing law;

Segundo approves and recormends said Assembly fill No.
1172 and that State Senator j. i,:chinley and Assemblyman
Sam n:. Greene be sent certified copies of this Aesclution,
fully endorsing the League of California ivtunicipalities'
"Five Point Program ", which reads as follow3:
1. The- Count r to receive one and one -half cent
of the present three cent - =asoline "ax. The
present method of allocation on the basis of
automobile registration to be followed.
2. In the Counties of the State, 'asoline Tax money
shall be distributed as follows:
e
(a) The County shall retain all funds arising from
the rural registration of the County.
(b) Of the balance, the County shall retain fifty
per cent, and the remaining fifty per cent shall
be divided am on_- the cities on the basis of their
automobile registration.
(c) Present provisions relative to counties having
less than thirty -five hundred registrations to be
changed to increase the quarterly guarantee fifty*
per cent, or from $39000 to ;7050C.
3. Prior to expenditure of such Gasoline Tax Lioneyrs, the cities
and'County shall prepare a street and highway plar which
shall designate the traffic thoroughfares upon which such
money shall be expended. The intent of this provision being
that Gasoline Tax money is to be expended on the basis of
traffic needs regardless of political boundary* lines.
4. The Act shall provide authority for the interchange of
Gasoline Tax moneys on the part of the cities and county
where such interchange is found necessary or desirable in
a cooperative plan to build and maintain streets and high-
ways included in the plan.
5. Legislation now effective relative to automobile registration
to be amended makin;7 it mandatory for the ap:licant to
designate the domicile of his motor vehicle. The intent of
this legislation will be to establish definitely the rural
and municipal registration within the County.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Gerow, Kri=el, Love, :;elby and 1:ayor Binder.
Noes: Councilmen None.

ETEERETT 7. L2,72001141, County Counsel of the County of Los Angeles,
dated March 6th, 1933, entitled: "Bulletin No. 1, Los Angeles County,
for the administration of Reconstruction Finance Corporation Funds ",
said Bulletin being an explanation of the work and projects which may
be inaugurated and prosecuted by the City of E1 Segundo; for which
Reconstruction Finance Corporation funds may be made available. Ordered
filed.
ELEC'I'_gIC S? ?OP, dated march 7th, 1933, being a re^_uest for
consideration in the matter of the City's purchase of electric lamps.
After discussion it was agreed that the Clerk should ask for new lamp
prices from the local suppliers, after which the Council will determine
as-to where the business will'be placed.
L:ANIE B. BvA=, Chief Clerk, Board of Supervisors, dated
Larch 2nd, 1933, requesting an immediate submission to the National
Recreation Congress of the forms submitted by said Congress covering
suggested Park and Recreational development within the City of El Segundo.
It appearing that forms.of the type referred to have not been received
by any officer of the City of El Segundo, the Ulerk was instructed to so
advise Miss Beatty.

The City Clerk advised that E1 Segundo Woman's Club desired to
use the Council Chamber of the City Hall on Thursday evening, !larch 8th, 1933.

Thereupon by motion of Councilman Gerow, seconded by Councilman Love,
which carried unanimously, such permission was granted, no charge to be
made for such use.
The Clerk advised that he had received a letter from Richard C.
Waltz, City Attorney of Beverly Hills, California, dated February 23rd,
19331 re:uesting that this Council go on record as opposed to the adoption
of Assembly Bill No. 897, which. or its purpose changes in the
school law which would be ice' gainst school districts in
Sixth Class cities; that at the request of the : Mayor he had referred the
communication to the City Attorney for an opinion. The Attorney at this
point reported that it is his belief the bill should not be adopted;
whereupon it was moved by Councilman Love, seconded by Councilman Selby,
that the City Clerk be and he is hereby instructed to write letters to
Senator J. W. McKinley and Assemblyman Sam Greene, to the effect that the
City Council of the City of E1 Segundo is opposed to the passage of
Assembly Bill No. 897. Carried.
The City Clerk reported that pursuant to the wishes of the Fire
Chief he had communicated with American- LaFrance and Foamite Corporation
respecting the annual inspection of the fire engine, and has been advised
that said Company will provide a three -hour free inspection when its
engineer is in this territory, but that some months might elapse before
an engineer is available for this free service. However, should earlier
inspection be desired, said Company would furnish one of its part time
relief engineers on a basis of X1.50 per hour for actual labor consumed in
the inspection, including said inspector's time traveling from Los Angeles
to E1 Segundo and return, plus the charge of transportation and expenses
while on the job. Discussion ensued and when it appeared from the
statements of the Fire Chief that the only apparent difficulty at the
present time is that the oil pump does not register correctly, it was
agreed to have the Municipal Mechanic check said oil pump and to defer a
complete inspection until such time as an engineer is available for the
free inspection hereinbefore referred to.
